Unapproved Council Meeting Minutes for September 15, 2008

 

September 15, 2008

 

The Ripley County Council met on Monday, September 15th, 2008 at the Ripley County Annex in Versailles, Indiana.

Dephane Smith, Council President called the meeting to order promptly at 7:00PM with the pledge of allegiance to the flag. Council Members Dephane Smith, Juanita Kaiser, Ed Armbrecht, Ben Peetz, Mark Busching, Donald Dunbar and David Simon were in attendance.

Mary Ann McCoy, Ripley County Auditor took minutes for the Council.

Neil Comer, County Attorney was present for the Council meeting to answer any legal questions.

Council Member Kaiser made a motion to approve the minutes from the July 21st Council meeting seconded by Council Member Armbrecht. Motion approved by Kaiser, Armbrecht, Smith, Peetz and Busching. (Dunbar & Simon abstained).

Council Member Armbrecht made a motion to approve the minutes from the August 18th Council meeting seconded by Council Member Dunbar. Motion approved by Smith, Kaiser, Armbrecht, Simon and Dunbar. (Busching and Peetz abstained).

Additional Appropriations:

Council Member Armbrecht made a motion to approve the additional appropriation of $1,267.11 Acc#614-37465-000-000 Court Interpretive Services seconded by Council Member Kaiser. Motion approved unanimously.

Council Member Dunbar made a motion to take off the table the additional appropriation of $22,500 for the Ripley County Sheriff Department Acct#100-257000-007 Garage and Motors seconded by Council Member Kaiser. Motion approved unanimously.

Council Member Armbrecht made a motion to approve the additional appropriation of $22,500 Acct#100-25700-000-007 Garage and Motor (garage and motor expenses) seconded by Council Member Peetz. Motion approved unanimously.

Transfer:

Council Member Peetz made a motion to transfer the $1,000 from Acct#100-32600-000-010 Training to a new line item Acct#100-37800-000-010 Contractual Services for Coroner, Ron Buchanan seconded by Council Member Kaiser. Motion approved by Smith, Dunbar, Peetz, Kaiser and Busching. Armbrecht and Simon voted against.

Council Member Armbrecht made a motion to approve the transfer of $1,500 from Acct#100-11600-000-005 Clerical to Acct#100-25300-000-005 Supplies (purchase receipts & supplies) for Ripley County Treasurer, Earline Copeland seconded by Council Member Dunbar. Motion approved unanimously.

Ripley County Treasurer, Earline Copeland presented a request to transfer $3,798.99 from Acct#100-11600-000-005 Clerical to Acct#100-43100-000-005 Machinery and Equipment to purchase a new HP8000 printer for her office. After a long decision Council Member Dunbar made a motion to purchase the new printer from Cum Cap Equipment seconded by Council Member Kaiser. Motion approved unanimously.

New Business:

Council Member Dunbar made a motion to appoint Connie Coyle to the Osgood Library Board for 8 months & 15 days seconded by Council Member Peetz. Motion approved unanimously.

Barry Lauber, Ripley County Economic Development, Mark McIntyre, BelleTeck Association and Neil Comer, Ripley County Attorney presented  forms from Ripley County Redevelopment Commission and Town of Versailles, Petition For Designation of Certain Property in Ripley County as an Economic Development Area, Resolution of Ripley County, Indiana, Council, A Resolution Declaring a Certain Area in Johnson Township, Ripley County, Indiana,  An Economic Revitalization Area For Purposes of Real Property and Personal Property Tax Abatement, and Setting the Time and Place for a Public Hearing and Statement of Benefits/Real Property, Statement of Benefits/Personal Property to the Ripley County Council for their consideration. Council Member Busching made a motion to approve the resolution/tax abatement (10 year abatement real property & 10 abatement for Personal Property) for 12.7acres in Johnson Township and set the hearing for Oct. 20th, 2008 at 7:30PM at the Ripley County Annex, Versailles, Indiana seconded by Council Member Peetz. Motion approved unanimously.

Council Member Dunbar made a motion to adjourn until the next meeting on Monday, October 20th, 2008 seconded by Council Member Kaiser. Motion approved unanimously.
