The Ripley County Council met on Monday, January 12th 2009 at the Ripley County Annex in Versailles, Indiana.
Dephane Smith, Council President called the meeting to order promptly at 7:00PM with the Pledge of Allegiance to the flag. Council Members Dephane Smith, Juanita Kaiser, Donald Dunbar, David Simon, Bill Warren and Bill Dramann were in attendance; Ed Armbrecht was not present.
Mary Ann McCoy, Ripley County Auditor took the minutes for the Council Meeting.
Neil Comer, County Attorney was present for the Council meeting to answer any legal questions.
Council Member Simon made a motion to appoint Dephane Smith as Council President for 2009 seconded by Council Member Dunbar. Motion approved unanimously.
Council Member Smith made a motion to appoint Donald Dunbar as Council President Pro-tem seconded by Council Member Simon. Motion approved unanimously.
Council Member Kasier made a motion to approve the Council minutes from the December 2008 meeting seconded by Council Member Dunbar. Approved by four (4) members: Kaiser, Smith, Dunbar and Simon. Two new elected members William Warren and Bill Dramann could not vote.
Council Member Kaiser made a motion to approve the additional appropriation of $40,000 Acc# 628-34400-000-000 / Ripley County Community Grant for the new Phone System seconded by Council Member Simon. Motion approved unanimously.

Old Business:
Donna McCool, Sunman, Indiana advised Council Members that she would like for them to revisit the Sunman Regional Sewer District Resolution that had been signed by the Ripley County Council Members and withdraw the resolution for the Sunman Regional Sewer District. Council Member Kaiser made a motion to adopt a new resolution stating withdrawal of the Ripley County Council’s support of the proposed Sunman Regional Sewer District seconded by Council Member Warren. Motion approved by five (5) Council Member Kaiser, Simon, Dunbar, Smith and Warren. Dramann abstained. Attorney Comer will draw up a new resolution.
Council Member Kaiser made a motion to approve the Council Meeting Schedule for 2009 seconded by Council Member Warren. Motion approved unanimously.
Council Member Kaiser made a motion to appoint Rich Green to the Batesville Economic Development Commission seconded by Council Member Dramann. Motion approved unanimously.
Council Member Dramann made a motion to approve the appointment of Donald Dunbar to Southeastern Indiana Solid Waste District and Bill Warren as Pro-Tem seconded by Council Member Simon. Motion approved unanimously.
Council Member Dunbar made a motion to appoint Dephane Smith to the Southeastern Indiana Regional Planning Commission seconded by Council Member Simon. Motion approved unanimously.
Council Member Warren made a motion to appoint Ben Peetz to the E911 Advisory Board seconded by Council Member Kaiser. Motion approved unanimously.

Council Member Dramann made a motion to adjourn until the next meeting on Monday, February 9th, 2009 seconded by Council Member Kaiser. Motion approved unanimously.
