Unapproved Council Meeting Minutes for August 20, 2007

The Ripley County Council met on August 20th, 2007 at the Ripley County Annex in Versailles, Indiana.
Donald Dunbar, Council President called the meeting to order promptly at 7:00PM with the pledge of allegiance to the flag. Council members Dephane Smith, Edward Armbrecht, Juanita Kaiser, Mark Busching, Ben Peetz and Donald Dunbar were present for the council meeting. David Simon wasn’t present.
Auditor McCoy acted as clerk taking minutes for the Council.
Neil Comer, Attorney was not present for the council meeting.
President Dunbar advised that the financial committee (Council Member Dunbar, Armbrecht & Smith and one commissioner/Robert Reiners) had met and recommendation is a 2% for the Elected Official and any one over $30,000 and 5% raise to the employee that is under $30,000. Office Holders present voiced opinions on how the salary ordinance should be handled and asked that the council members be fair. Commissioner Reiners advised that the insurance could be 20%/25% increase for the 2008 year.
Council Member Kaiser made a motion to approve the minutes from July 16th, 2007 Council meeting seconded by Council Member Busching. Motion approved unanimously.
Council Member Armbrecht made a motion to approve the additional appropriation of $40,000/ Fund# 274-49000-000-274 Cum Cap Development/ new equipment for Judge Taul’s Office and $40,000 /Fund# 620-44200-000-620 Grant#1269/GIS Program seconded by Council Member Kaiser. Motion approved unanimously.
Council Member Armbrecht made a motion to approve the additional appropriation of $1,051.83 Fund# 278-32490-000-278 EDIT, $1,129.99 Fund# 201-28900-000-027 Gas, Oil & Lubes and $2,313.06 Fund# 2014-32520-000-026/ Bituminous-Highway seconded by Council Member Peetz. Motion approved unanimously.
Council Member Smith made a motion to approve the additional appropriation of $2,000 Fund# 291-33190-000-291/ Sheriff Improvement, $2,000 Fund# 291-34404-000-291/Sheriff Improvement, $5,000 Fund# 291-33800-000-291 Sheriff Improvement, $10,000 Fund# 291-33110-000-291 Sheriff Improvement, $400.37 Fund# 291-34404-000-291/ Sheriff Improvement, $85.04 Fund# 291-33190-000-291/Sheriff Improvement, $25.96 Fund# 291-33380-000-291/ Sheriff Improvement, $174 Fund# 291-32301-000-291/ Sheriff Improvement, $275.73 Fund# 291-33800-000-291/ Sheriff Improvement, $42.71 Fund# 291-33800-000-291/Sheriff Improvement and $461.18 Fund# 291-33800-000-291/Sheriff Improvement seconded by Council Member Busching. Motion approved by (6) Dunbar, Smith, Peetz, Kaiser and Busching and (1) against Armbrecht.
Council Member Peetz made a motion to approve additional appropriation of $25,000 Fund# 291-49550-000-291/ Sheriff Improvement and $10,000 Fund# 291-43150-000-291/Sheriff Improvement seconded by Council Member Kaiser. Motion approved by (5) Council Members Dunbar, Smith, Kaiser, Peetz and (2) against Armbrecht & Busching.
Tom Grills presented to the Council for its first reading an Ordinance (Amending Ordinance No. 2000-1 By Increasing The Housing Fee For Housing On An Inmate At The Ripley County Jail For An Intermittent Jail Sentence) (April 13th, 2000 Ordinance) raising the fee from $40 to $50 per day for each day served of an intermittent sentence. Council will act on this motion at the September meeting.
Council Member Peetz made a motion to approve the CF-1/Real Property (10 Years)/ Form CF-1/Personal Property (10 Years) seconded by Council Member Smith. Motion approved unanimously.
Irvin & Margie Harmeyer & Brad Hicks, Ripley County Farm Bureau presented the Council Members the Local Option Income Tax / HEA 1478 (2007) information and reminded the council of the meeting on Thursday, August 30th, 2007 with the Ripley County Farm Bureau concerning the Local Option Income Tax.
DeeDee Holiday & Gene Swing, Humane Society presented a request of a donation to help finish the new building at the Humane Society. Holiday updated the council with facts concerning the Humane Society and appreciated their consideration on this request. Council Member Armbrecht advised that the county would need to check with the County Attorney on this matter.
Traci Eggleston, Ripley County DCS advised the Council Members that they need to borrow $500,000 against the tax draw. Council Member Armbrecht made a motion to approve the loan of $500,000 to Family & Children seconded by Council Member Smith. Motion approved unanimously.
Julie Brancamp, Ripley County Parks & Recreation presented the council members with a 5-year Master Plan Survey of the Ripley County Park.
Scott Huffman, EMS Director reported statistics to the Council Members and advised that they had 105 additional runs for this month, hiring 2 part time paramedics & training paramedics to become critical care paramedics.
Economic Development- Edward Armbrecht-Versailles has a ready site.
Technology Committee-Edward Armbrecht-Digital recording system for Circuit Court / ½ paid out of Riverboat and rest out of Commissioners Cum Cap Development.
E911 Advisory Board- Benjamin Peetz-No meeting
SEI Regional Planning Committee-Dephane Smith-Nothing
Grants Committee-Dephane Smith-GIS parceling grant.
Solid Waste District- Donald Dunbar-New reused center open in Osgood
EMS Advisory Committee-Dephane Smith-Huffman reported.
Welfare Committee-Juanita Kaiser –Eggleston reported.
Council Member Smith made a motion to adjourn until the next meeting on Monday, September 17th, 2007 @ 7:00PM seconded by Council Member Kaiser. Motion approved unanimously.
