Budget Meeting October 19, 2009

The Ripley County Council met on Monday, October 19, 2009 at the Ripley County Annex in Versailles, Indiana.
Dephane Smith, Council President called the meeting to order promptly at 7:00PM with the Pledge of Allegiance to the flag. Council Members Dephane Smith, Donald Dunbar, Bill Dramann, Ed Armbrecht, Juanita Kaiser, Bill Warren and David Simon were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Council Meeting.
Neil Comer, County Attorney was not present for the Council meeting.
Council Member Kaiser made a motion to approve the minutes from the September 21, 2009 Council Meeting seconded by Council Member Warren. Motion approved unanimously.
Appropriations:
Council Member Armbrecht made a motion to approve the additional appropriation of $20,000 Acc#203-37903-000-033 Cumulative Bridge (Scour Plan of Action), $90,000 Acc#203-49560-000-033 Cumulative Bridge (for Bridge #72) for the Ripley County Highway Department/Owen T. Heaton, Jr. seconded by Dunbar. Motion approved unanimously.
Council Member Kaiser made a motion to approve the additional appropriation of $5,000 Acc#340-11220-000-340 H1N1 Clinic Assistant (Part time/temporary data entry) $13,000 Acc# 340-11252-000-340 H1N1 Salary (part time/temporary data entry), $830 Acc# 340-12600-000-340 H1N1, temporary RN/LPN ( Social Security), $3,620 Acc# 340-29551-000-340 H1N1 Operating Supplies, $1,500 Acc# 340-25309-000-340 H1N1 Office Supplies, $1,000 Acc#340-34404-000-340 H1N1 Telephone Expenses, $1,500 Acc#340-32901-000-340 H1N1 Advertising, $3,800 Acc#340-32900-000-340 H1N1 Printing, $6,000 Acc#340-36450-000-340 H1N1 Medical Professional, $3,000 Acc#340-43150-000-340 H1N1 Communication Equipment, $13,620 Acc#340-49000-000-340 H1N1 Equipment and $3,500 Acc#258-33140-000-258 Planning (LEPC) for Pat Thomas, Health Department Director seconded by Council Member Warren. Motion approved unanimously.
Council Member Kaiser made a motion to approve the additional appropriation of $10,000 Acc#292-33280-000-292 Inn Keepers Tax for Katherine Taul, Ripley County Department of Tourism seconded by Council Member Armbrecht. Motion approved unanimously.
Council Member Armbrecht made a motion to approve the additional appropriation of $200 Acc# 425-38710-000-050 Special Events (Lions Donation for Christmas Walk), $225 Acc#425-38701-000-050 Rental Deposits for Melvin Meisberger, Ripley County Department of Parks & Recreation seconded by Dunbar. Motion approved unanimously.
Transfers:
Council Member Kaiser made a motion to transfer $3.75 from Acc#100-25100-000-022 Copy Machine Supplies to Acc#100-32900-000-022 Printing for Judge James Morris, Ripley County Superior Court Judge seconded by Council Member Warren. Motion approved unanimously.
Council Member Armbrecht made a motion to transfer of $581.05 from Acc#100-37801-000-022 Interpreters to Acc #100-44100-000-022 Law Library for Judge James Morris, Ripley County Superior Court Judge seconded by Council Member Simon. Motion approved unanimously.
Council Member Armbrecht made a motion to transfer of $1,715.16 from Acc#282-11600-000-282 Clerks Perpetuation Clerical to Acc # 2820-43500-000-282, Capital Outlay for Ginger J. Bradford, Clerk of Ripley County seconded by Council Member Simon. Motion approved unanimously.
Council Member Kaiser made a motion to transfer $10,000 from Acc#203-32570-000-033 Guard Rails & Posts to Acc# 203-49560-000-033 Bridge #72 for Owen T. Heaton, Jr, Ripley County Highway Department seconded by Council Member Warren. Motion approved unanimously.
Council Member Warren made a motion to transfer $41,500 from Acc#203-28900-000-033 Gas, Oil & Lubes to Acc# 203-43100-000-033, New Equipment for Owen T. Heaton, Ripley County Highway Department seconded by Council Member Simon. Motion approved unanimously.
Council Member Kaiser made a motion to transfer $14,000 from Acc#201-28900-000-027 Gas, Oil & Lubes to Acc #201-43100-000-027 New Equipment for Owen T. Heaton, Ripley County Highway Department seconded by Council Member Warren. Motion approved unanimously.
Ginger Bradford, Ripley County Clerk advised the Council Members that it will cost the county approximately $10,000 for the special election and that Batesville School will reimburse the county for the special election.
New Business:
Council Member Armbrecht made a motion to approve the corrected salary ordinance for the Ripley County Jail/Sheriff Tom Grills seconded by Council Member Dunbar. Motion approved unanimously.
Council Member Armbrecht made a motion to table maintenance technician job description for the Sheriff Office till the next meeting in November seconded by Council Member Simon. Motion approved unanimously.
Council Member Dunbar made a motion to approve the resolution to transfer remaining balances of the Family and Children’s Fund in the amount of $2,275,285.03 and The Children’s Psychiatric Residential Treatment Service Fund in the amount of $147,164.88 from The Levy Excess Fund to the County Rainy Day Fund seconded by Council Member Kaiser. Motion approved unanimously.
Kelly Vollet, Technology Director and Ginger Bradford, Ripley County Clerk advised the Council Members that the Courts, Clerk & Probation are looking at a new computer software call CSI. Bradford has advised that she can pay a third of the maintenance for the new system. Council Members gave permission to the Clerk to file for line item either as a transfer or additional appropriation for the maintenance of the new computer software.
Council Member Dunbar made a motion to appoint Lila Neal to the Osgood Library Board seconded by Council Member Warren. Motion approved unanimously.
Council Member Dunbar made a motion to cancel the December Council Meeting and give Auditor McCoy the authority to OK the encumbrances for 2009 seconded by Council Member Warren. Motion approved unanimously.

Council Member Dunbar made a motion to adjourn until the next Council Meeting on Monday, November 16th, 2009 seconded by Council Member Warren. Motion approved unanimously.
