The Ripley County Council met on Monday, August 17 2009 at the Ripley County Annex in Versailles, Indiana.
Dephane Smith, Council President called the meeting to order promptly at 7:00PM with the Pledge of Allegiance to the flag. Council Members Dephane Smith, Donald Dunbar, Bill Dramann, Ed Armbrecht, Juanita Kaiser, Bill Warren and David Simon were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Council Meeting.
Neil Comer, County Attorney was present for the Council meeting to answer any legal questions.
Council Member Armbrecht made a motion to recess for the public hearing for the 2010 County Budgets seconded by Council Member Kaiser. Motion approved unanimously.
Council Member Warren made a motion to close the public hearing for the 2010 County Budgets seconded by Council Member Dunbar. Motion approved unanimously.
Council Member Kasier made a motion to approve the Council minutes as corrected from the July 20th, 2009 meeting seconded by Council Member Armbrecht. Motion approved by those present Dunbar, Dramann, Smith, Warren, Armbrecht and Kaiser. Simon abstained due to not being in attendance.
Appropriations:
Council Member Armbrecht made a motion to approve the appropriation of $700 Acc#340-12600-000-340 H1N1 (Preparedness Grant/Social Security/for additional temp), $700 Acc#340-11252-000-340 H1N1 (Preparedness Grant/Salary (for additional temp. RN/LPN) $1,500 Acc#340-29573-000-340 H1N1 (Preparedness Grant/Public Education), $10,000 Acc#340-29551-000-340 H1N1 (Preparedness Grant/Operating Supplies) $1,500 Acc#340-25309-000-340 H1N1 (Preparedness Grant/Office Supplies) $4,000 Acc#340-32901-000-340 H1N1 (Preparedness Grant/Communication Equip.), $1,500 Acc#340-32901-000-340 H1N1 (Preparedness Grant/Advertising), $2,370 Acc#340-34800-000-340 H1N1 Preparedness Grant/Travel), $1,500 Acc#340-32720-000-340 H1N1 (Preparedness Grant/Conference Fees), $7,500 Acc#340-43151-000-340 H1N1 (Preparedness Grant/Computers-Printers)$10,000 Acc#340-43800-000-340 H1N1 (Preparedness Grant/Equipment to store etc., Vaccinations & Antiviral) for the Health Department/Pat Thomas seconded by Council Member Dunbar. Motion approved unanimously.
Council Member Armbrecht made the motion to approve the appropriation of $1,137.41 Acc#331-34802-000-331 Tobacco Settlement/Travel Expense for the Health Department/Pat Thomas seconded by Council Member Kaiser. Motion approved unanimously.
Council Member Kaiser made a motion to approve the appropriation of $10,000 Acc#258-33140-000-258 Local Emergency Planning (appropriate money to reimburse Grant for Hazardous Materials Transportation Flow Study) for Health Department/Pat Thomas seconded by Council Member Warren. Motion approved unanimously.
Transfers:
Council Member Kaiser made a motion to approve the transfer of $196.56 from Acc#564-37800-000-564 Ripley County Community Tobacco Grant (Contracts) to Acc#564-25355-000-564 Ripley County Community Tobacco Grant (Operating Supplies) seconded by Council Member Warren. Motion approved unanimously.
Council Member Dunbar made a motion to approve the transfer of $2,000 from Acc#100-11600-000-005 Clerical to Acc#100-25300-000-005 Supplies seconded by Council Member Armbrecht. Motion approved unanimously.
New Business:
Council Members reviewed the budgets for the Townships, City, Towns and Libraries and had a few present for the budget hearing. John Peetz presented concerns about the Osgood Public Library budget & tax rates and was advised that the largest portion of the rates is the debt payment fund. Council Member Dunbar made a motion to amend the budget resolution for the Townships (Adams, Brown, Center, Delaware, Franklin, Jackson, Johnson, Laughery, Otter Creek, Shelby, Washington) City of Batesville, Town of Holton, Milan, Versailles, Napoleon, Sunman, Osgood, Batesville Public Library and Osgood Public Library seconded by Council Member Kaiser. Motion approved unanimously.
Kim Jolly, Ripley County Soil and Water updated the Council Members on a salary comparison for the Soil & Water and presented a County Comparison based on population for Ripley County. Council Members will take this under consideration at the budget hearing in September.

Council Member Dramann made a motion to adjourn until the next Council Meeting on Monday, September 21, 2009 seconded by Council Member Warren. Motion approved unanimously.
