Unapproved Council Meeting Minutes for July 18, 2006
July 18, 2006
The Ripley County Council met on Tuesday, July 18th, 2006 at the Ripley County Annex in Versailles, Indiana.
Donald Dunbar, Council President called the meeting to order promptly at 7:00PM with the pledge of allegiance to the flag. Council Members Don Dunbar, David Simon, Edward Armbrecht, William Dramann, Ben Peetz, Dephane Smith and Mark Busching were present.
Mary Ann McCoy, Auditor, acted as clerk to the Council taking minutes for the meeting.
Neil Comer, Attorney was present to advise the council.
Council Member Simon made a motion to approve the minutes from the June 20th, 2006 Council meeting seconded by Council Member Busching. Motion approved unanimously.
Additional Appropriations:
Council Member Smith made a motion to approve the additional appropriation of $500 from Fund #505-25355-000-505 Ripley County Community Foundation Barbecue Grills Grant seconded by Council Member Dramann. Motion approved unanimously.
Transfers:
Council Member Dramann made a motion to approve the transfer of $2,000 from Fund # 100-27700-000-018 Dog Warden Supplies to Fund # 100-32701-000-018 Dog Warden Mileage seconded by Council Member Simon. Motion approved unanimously.
Requests:
Scott Huffman EMS Director presented an amended salary ordinance for the Ripley County EMS effective on January 1, 2006. Changing the Paramedic from 4 full time paramedic and only 2 part time to 2 full time Paramedic at $12.62 and the rest part time Paramedic at $12.50. Council Member Armbrecht made a motion to approve the amended salary ordinance for the Ripley County EMS effective January 1st, 2006 seconded by Council Member Smith. Motion approved unanimously.
Nancy Yheulon, Family Connections presented a request of $5,000 for the 2007 budget and asked that the council keep them in mind for 2007.
Old Business:
Mike Wolf, Sunman, Indiana appeared in front of the council member with a petition to be approved the Sunman Sewer District and that will be sent to IDEM. After a short discussion attorney Comer recommended that they go ahead and file it with IDEM and then come back with the corrected paper work for the council to sign. Council Member Dramann made a motion to table to the next council meeting in September seconded by Council Member Smith. Motion approved unanimously.
New Business:
Pat Thomas, Ripley County Health Department presented a power point presentation on the Pandemic Influenza and updated those present on the effects of this virus. Thomas advised that we need to be prepared for a potential pandemic and that all local government employees should have the NIMS certification by September 30th, 2006.
Mary Ann McCoy, Auditor of Ripley County presented the new law on the County Option Dog Tax Fund. McCoy advised the council members that the township trustees and Assessors shall collect the dog tax until July 1st, 2006 after that date the dog fund claims become the responsibility of the county and are paid by the county Auditor. After a short discussion Council Member Busching made a motion to table the County Option Dog Tax Fund until the next meeting seconded by Council Member Simon. Motion approved unanimously.

Council Member Smith made a motion to adjourn until the next regular meeting on Tuesday, August 15th, 2006 @ 7:00PM seconded by Council Member Busching. Motion approved unanimously.
