Unapproved Council Meeting Minutes for October 20, 2008
October 20, 2008
The Ripley County Council met on Monday, October 20th, 2008 at the Ripley County Annex in Versailles, Indiana.
Dephane Smith, Council President called the meeting to order promptly at 7:00PM with the pledge of allegiance to the flag. Council Members Dephane Smith, Juanita Kaiser, Ed Armbrecht, Ben Peetz, Mark Busching, Donald Dunbar and David Simon were in attendance.
Elaine Mortara, Deputy Auditor took minutes for Mary Ann McCoy, Ripley County Auditor who was at a State Auditor’s Conference.
Neil Comer, County Attorney was present for the Council meeting to answer any legal questions.
Council Member Busching made a motion to approve the minutes from the September 15th Council meeting seconded by Council Member Dunbar. Motion approved unanimously.
Additional Appropriations:
Council Member Armbrecht made a motion to approve the additional appropriation of $35,000 Acct# 100-37501-000-014 Meals for Prisoners/County General/Ripley County Sheriff Grills seconded by Council Member Peetz. Motion approved unanimously.
Council Members Armbrecht made a motion to table the additional appropriation of $17,500 Acct# 308-25700-000-308 Garage & Motors/Home Incarceration Fund/Ripley County Sheriff/Grills to the next meeting seconded by Council Member Dunbar. Motion approved unanimously. Council Members suggested that the Sheriff start keeping track of mileage for deputies on personal time.
Council Member Armbrecht made a motion to approve the additional appropriation of $50,000 Acct# 203-35700-000-033 Gas, Oil & Lubes/Cum Bridge and $25,000 Acct# 201-25700-000-027 Garage/Motors/Highway Department/Commissioner Reiners seconded by Council Member Kaiser. Motion approved unanimously.
Council Member Busching made a motion to approve the additional appropriations of $450.20 Acct# 425-38901-000-050 Gasoline & Diesel (Reimbursement received from the F.O.P & 4-H Corporation), $1,108 Acct# 425-33380-000-050 Water & Gas (Reimbursement received from 4-H Corporation) $1,805.52 Acct#425-33370-000-050 Electricity (Reimbursement received from 4-H Corporation), $2,825 Acct#425-11355-000-050 Show Mobile Personnel (Additional fund for show mobile operators) and $425 Acct#425-38701-000-050 Rental Deposits (appropriate paid rental deposits) Park & Recreation/ Julie Brancamp seconded by Council Member Peetz. Motion approved unanimously.
Transfers:
Council Members Peetz made a motion to table the transfer of $1,200 from Acct# 425-19100-000-050 Workers Comp. to Acct# 425-33380-000-050 Water & Gas/Park & Recreation/ William T. Neal to the next meeting until they can get more information seconded by Council Member Kaiser. Motion approved unanimously.
Council Member Kaiser made a motion to approve the transfer of $3,500 from Acct# 100-25300-000-004 Office Supplies to Acct# 100-11600-000-004 Clerical/ Ripley County Auditor/Mary Ann McCoy seconded by Council Member Armbrecht. Motion approved unanimously.
Requests:
Sheriff Grills presented Third Amendment to Ripley County Police Retirement Plan for the Council Member President signature. Council Member Kaiser made a motion to approve the Third Amendment to Ripley County Police Retirement Plan seconded by Council Member Armbrecht. Motion approved unanimously.
Old Business:
Barry Lauber, representing Belletech, Ripley County Economic Development & Ripley County Redevelopment Commission presented the Resolution No. 2008-02 for Belletech to the Ripley County Council for their signature. Council Member Busching made a motion to accept the Resolution Confirming Resolution No. 2008-01 Declaring a Certain Area in Johnson Township, Ripley County, Indiana, an Economic Revitalization Area For Purposes of Real and Personal Property Tax Abatement seconded by Council Member Kaiser. Motion approved unanimously. Lauber thanked the County Council for their support on this project.

Council Member Peetz made a motion to adjourn until the next meeting on Monday, November 17th, 2008 seconded by Council Member Dunbar. Motion approved unanimously.
