Unapproved Commissioner's Meeting Minutes for December 31, 2007

December 31, 2007

The Ripley County Commissioners met on Monday, December 31st, 2007 at the Ripley County Annex, Versailles, Indiana.

Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.

Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.

Mary Ann McCoy, Ripley County Auditor, took minutes for the Commissioners.

Attorney Neil Comer, County Attorney, was present to advise the Commissioners on legal matters.

Johnnie Lohrum reported to the Commissioners on the process for the courthouse when the electric is off and that maybe a generator is needed for the courthouse. Commissioner Reiners requested that Lohrum put something on the edge of the counter in the Commissioner’s Room to protect the chairs.

Cathy May, Ripley County Community Tobacco Grant Coordinator, presented a poster of Kelly Collier as South Ripley School’s role model.

Tad Brinson, Area Planning Commission, advised the Commissioners that Marleen Sheets is the Commissioners appointment to the Planning Commission BZA Board. Commissioner Folz made a motion to re-appoint Marleen Sheets to the Planning Commission BZA seconded by Commissioner Nickell. Motion approved unanimously.

Kelly Vollet, Technology Director, advised she would take care of preparing and returning the grant documents for the Recording System Grant.

Commissioner Nickell made a motion to approve the Payroll/Meeting Schedule for 2008, seconded by Commissioner Folz. Motion approved unanimously.

Greg Liming presented concerns about extending East Baseline Road about 150 feet. Commissioners agreed that if Liming would put gravel on the road and maintain, for (1) one year, then the County would take over the road after the one year.

Commissioner Folz made a motion to re-appoint Andy Scholle to the non Legislative BZA Board (Commissioner’s Appointment) for 2008, seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Folz made a motion to re-appoint David Nurhring as the BZA Alternate (Commissioner’s Appointment) for 2008, seconded by Commissioner Nickell.

Motion approved unanimously.

Commissioner Folz made a motion to appoint Kelly Vollet, Ripley County Technology Coordinator, Ken Hylton, Veterans’ Service Officer, Jim Lovins, Dog Catcher, John Lohrum, Courthouse Maintenance, Rebecca Mullins, Courthouse Housekeeping and June Branson, Annex Housekeeping for 2008, seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Nickell made a motion to re-appoint Scott Huffman, EMS Director for Ripley County for 2008, seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Folz made a motion to re-appoint Lawrence Nickell to the Jefferson Proving Ground Board for 2008, seconded by Commissioner Reiners. Motion approved by Folz & Reiners.

Commissioner Folz made a motion to re-appoint Robert Reiners to the Southeastern Regional Planning Commission Executive Board, seconded by Commissioner Nickell.

Motion approved unanimously.

Commissioner Folz made a motion to re-appoint Alvin Busching to the ABC Board, seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Folz made a motion to re-appoint Wayne Peace as the Emergency Management Director for 2008, seconded by Commissioner Nickell. Motion approved unanimously.

Bid Awards for 2008:

Gasoline & Diesel Fuel:

Commissioner Folz made a motion to accept both bids from Laughery Valley Co-Op & Premier Ag, seconded by Commissioner Nickell. Motion approved unanimously.

After some discussion Commissioner Folz made a motion to withdraw the motion to accept both bids for Gasoline and Diesel Fuel from Laughery Valley Co-Op and Premier seconded by Commissioner Nickell. Motion approved unanimously. Commissioner Folz made a motion to accept Laughery Valley Co-Op as the bid for Gasoline & Diesel Fuel for 2008, seconded by Commissioner Nickell. Motion approved unanimously.

Crushed Stone:

Commissioner Nickell made a motion to accept all bids from Napoleon Quarry, New Point Quarry & Hanson Aggregates Midwest, Inc for the 2008 Crushed Stone bid, seconded by Commissioner Folz. Motion approved unanimously.

Ready Mix Concrete:

Commissioner Nickell made a motion to accept the bid from Roman Nobbe, Inc for the 2008 bid for Ready Mix Concrete, seconded by Commissioner Folz. Motion approved unanimously.

Ready Mix Asphalt:

Commissioner Nickell made a motion to accept all bids from Paul H Rohe Co. In., Hot Mix. Inc., & Dava O’Mara Contractor, In., seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Nickell made a motion to accept Dave O’ Mara Contractor roll over price from 2007 to 2008 for the 30,000 tons or less #9, Surface, seconded by Commissioner Folz. Motion approved unanimously.

Liquid Bituminous Asphalt:

Commissioner Nickell made a motion to accept all three bids from Asphalt Materials, Inc., Terry Asphalt Materials Inc., & Marathon Petroleum Company for 2008, seconded by Commissioner Folz. Motion approved unanimously.

Corrugated Culver Pipe:

Commissioner Folz made a motion to accept the bid from CPI for the 2008 bid, seconded by Commissioner Nickell. Motion approved unanimously.

Pre-Engineered Bridges:

Commissioner Nickell made a motion to reject both bridge offers for 2008, seconded by Commissioner Folz. Motion approved unanimously. Commissioners advised that if they do a bridge at a later date, Commissioners would bid at the time the bridge before the  bridge is built.

Commissioners signed all bids for the 2008-year.

Commissioners agreed that at the next 2009 bid opening Commissioners needs to state if they want a $500 cash bond or 10% bid bond.

Auditor McCoy & Treasurer Copeland advised the Commissioners that it is time to do the refund on the homestead. McCoy & Copeland advised that per the state, they need for the Commissioners to state whether they want the refunds to be applied to all delinquent taxes and tax judgments. Commissioner Folz made a motion to: Adopt a Resolution Applying Homestead Refunds to any Delinquent Taxes and/or Tax Judgments in the Clerks Office. Seconded by Commissioner Nickell.  Upon unanimous approval the following Resolution was adopted:

               RESOLVED, that Homestead credit refunds shall first be applied to any

              delinquent Ripley County property taxes and any unpaid Ripley County property

              tax judgments in the Clerk’s office prior to distribution of any refund to the

              property owner.

Scott Huffman, EMS Director, updated the Commissioners on the Contract for Emergency Ambulance Service with Rescue Units/ Sunman Rescue 20, Milan Rescue 30 and Southern Ripley County Emergency Life Squad 69 for the year 2008. Rescue 10 (Batesville) did not sign their contract. Commissioners signed all the contracts for 2008.

Commissioners agreed that the EMS stays within the boundaries of City Batesville.

Commissioner Nickell made a motion to adjourn until the next regular meeting on Monday, January 14th, 2008 @ 8:00A.M. at the Ripley County Annex, Versailles, Indiana, seconded by Commissioner Folz. Motion approved unanimously
