Council Meeting Minutes

The Ripley County Council met on Monday, July15, 2013 at the Ripley County Annex in Versailles, Indiana.

Council President Ms. Dephane Smith opened the meeting with the Pledge of Allegiance to the flag.  Council Members Dephane Smith, Bill McDonald, Ed Armbrecht, Juanita Kaiser, Brenda Wetzler, and  Bill Warren were in attendance.    Council Member Horstman was absent.  Also in attendance were Attorney Ertel and Auditor Wagner.

Approval of the minutes from the June 17, 2013 meeting:

Council Member McDonald moved to approve the minutes with a second from Council Member Warren.  The motion passed with 6 yes.

ADDITIONAL APPROPRIATIONS:

Commissioners:

$150,000.00 from #1135-32950-000-0033  Cumulative Bridge

This is to replace Bridge #112.  This bridge is in need of replacement due to deterioration of the understructure.  Commissioner Reiners explained they are waiting on the approval of the Corps of Engineers to go ahead with replacement.

Council Member Armbrecht moved to approve the request with a second from Council Member Wetzler.  Motion passed with 6 yes.

Recorder:

$17,000.00 from #1160-49000-000-0000 Identity Security Protection Fund

These funds will be used for a new software system for the Recorder to protect the records.  System will be up and running September 1, 2013.

Council Member Wetzler moved to approve the request with a second from Council Member Warren.  Motion passed with 6 yes.

Assessor:

$108,791.00 from #1188-37800-000-0343 Property Reassessment

Council Member Armbrecht explained this appropriation was to replace the funds reduced in the 2013 budget by the DLGF when they approved the county budget.  This occurred from the way the DLGF calculates the funds needed and on reserve.  It will provide the funds needed for reassessment.

Council Member Warren moved to approve the request with a second from Council Member Armbrecht.  Motion passed with 6 yes

GRANTS COMMITTEE –Ms. Dephane Smith—Only pending is for the recorder to obtain a large book copier for her office-all county offices will be able to use it as well.

EMS ADVISORY COMMITTEE—Mr. Bill McDonald—None

Auditor Wagner had provided a letter from Judge Taul and Judge Morris that Circuit and Superior court staff, employees, and Probation would not follow the paid overtime as stated in the handbook and would continue to use comp time.

With no further business to come before the Council a motion was made by Council Member Kaiser to adjourn.  A second was made by Council Member Warren and the motion passed with 6 yes.
