The Ripley County Council met on December 21st, 2004 at the
Ripley County Annex in
Versailles
,
Indiana
.
Donald Dunbar, Ripley County Council President called the meeting to order
promptly at 7:00 PM with Council Members Dephane Smith, Lawrence Nickell, David
Simon, William Dramann, Edward Armbrecht & Donald Dunbar
in attendance. Council Member Bauer could not attend.
Mary Ann McCoy, Auditor, acted as clerk to the Council taking minutes for the
meeting.
Neil Comer, Ripley County Attorney, was present to advise the Council.
Council Member Smith made the motion to approve the minutes of the November 16th
meeting seconded by Council Member Nickell. Motion approved unanimously.
Council tabled to a meeting in 2005 the additional appropriations of $432.00
from Adult Probation User’s Fees to Fund # 246-12401-000-040 & $1104.00
from County General to Fund # 100-12400-000-021.
Council Member Smith made the motion to approve the additional appropriation of
$56,135.26 / Belterra seconded by Council Member Nickell. Motion approved
unanimously.
Council Member Smith made the motion to approve the transfer of $7550.73 from
fund #293-46900-000-293 Infrastructure to Fund#293-13300-000-293 Group Insurance
& $50,000 from Fund # 100-34600-000-018 Liability Insurance to Fund #
100-13300-000-018 Group Insurance seconded by Council Member Nickell. Motion
approved by 5 (Five) Members Smith, Nickell, Simon, Dunbar & Dramann and 1
(one) opposed. (Armbrecht)
Council Member Armbrecht made the motion to approve the transfer $8157.50 from
Fund # 100-13801-000-007 Deputies overtime to Fund # 564-37800-000-564 Ripley
County Community Tobacco Grant/ Contractual seconded by Council Member Nickell.
Motion approved unanimously.
Council Member Dramann made the motion to approve the transfer of $18.80 from
Fund # 523-99999-000-523 Lilly Grant to Fund # 520-99999-000-523 Rising Sun
Grant seconded by Council Member Simon. Motion approved unanimously.
Council Member Smith made the motion to do one copy of the Encumbrances and have
for review seconded by Council Member Nickell. Motion approved
unanimously.
Council Member Smith made the motion to approve $898,774.09 Encumbrance’s for
2004 seconded by Council Member Simon. Motion approved by 5 (Five) Council
Members (Dunbar, Simon, Nickell, Smith & Dramann) 1 (one) opposed. (Armbrecht
).

Council Member Nickell made the motion to approve the Resolution Establishing
Fees for
Recycling

Council Member Nickell made the motion to table the Ordinance Amending the Rainy
Day Fund. The council members made no second.
Rick Hertel, Ripley County Prosecutor updated the council members on the Victim
Assistance Grant and how it works in the county.
Council Member Armbrecht made the motion to approve the
Salary Ordinances for $17,357.00
Probation (County) & $22,253.00
for the Probation (Adult) Departments seconded by Council Member Simon. Motion
approved unanimously.
Council Member Armbrecht made the motion to approve the Salary Ordinance for the
Jail/ Sheriff Department (Longevity) seconded by Council Member Simon. Motion
approved unanimously.
Council Member Armbrecht made the motion to approve the Salary Ordinance for
Kelly Vollet in Cum Cap Development seconded by Council Member Simon. Motion
approved unanimously.
Council Member Armbrecht made the motion to approve Andy Clark ordering the new
veteran’s van when the grant check has been deposited seconded by Council
Member Smith. Motion approved unanimously.
Council Member Armbrecht made the motion to approve the Ripley County Council
2005 Meeting Schedule seconded by Council Member Smith. Motion approved
unanimously.
Council Member Smith made the motion to appoint Don Dunbar to the Solid Waste
Board for 2005 seconded by Council Member Armbrecht. Motion approved
unanimously.
Council Member Dunbar appointed Dephane Smith to the Southeastern Indiana
Regional Planning Commission until December 31, 2005 seconded by Council Member
Armbrecht. Motion approved unanimously.
Scott Melling, EMS Director updated the council members on the EMS billing for
Ripley County and presented the Council members with a printout on the start
date, billed year to date, payments year to date by Milan, Sunman, Batesville
& Southern Ripley units in Ripley County.

next regular meeting on January 18th, 2005 seconded by Council Member
