COUNCIL MEETING MINUTES

The Ripley County Council met on Monday, August 15, 2011 at the Ripley County Annex in Versailles, Indiana.

Council President Ms. Dephane Smith called the meeting to order promptly at 7:00PM with the Pledge of Allegiance to the flag. Council Members Donald Dunbar, Bill Warren, Bill McDonald, Juanita Kaiser, Bill Dramann, and Edward Armbrecht were also in attendance.   

William Lee Wagner, Ripley County Auditor took minutes for the Council Meeting.

The minutes of July 18, 2011 were approved with 7 yes, from a motion by Council Member Kaiser and a second from Council Member McDonald.

Council Member Dramann moved to approve the request with a second from Council Member Armbrecht.  Motion passed with 6 yes and 1 abstaining (Council Member McDonald due to limited info as to need)

Park & Recreation:

Council Member McDonald moved to approve the request with a second from Council Member Dramann.  Motion passed unanimously with 7 yes.

Council Member McDonald moved to approve the request with a second from Council Member Dramann.  Motion passed unanimously with 7 yes.

Health:

Council Member Kaiser moved to approve both requests with a second from Council Member Warren.  Motion passed unanimously with 7 yes.

OLD BUSINESS:  NONE

NEW BUSINESS:

A resolution #2 was presented to allow the transfer the funds from an inactive account-family and children fund- to the county rainy day fund.  Council Member Dramann moved to approve the resolution with a second from Council Member Warren.  Motion passed unanimously with 7 yes.

The NON-BINDING REVIEWS for townships, cities, and libraries were reviewed and the following action was taken. 

The following taxing units did not exceed the State growth quotient of 2.9% and were acceptable to the County Council:  Washington Twp.(.96%), Delaware Twp.(2.81%), Jackson Twp.(-2.79%), Osgood Library(2.87%), Shelby Twp.(0)%), Town of Napoleon(2.13%), Adams Twp.(-1.35%), Brown Twp.(1.29%),

Town of Versailles(-17.62%), Batesville Library(2.43%), and Town of Osgood(2.40%).

The following taxing units exceeded the State growth of 2.9% and were unacceptable to the County Council and received NO recommendation:  Laughrey Twp.(4.6%), Franklin Twp.(4.26%), Town of Holton(2.99%), Center Twp.(9.96%), Johnson Twp.(7.52%), Otter Creek Twp.(3.0%), Town of Milan(27.14%), Town of Sunman(3.15%), and City of Batesville(15.68%).

The Council reviewed the county department budgets and determined the following departments would need to schedule a time to have their budgets reviewed with the Council on September 7,8, or 9, 2011.

Extension, Parks, Sheriff, Probation, Clerk, Coroner, EMA, Assessor, Recorder, 911, Health, and Area Planning.

Other departments are welcome to review their budgets with the Council but are not required.

The public budget hearings will be September 19, 2011 and the budget adoption will be October 17, 2011.

Council Member Armbrecht discussed the County Handbook sick leave policy and expressed his concern with the way it is now written as it could potentially create a huge liability for the county.  He asked that the Commissioners address the concern at a later date.

PUBLIC COMMENT:  Commissioner Stutler advised the Council that the drainage is complete for the fairgrounds and is working well.  They are now working on the track.

SOLID WASTE DISTRICT—Mr. Bill McDonald-No report but thanked Mr. Dunbar for his loyal service.

EMS ADVISORY COMMITTEE—Mr. Bill McDonald—No Meeting

With no further business to come before the Council a motion was made by Council Member Warren to adjourn.  A second was made by Council Member Kaiser and the motion passed unanimously with 7 yes.
