Minutes prepared by Bill Wagner, Ripley County Auditor The Ripley County Council met on Monday, August 19, 2013 at the Ripley County Annex in Versailles, Indiana. Council President Ms. Dephane Smith opened the meeting with the Pledge of Allegience to the flag. Council Members Dephane Smith, Bill McDonald, Ed Armbrecht, Juanita Kaiser, Brenda Wetzler, Bill Warren, and Mark Horstman were in attendance. Also in attendance were Attorney Ertel and Auditor Wagner. Approval of the minutes from the July 15, 2013 meeting: Council Member Warren moved to approve the minutes with a second from Council Member Wetzler. The motion passed with 6 yes and Council Member Horstman abstaining since he was absent the July 15, 2013 meeting. TRANSFERS: Council Approval Needed Commissioners: $4200.00 FROM #1001-36400-000-0018 County General Liability Insurance TO #1001-19100-000-0018 Workers Comp. Funds were needed to pay for a worker comp audit. Council Member Wetzler moved to approve with a second from Council Member Warren. Motion passed with 7 yes. Coroner: $1000.00 FROM #1001-36500-000-0010 County General Supplies and Equipment TO #1001-34600-000-0010 Autopsy $500.00 FROM #1001-32600-000-0010 Training TO #1001-34600-000-0010 Autopsy $500.00 FROM #1001-34200-000-0010 Mobile Radio Repairs TO #1001-34600-000-0010 Autopsy Transfers were needed due to a large number of autopsies required for 2013. Council Member Kaiser moved to approve with a second from Council Member Horstman. Motion passed with 7 yes. Highway: $89667.67 FROM #1176-32490-000-0026 Stone TO # 1176-32520-000-0026 Bituminous. Council Member Warren moved to approve with a second from Council Member Kaiser. Motion passed with 7 yes. ADDITIONAL APPROPRIATIONS: Veterans Services: $400.00 FROM #1001-35730-000-0054 Fuel & Maintenance Purchase of tires and fuel price will deplete the fund before year end. Council Member Kaiser moved to approve with a second from Council Member Wetzler. Motion passed with 6 yes and Council Member McDonald abstaining. Planning: $4350.00 FROM #1001-43100-000-0018 County General This is to use the Tornado relief funds to pay for a copier. Council Member Kaiser moved to approve with a second from Council Member Warren. Motion passed with 7 yes. Coroner: $6000.00 FROM 1001-34600-000-0010 County General Additional funds are needed to pay for large number of autopsies in 2013. Council Member Armbrecht moved to approve with a second from Council Member Horstman. Motion passed with 6 yes and Council Member McDonald abstaining. Park: $11054.00 FROM #9123-47200-000-0000 Reynolds Grant This is to be used to upgrade the park sound system. Council Member McDonald moved to approve with a second from Council Member Wetzler. Motion passed with 7 yes. Circuit Court: $50000.00 FROM #1001-36600-000-0020 Pauper Counsel Additional funds are needed for murder trials evaluations. Council Member Wetzler moved to approve with a second from Council Member Horstman. Motion passed with 7 yes. Probation: $4000.00 FROM #4300-32420-000-0038 Court Ordered Testing Increased drug screen expenses. Council Member Armbrecht moved to approve with a second from Council Member Kaiser. Motion passed with 7 yes. OLD BUSINESS: None NEW BUSINESS: Ripley County Life Squads Commissioner Reiners advised he had received a letter from Mr. Rick Stephens about the Rescue Units shortfall for operation. He also stated the group was not looking for the County to take over and solve the problem but to be a part of the planning to solve the problem. Council Member Smith stated the EMS Advisory Board met at the request of the Hospital at Batesville and once the operation was up and running the board has not met again. Mr. Keith Seiverding spoke again advising the position of the Rescue Units 10,20 30, and 69 are running at a deficit of $240,000 loss combined for a year. He addressed the various issues of not receiving pay from individuals served by the units and the reduced amount received by Medicare and Medicaid. He stated additional meetings are to be held to determine viable solutions to the problem. Mr. Paul Hildebrand of Rescue 30 advised their fund balance had depleted rapidly the past 2 years and they will be unable to operate at their deficit much longer than 2 more years. Mr. Scott Corbin of Rescue 20 advised there had been no increase of funds from the county to the Rescue units since 2002. He stated he felt a 33% increase is needed. The next meeting of the group will be at the Batesville Fire House on 8/28/2013 at 7:00pm. Council Member Horstman and Council Member Kaiser will attend as representatives for the Ripley County Council. Council Member Warren did not feel well and left the meeting at approximately 8:00pm. GRANTS COMMITTEE –Commissioner Reiners—Only pending is for the recorder to obtain a large book copier for her office-all county offices will be able to use it as well. SOUTHEAST INDIANA RECYCLING—Mr. Bill McDonald—None EMS ADVISORY COMMITTEE—Mr. Bill McDonald—No With no further business to come before the Council a motion was made by Council Member Kaiser to adjourn. A second was made by Council Member Horstman and the motion passed with 6 yes. Council Member Warren was not present for this vote |
