Meeting November 16, 2009

The Ripley County Council met on Monday, November 16, 2009 at the Ripley County Annex in Versailles, Indiana.
Dephane Smith, Council President called the meeting to order promptly at 7:00PM with the Pledge of Allegiance to the flag. Council Members Dephane Smith, Donald Dunbar, Bill Dramann, Ed Armbrecht, Juanita Kaiser, Bill Warren and David Simon were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Council Meeting.
Neil Comer, County Attorney was not present for the Council meeting.
Council Member Kaiser made a motion to approve the minutes from the September 1, 2 (budget hearing) and Oct. 19, 2009 Council Meeting seconded by Council Member Armbrecht. Motion approved unanimously.
Appropriations:
Council Member Warren made a motion to approve the additional appropriation of $24,000 from Acc#323-46100-000-000 Juror Fees Fund for the Purchase of Case Management Computer System (CSI) for Ripley County Circuit & Superior Courts (Judge Taul and Judge Morris) seconded by Council Member Simon. Motion approved unanimously.
Council Member Kaiser made a motion to approve the additional appropriation of $25,000 from Acc#274-36104-000-274 Cum Cap Development for the Commissioners/Robert Reiners seconded by Council Member Warren. Motion approved unanimously.
Council Member Warren made a motion to approve the additional appropriation of $30,930.49 from Acc#203-29440-000-023 Cum Bridge for Ripley County Highway/Robert Reiners (Bridge #210) seconded by Council Member Kaiser. Motion approved unanimously.
Transfers:
Council Member Armbrecht made a motion to approve the transfer of $184.81 from Acc#100-37801-000-022 Interpreter to Acc#100-44100-000-022 Law Library for Ripley County Superior Court/Judge Morris seconded by Council Member Simon. Motion approved unanimously.
Council Member Kaiser made a motion to approve the transfer of $2,260 from Acc#100-25300-000-002 Office Supplies to Acc#100-329-000-002 Printing and $2,000 from Acc#100-11600-000-002 Clerical to Acc#100-32900-000-002 Printing for Ripley County Clerk/Ginger Bradford seconded by Council Member Warren. Motion approved unanimously.
Council Member Armbrecht made a motion to approve the transfer of $878 from Acc# 100-37200-000-053 Consultant to Acc#100-25200-000-053 Computer Supplies for Technology/Kelly Vollet seconded by Council Member Dunbar. Motion approved unanimously.
Council Member Kaiser made a motion to approve the transfer of $1,750.32 from Acc#214-13300-000-034 Medical Professional Liability to Acc#214-36450-000-034 Insurance for Ripley County Health Department/Pat Thomas seconded by Council Member Dramann. Motion approved unanimously.
No action was taken on the transfer of funds ($4,000) from Acc#100-15300-000-015 Board Member to Acc#100-25300-000-015 Office Supplies due to being paid out of Machinery and Equipment fund in Cum Cap.
Council Member Warren made a motion to approve the transfer of $1,000 from Acc#100-32700-000-018 Mileage to Acc#100-32800-000-018 Meeting for Ripley County Commissioners/Robert Reiners seconded by Council Member Kaiser. Motion approved unanimously.
Council Member Armbrecht made a motion to approve the transfer of $44,000(amount small than advertised) from Acc# 274-43100-000-274 Cum Cap to Acc# 274-36104-000-274 Building Supplies/Cum Cap for Ripley County Commissioners/Robert Reiners seconded by Council Member Dramann. Motion approved unanimously.
Council Member Kaiser made a motion to approve the transfer of $3,500 from Acc#100-25300-000-004 Office Supplies to Acc#100-11600-000-004 Clerical for Ripley County Auditor/Mary Ann McCoy seconded by Council Member Warren. Motion approved unanimously.
Old Business:
Ripley County Sheriff/Tom Grills a job description for maintenance technician as requested by Council Members at budget time. Council Member Armbrecht made a motion to approve the Ripley County Sheriff’s Office Job Description for Maintenance Technician for (part time hourly person) seconded by Council Member Simon. Motion approved unanimously.
Council Member Armbrecht made a motion to approve the salary ordinance with the rate the same as other positions at the Health Department seconded by Council Member Kaiser. Motion approved unanimously.
Julie Brancamp, Ripley County Park & Recreation updated the Council Member on the Ripley County Park and invited those present to attend the Christmas Walk at the Ripley County Park.
Council President Smith thanked Auditor McCoy for her hard work as Auditor of Ripley County and wished her good luck with the new position as Clerk of the Ripley County.

Council Member Dramann made a motion to adjourn until the next Council Meeting on Tuesday, January 19, 2010 seconded by Council Member Kaiser. Motion approved unanimously
