July 20, 2009

The Ripley County Council met on Monday, July 20 2009 at the Ripley County Annex in Versailles, Indiana.
Dephane Smith, Council President called the meeting to order promptly at 7:00PM with the Pledge of Allegiance to the flag. Council Members Dephane Smith, Donald Dunbar, Bill Dramann, Ed Armbrecht, Juanita Kaiser and Bill Warren were in attendance. David Simon was not present.
Mary Ann McCoy, Ripley County Auditor took minutes for the Council Meeting.
Neil Comer, County Attorney was present for the Council meeting to answer any legal questions.
Council Member Armbrecht made a motion to approve the Council minutes from the June 15, 2009 meeting seconded by Council Member Dramann. Motion approved by those present Dunbar, Dramann, Smith, Warren, Armbrecht and Kaiser.
Appropriations:
Council Member Armbrecht made a motion to approve the appropriation of $99,071.35 Acct # 201-32520-000-026/Bituminous/ Highway for the Ripley County Commissioners seconded by Council Member Dramann. Motion approved unanimously.
Council Member Kaiser made a motion to approve the appropriation of $142,002 Acct#593-43750-000-593/Homeland Security Sub Grant/Wayne Peace seconded by Council Member Dunbar. Motion approved unanimously.
Transfers: None
New Business:
Sheriff Grills reported to County Council that the Commissary Fund balance is $50,880.82 for July 1, 2009.
Council Members will be having budget hearing September 1, 2 & 3 (Tuesday, Wednesday & Thursday) 2009 at 7:30AM in the Commissioners Room at the Ripley County Annex, Versailles, Indiana.
Council Members had Girl Scout and Boy Scout members from South Ripley and Milan School observing for scout awards.
Council Member Armbrecht advised the Council Members that the Association of Counties Executive Director, David Bottorff reported that the income tax collections are down approximately 23% year to date and that the county could be down approximately $800,000. Armbrecht reported that the county would see the effects in the budgets for 2011.
Council Member Armbrecht reported to the Council Members that the Clerk is going to have a special election and that she will probably have additional appropriations. Council Members will need to approve the additional appropriations for the special election.

Grants Committee—Dephane Smith-Grant turned down for the Sheriff’s Integrator & upgrades for the Jail
Solid Waste District-Donald Dunbar-Placed Speed limit signs at Solid Waste.
EMS Advisory Committee-David Simon-Training
Council Member Warren made a motion to adjourn until the next Council Meeting on Monday, August 17th, 2009 seconded by Council Member Dramann. Motion approved unanimously.
