February 9, 2009

The Ripley County Council met on Monday, February 9th 2009 at the Ripley County Annex in Versailles, Indiana.
Dephane Smith, Council President called the meeting to order promptly at 7:00PM with the Pledge of Allegiance to the flag. Council Members Dephane Smith, Juanita Kaiser, Donald Dunbar, David Simon, and Bill Dramann were in attendance; Ed Armbrecht and Bill Warren were not present.
Mary Ann McCoy, Ripley County Auditor took the minutes for the Council Meeting.
Neil Comer, County Attorney was present for the Council meeting to answer any legal questions.
Council Member Kaiser made a motion to approve the Council minutes from the February 9th, 2009 meeting seconded by Council Member Dramann. Approvals by those present Kaiser, Smith, Dunbar, Dramann and Simon. Two (2) members William Warren and Ed Armbrecht were not present to vote.
Council Member Dunbar made a motion to approve the additional appropriation of $12,000 Acc#203-32620-000-033 Cum Bridge/Bridge Inspection (to complete bridge inspection process) seconded by Council Member Kaiser. Motion approved unanimously.
Council Member Kaiser made a motion to approve the additional appropriation of $39,262 Acc# 201-28800-000-026 Highway Dept (to purchase cinders for bad weather) seconded by Council Member Dunbar. Motion approved unanimously.
Council Member Kaiser made a motion to approve the additional appropriation of $5,000 Acc# 629-49560-000-000 RCCF Grant (lighting project on new park property) seconded by Council Member Simon. Motion approved unanimously.

Old Business:
Edward Gindling, Adams Township Trustee asked the Council Members why they withdrew their support of the Sunman Regional Sewer District. Council President Smith stated, “That when people come to the meeting saying that they don’t want the sewer district that is her reason for not supporting the project.” Commissioner Reiners advised that the Ripley County Commissioners never supported the proposal for a Regional Sewer District. A letter from Indiana Department of Environmental Management stated that they had concluded that additional information is required before a decision can be made regarding the current petition. IDEM requested a modified petition that demonstrates the current need for formation of the district, the accurate boundaries to be included within the district and signatures of the governmental entities that currently support formation of the district. If petitioner chooses not to pursue formation of a regional district at this time, please submit a letter to IDEM formally withdrawing the current petition.
Donna McCool thanked the Council Members for their support and decision to withdraw petition of the formation of the Sunman Regional Sewer District.
Council Members discussed Sunman Regional Sewer District and decided to go ahead and sign the Resolution of the County Council of Ripley County that they do not support the formation of the Sunman Regional Sewer District. Council Members Smith, Dunbar, Kaiser and Simon signed the Resolution to Disapprove the Formation of the Sunman Regional Sewer District. Dramann abstained.
Ginger Bradford, Ripley County Clerk advised the Council Members that she would be at the March meeting asking for an additional appropriation for shelving (for Hunter Building and old Bank Building) out of her Perpetuation Fund

Council Member Dramann made a motion to adjourn until the next meeting on Monday, March 16th, 2009 seconded by Council Member Simon. Motion approved unanimously.
