COUNCIL MEETING MINUTES

for

March 16, 2009

The Ripley County Council met on Monday, March 16, 2009 at the Ripley County Annex in Versailles, Indiana.

Dephane Smith, Council President called the meeting to order promptly at 7:00PM with the Pledge of Allegiance to the flag. Council Members Dephane Smith, Juanita Kaiser, Donald Dunbar, David Simon, Bill Dramann, Ed Armbrecht and Bill Warren were in attendance.

Mary Ann McCoy, Ripley County Auditor took the minutes for the Council Meeting.

Neil Comer, County Attorney was present for the Council meeting to answer any legal questions.

Council Member Kasier made a motion to approve the corrected Council minutes from the February 9, 2009 meeting seconded by Council Member Dunbar. Motion approved by Kaiser, Dunbar, Simon, Dramann and Smith. Warren and Armbrecht abstained. (Due to, not being present at the last meeting.)

Appropriations:

Council Member Kaiser made a motion to approve the additional appropriation of $2,331.00 Acc#282-43500-000-282 Perpetuation Fund (for shelving in Hunter building and old bank)/Ginger Bradford, Ripley County Clerk seconded by Council Member Simon. Motion approved unanimously.

Council Member Simon made a motion to approve the additional appropriation of $40,000 Acc#626-49000-000-00 GIS Program (grant from RSRF to purchase final layer for GIS system)/ Kelly Vollet, Ripley County Technology seconded by Council Member Warren. Motion approved unanimously.

Council Member Kaiser made a motion to approve the additional appropriation of $21,408 Acc#630-49560-000-000 (RSRF Grant for lighting project at the fairgrounds)/Melvin Meisberger & Julie Brancamp Ripley County Park & Recreation seconded by Council Member Dramann. Motion approved unanimously.

Council Member Simon made a motion to approve the additional appropriations of $500 Acc# 331-32720-000-331 (Registration & Conference fees), $500 Acc#331-32731-000-331 (Due & Subscriptions), $2,500 Acc# 331-32901-000-331 (Advertising expenses) and $1,597 Acc#331-29571-000-331(EHS Public information/educational materials)/ Patricia A. Thomas, Ripley County Health Department seconded by Council Member Kaiser. Motion approved unanimously.

Transfer:

Council Member Dunbar made a motion to approve the transfer of $54.37 from Acc#100-25300-000-006 (Supplies) to Acc#100-32200-000-006 (Service & Charges) for Ripley County Recorder/ Tammy Borgman seconded by Council Member Warren. Motion approved unanimously.

New Business:

Tom Grills, Ripley County Sheriff reported to the Council Member about a change he would like to do in vesting and retirement for his employees. Grills advised that he would like to move the vesting to 10 years instead of 8 years for the department. Sheriff Grills will meet with the Merit board and get back with the Council Member at the next meeting. Grills updated the Council Members on the DROP Program and  Grants that are available in the new stimulus program.

Council Member Dunbar made a motion to instruct the Ripley County Community Foundation to distribute $2,249 to Ripley County and deposit into the Endowment Fund seconded by Council Member Kaiser. Motion approved unanimously.

Council Member Kaiser made a motion to re-appoint Owen Menchhofer to another (4) year term to the Planning Commission Board seconded by Council Member Warren. Motion approved unanimously.

Council Member Armbrecht made a motion to approve the 2008/2009 abatement for Wagner Truss and Ertel Winery seconded by Council Member Kaiser. Motion approved unanimously.

Council Members discussed the abatements for Wagner Truss and Ertel Winery in Ripley County and Council Member Armbrecht made a motion to withdraw motion to approve the abatement for Wagner Truss and Ertel Winery seconded by Council Member Kaiser. Motion approve by (6) members Kaiser, Armbrecht, Simon, Dunbar, Warren and Dramann. Council Member Smith voted against.

Council Member Warren made a motion to approve the abatement for Wagner Truss and Ertel Winery as is at the present. Motion died for lack of second.

Council Members decided to meet with Wagner Truss and Ertel Winery on Wednesday, March 18, 2009 at 2:00PM at the Ripley County Annex to discuss the abatements for both companies.

Council Member Kaiser made a motion to recess until the next meeting on Wednesday, March 18, 2009 at 2:00PM at the Ripley County Annex seconded by Council Member Dunbar. Motion approved unanimously.

Wednesday, March 18, 2009

Council Member Armbrecht made a motion to reconvene from the recessed meeting on Monday, March 16, 2009 seconded by Council Member Kaiser. Motion approved unanimously.

Council Members Smith, Dramann, Simon, Warren, Armbrecht, Kaiser and Dunbar were present for the meeting on the 18th of March.

Council Member Armbrecht made a motion to approve the CF-1 presented by Wagner Truss and approve the 2009 abatement seconded by Council Member Dunbar. Motion approved unanimously.

Council Member Dunbar made a motion to approve the CF-1 presented by Ertel Winery and approve the abatement for the 2008/2009 and the 2009/2010 abatement for Ertel Winery seconded by Council Member Kaiser. Motion approved unanimously.

Council Member Dunbar made a motion to adjourn until the next Council Meeting on April 20, 2009 seconded by Council Member Dramann. Motion approved unanimously.
