Unapproved Commissioner's Meeting Minutes for 12/30/05

The Ripley County Board of Commissioners met on Friday, December 30th, 2005 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00 AM and all stood for the opening pledge to flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Amber May, Deputy Auditor, took minutes for the Board of Commissioners in the absence of Auditor, Mary Ann McCoy.
Neil Comer, County Attorney was present to advise the Board on legal matters.
Pat Thomas, Public Health Coordinator, advised the board that Dr. Welsch needed to be re-appointed as Health Officer. Commissioner Folz made a motion to reappoint Dr. Welsch and Commissioner Nickell seconded. Motion approved unanimously. The commissioners also asked her about the NUN certification and if the whole county would receive new ID cards and she said that they should.
Scott Huffman, EMS Director, came before the board with the 2006 contracts from the Rescue units he had only three signed which were units 10, 20, and 30. He stated that if he didn’t get 69 to sign Milan would cover their area. The Commissioners asked him if Rescue 69 doesn’t want to cooperate with the EMS and he said he is still holding money for them not turning in their paperwork. They sent Huffman to try and get them to sign the contract. Commissioner Nickell made a motion to sign the contracts which they had made some corrections to after Attorney, Neil Comer had made them up Commissioner Folz seconded the motion. The EMS is going to hire another part-time person. The commissioners commended Huffman on what a great job he is doing so far. The Commissioners asked Huffman what they need to do to replace the batteries in the AED’s he said he would check into this for them. Later in the meeting Huffman came back with Rescue 69’s signed contract.
Gene Bishop, Maintenance updated the commissioners on the Steinhardt’s contract which will be up in May. Bishop informed the commissioners that the gas bill has doubled this month he thought that he could just shut down two of the boilers but was informed that he couldn’t because they are run by the computer. The commissioners advised Bishop to use his discretion when to turn on the fan above the entrance even though it is run by electric. Bishop told the commissioners that he replaced the annex water heater, that Halcomb’s is going to replace the broken window, and they are going to put a new motor and pump in the elevator and it will be shut off for one day to do this. Bishop also told them that the heater in the Vital Records is not working properly when they come in every morning it is blowing out cold air and Steinhardt’s has been here 4 times to look at it. Bishop also showed the commissioners what was in the pipes in the Recorder’s Office.
Tad Brinson, Planning Commission, brought the commissioners revised agendas. The Commissioners asked if they were going to advertise the building inspector position. Kenneth Krieg is acting as the Building Inspector but only wants to do this for a limited time. The commissioners asked Brinson about their appointments to the BZA and Planning Board.
Kelly Vollet, Technology, advised the commissioners that they have not started digging yet for the cable for the 911/Jail. She will have a Technology meeting on January 17, 2005.
Commissioner Folz made a motion to keep Barnes & Thornburg as the county lobbyist and commissioner Nickell seconded. Motion approved unanimously.
The commissioners called Ted Spurlock, commissioner appointee to the Economic Development Board, into the meeting about the Revolving Loan Fund. The commissioners decided that they do want to try and use it and requested that the Auditor send a letter to them so they don’t lose it.
The commissioners received a letter from the Batesville Herald Tribune about being informed about meeting dates per IC Code. Reiners requested that we send them the Commissioner, Council, and planning/Zoning meeting schedules to them.
There were no minutes from the December 19, 2005. They signed payroll and accounts payable vouchers.

They will make their mind up on who they want as their non-legislative appointment to the BZA by the next meeting.

Commissioner Folz made a motion to re-appoint Lawrence Nickell to the Jefferson Proving Ground Board seconded by Commissioner Reiners. Motion approved unanimously.
Commissioner Folz made a motion to re-elect Commissioner Reiners as President of the Board of Commissioners seconded by Commissioner Nickell. Motion approved unanimously.
A man came to the commissioners about a conflict with where to measure from an easement, to be able to build a building. The commissioners called Tad Brinson in. Brinson agreed to meet with the man and the other owner to mark off the lines.
The commissioners opened bids for Bridge Inspection promptly at 10:00a.m. They received bids from Barth & Associates, Rumschlag Technical Services, Aecon, Inc and Farrar, Garvey & Associates, LLC. The commissioners will take these under consideration and will vote at the January 13, 2006 meeting.
The commissioners approved the 2006 bids from the December 19th, 2005 meeting they are as follows.
Stone – Bids were received from New Point Stone Co., Inc, Hanson Aggregates and Hot Mix, Inc. Commissioner Nickell made the motion to accept all bids so they can get it wherever they need to and Commissioner Folz seconded. Motion approved unanimously.
Asphalt (except 16,000 laid) – Bids were received from Paul H. Rohe Co., Inc and Dave O’Mara Contractor, Inc. Commissioner Nickell made a motion to accept both bids and commissioner Folz seconded. Motion approved unanimously.
Asphalt (16,000 laid) – Bids were received from Dave O’Mara Contractor, Inc and Paul H Rohe Co, Inc. Commissioner Nickell made a motion to award bid to Dave O’Mara Contractor, Inc. and Commissioner Folz seconded. Motion approved unanimously.
Concrete – Bids were received from Roman Nobbe Inc and Raver Ready Mix Concrete LLC. Roman Nobbe Inc’s bid was denied. Commissioner Nickell made a motion to award bid to Raver Ready Mix Concrete LLC and commissioner Folz seconded. Motion approved unanimously.
Fuel – Bids were received from John E. Retzner Oil Co, Inc. and Laughery Valley Ag Co-op, Inc. Commissioner Folz made a motion to award the bid to John E. Retzner Oil Co, Inc. and Commissioner Nickell seconded. Motion approved unanimously.
The commissioners had a discussion about a truck for the highway garage.
Jerry Vollmer, Main source Insurance, they got quotes from Hylat & St. Paul. Commissioner Folz made a motion to go with St. Paul but they only want terrorism on the buildings seconded by commissioner Nickell. Motion approved unanimously. Vollmer also asked for names of anyone who had been fired within the last year just in case they would file a complaint.
Commissioner Folz made a motion to adjourn until the next regular meeting on Friday, January 13, 2006 @ 8:00AM at the Ripley County Annex, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
