June 15, 2009

The Ripley County Council met on Monday, June 15th 2009 at the Ripley County Annex in Versailles, Indiana.
Dephane Smith, Council President called the meeting to order promptly at 7:00PM with the Pledge of Allegiance to the flag. Council Members Dephane Smith, Donald Dunbar, David Simon, Bill Dramann, Ed Armbrecht and Bill Warren were in attendance. (Kaiser arrived later)
Mary Ann McCoy, Ripley County Auditor took minutes for the Council Meeting.
Neil Comer, County Attorney was present for the Council meeting to answer any legal questions.
Council Member Dramann made a motion to approve the Council minutes from the May 18th, 2009 meeting seconded by Council Member Warren. Motion approved by Dunbar, Simon, Dramann, Smith, Warren and Armbrecht.

New Business:
Kelly Vollet advised the Council Members that the Technology Committee of seven members has disbanded per the Commissioners. Commissioners approved a three person Technology Board. Vollet advised that Commissioners will appoint 2 members and one member appointed by the Council. Commissioners appointed Mark Busching and Rick Hertel to the new Technology Board. Council Member Dunbar made a motion to appoint Armbrecht to the new Technology Board seconded by Council Member Warren. Motion approved by five members Dunbar, Dramann, Smith, Simon and Warren. Armbrecht abstain.
Kim Benham, Ripley County Soil and Water Conservation District updated the Council Members on budget increases for 2010. Benham advised that the board of supervisors have been working to update the positions descriptions to accurately reflect the roles of the SWCD employees and has proposed budget increases to fund the positions comparable to similar SWCD roles in other counties. This will be considered at budget time.
Old Business:
Council Member Dunbar advised the Council Members that the Financial Committee of (Bill Warren, Edward Armbrecht, Donald Dunbar & Robert Reiners) met and it was recommended that the 2010 budgets be kept the same as last year and only a 2% raise in salary. Council Member Kaiser made a motion to accept the financial committee recommendations for the 2010 budgets seconded by Council Member Simon. Motion approved unanimously.
Tom Grills, Ripley County Sheriff presented the Ripley County Police Retirement Plan for the Council President’s signature.
Council Member Armbrecht made a motion to have Frank Cumming, GCF advertise 5%/10% over the 2009 budget and tax levy seconded by Council Member Kaiser. Motion approved unanimously.
Auditor McCoy did a presentation by the State Auditor Tim Berry as to Where We Are Today presented at the Indiana Auditor’s 2009 Spring Conference.
Auditor McCoy advised the Council Members that the Tax bills are out in the mail and are collectible on July 10th, 2009.
Financial Committee will meet the July 6th, 2009 at 10:00AM.

Council Member Warren made a motion to adjourn until the next Council Meeting on Monday, July 20, 2009 seconded by Council Member Kaiser. Motion approved unanimously.
