The Ripley County Council met on Monday, September 21, 2009 at the Ripley County Annex in Versailles, Indiana.
Dephane Smith, Council President called the meeting to order promptly at 7:00PM with the Pledge of Allegiance to the flag. Council Members Dephane Smith, Donald Dunbar, Bill Dramann, Ed Armbrecht, Juanita Kaiser, Bill Warren and David Simon were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Council Meeting.
Neil Comer, County Attorney was present for the Council meeting to answer any legal questions.
Council Member Kaiser made a motion to approve the minutes from the August 17 Council Meeting seconded by Council Member Warren. Motion approved unanimously.
Appropriations:
Council Member Warren made a motion to approve the additional appropriation of $500 Acc#425-38701-000-050 Rental Deposits and $3,325 Acc#425-11355-000-050 Show Mobile (reimbursement for endowment fund for Park & Recreation) seconded by Council Member Kaiser. Motion approved unanimously.
Transfers:
Council Member Dunbar made a motion to transfer $1,500 from Acc#425-43100-000-050 New Equipment to Acc#425-38710-000-050 seconded by Council Member Armbrecht. Motion approved unanimously.
Council Member Armbrecht made a motion to transfer $4,000 from Acc#340-32901-000-240 Communication Equipment (H1N1 Grant) to Acc#340-43150-000-340 Communication Equipment (H1N1 Grant) for Ripley County Health Department seconded by Council Member Warren. Motion approved unanimously.
New Business:
Tom Grills, Ripley County Sheriff presented a request to purchase color coded uniforms for the inmates in jail from the Commissary Fund. Council Member Kaiser made a motion to approve the purchase of color coded uniforms for the inmates at the Ripley County Jail from Commissary Fund seconded by Council Member Simon. Motion approved by Smith, Armbrecht, Dunbar, Simon, Warren and Kaiser. Dramann abstained.
Council Member Armbrecht made a motion to approve and adopt the following budgets: General of $6,600,264, Highway $1,958,624, Cumulative Bridge $586,593, County Misdemeanant $17,745, Emergency Medical Services $126,722, Health Department $313,663, Belterra Riverboat $300,000, Local Roads & Streets $275,520, County Sales Disclosure $6,000, 911 Wireless Communications $113,791, Health Maintenance $57,810, Adult Probation $127,839, Juvenile Probation $4,772, County Surveyor Corner Prep. $26,000, Local Emergency Planning $15,800, Pre Trial Diversion $89,241, GAL CASA $15,105, Cumulative Capital Development $485,478, Emergency Telephone $342,982, EDIT Tax $856,000, Clerk Perpetuation $3,220, Inn Keepers Tax $55,000, Riverboat Gaming Fund $514,500, Property Reassessment $237,544, Home Incarceration Work Release $55,000, Jury Fees $40,000, Juvenile Detention In Home $5,000, Juvenile Substance Abuse $6,000, Tobacco Settlement (Master) Fund $25,332, Adult Prob. Motion approved unanimously.
Council Member Armbrecht made a motion to approve Ordinance of Appropriations and Tax Rates for 2010 seconded by Council Member Dunbar. Motion approved unanimously.
Council Member Armbrecht made a motion to approve the Salary Ordinance for 2010 (except Jail part time maintenance position based on documentation/job description that is to be received from the Sheriff) seconded by Council Member Kaiser. Motion approved unanimously.

Council Member Dramann made a motion to adjourn until the next Council Meeting on Monday, October 19, 2009 seconded by Council Member Kaiser. Motion approved unanimously.
