Unapproved Commissioner's Meeting Minutes for 12/29/2006

December 29, 2006

The Ripley County Commissioners met on Friday, December 29th, 2006 at the Ripley County Annex, Versailles , Indiana .

Commissioner Reiners promptly called the meeting to order at 8:00A.M.  All stood for the opening pledge to the flag.

 Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.

Mary Ann McCoy, Ripley County Auditor took minutes for the commissioners.

Neil Comer, County Attorney was present to advise the commissioners on legal matters.

Johnnie Lohrum, Maintenance advised the commissioners that he going to put a new door at the EMS building and working on the drain pipes at the rental house.

Kelly Vollet, Technology advised the commissioners that she had received an e-mail fom Toni Stinson and we will have a roll over plan for the 2007dental plan. Auditor McCoy signed a letter to Guardian Life Insurance Co as a request to add Maximum Rollover to our dental plan, effective January 1, 2007. The addition to the plan will not increase our rates and will be added to which ever renewal plan we accept from Guardian.

Tom Grills presented his salary contract to the commissioners and the commissioners will have County Attorney Comer look at the resolution presented by Grills.

Bill Davison, Sheriff of Ripley County presented a concern over the county policies and asked if you had to work 1 full year to get a vacation. Commissioners advised that all employees will work 1 full year to receive 1 week of vacation. Sheriff Davison advised the commissioners that he had a goal of returning two million dollars back to the county from the jail. Sheriff reported as of today he had deposited one million seven hundred thousand back into the county.

Commissioner Folz made a motion to appoint Robert Reiners as president for 2007 seconded by commissioner Nickell. Motion approved unanimously.

The Commissioners made the following appointments for the year of 2007.

Commissioner Folz made a motion to appoint Neil Comer as County Attorney for 2007 seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Folz made a motion to appoint all of these and seconded by Commissioner Nickell. Motion approved unanimously.

Ripley County Area Planning Commission

Mike Jeffries – Assistant Building Inspector

Commissioner Folz made a motion to appoint Mike Jeffries as assistant building inspector for 2007 seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Folz made a motion to appoint Kaye Hunger-Planning Commission/Commissioner appointment for 2007 seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Folz made a motion to appoint Maureen Sheets-Commissioner Legislative Appointment to BZA for 2007 seconded by Commissioner Nickell. Motion approved unanimously.

                        David Nurhring-Non Legislative Legislative Appointment BZA 

Commissioner Folz made a motion to appoint David Nurhring as their Non-Legislative appointment to the BZA for 2007 seconded by Commissioner Nickell. Motion approved unanimously.

                        Andy Scholle-BZA Alternate

Commissioner Folz made the motion to appoint Andy Scholle as the BZA Alternate (Commissioner Appointment) for 2007 seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Folz made a motion to appoint John Lohrum-Maintenance, Rebecca Millins-Courthouse Housekeeping and June Branson-Annex Housekeeping seconded by Commissioner Nickell. Motion approved unanimously.

EMS Director

Commissioner Folz made a motion to appoint Scott Huffman-EMS Director for 2007 seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Folz made a motion to re-appoint Lawrence Nickell to the Jefferson Proving Ground Board seconded by Commissioner Reiners. Motion approved unanimously.

Commissioner Folz made a motion to appoint Robert Reiners to the Southeastern Regional Planning Commission Executive Board seconded Commissioner Nickell. Motion approved unanimously.

The Commissioners approved the following bids for 2007 from the December 18^th, 2006 meeting.

Commissioner Nickell made a motion to accept E & H Steel Bridge package bid for 2007 seconded by Commissioner Folz. Motion approved unanimously.

Gasoline/Diesel Fuel

Commissioner Nickell made a motion to accept Premier Ag LLC bid package for Gasoline & Diesel Fuel for 2007 seconded by Commissioner Folz. Motion approved unanimously.

Crushed Stone

Commissioner Nickell made a motion to accept all bids for crushed stone for 2007 seconded by Commissioner Folz. Motion approved unanimously.

Ready Mix Concrete

Commissioner Nickell made a motion to accept Raver Ready Mix Concrete, LLC for 2007 ready mix concrete package seconded by Commissioner Folz. Motion approved unanimously.

Ready Mix Asphalt 10,000 tons or less

Commissioner Nickell made a motion to accept all bids for the 2007 Ready Mix Asphalt (10,000 tons or less) seconded by Commissioner Folz. Motion approved unanimously.

Ready Mix Asphalt 30,000 tons or less

Commissioner Nickell made a motion to accept 2007 Ready Mix Asphalt (30,000 tons or less) Dave O’Mara Contractor, Inc. seconded by Commissioner Folz. Motion approved unanimously.

Liquid Bituminous Asphalt Material RS-2, AE-90, AE-P

Commissioner Nickell made a motion to accept all bids for 2007 Liquid Bituminous Asphalt Material (RS-2, AE-90 & AE-P) seconded by Commissioner Folz. Motion approved unanimously.

Corrugated Culverts Pipe

Commissioner Nickell made a motion to accept bid from St Regis Culvert Inc. for the 2007 corrugated culverts for 2007 seconded by Commissioner Folz. Motion approved unanimously.

Pre-Engineered Bridges

Commissioner Nickell made a motion to the 2007 from E & H Steel Bridge package for the Pre-Engineered Bridges seconded by Commissioner Folz. Motion approved unanimously.

County Attorney Comer advised the commissioners that the bid bonds were not signed and recommended that the commissioners take bids at the time bridges are build. Commissioner Folz made a motion to decline all bids for the steel bridges for 2007 seconded by Commissioner Nickell. Motion approved unanimously.

Richard Hanson presented concerns about a stop sign at 300 W & 200 N. Hanson questioned that maybe it could be moved to the other side of the roads (200N). Hanson also stated a concern about a drainage problem on Tucker Rd in Dabney and advised that a tree is blocking the ditch and needs to be removed. Commissioner Folz will look at these problems.

Kerry Langdon, Engel Maps updated the commissioners on the book maps and was advised by the commissioners that Rising Sun Regional Foundation had deferred making a decision on the grant for the maps this round and  that they will re-submitted the map grant for the next grant session.

Commissioner Nickell made a motion to adopt the Resolution approving 2007 Sheriff’s Salary Contract seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Reiners signed the Anthem Benefits plan for 2007.

Commissioners signed the Commissioners Meeting/ Accounts Payable Schedule, Payroll Schedule and Holiday Schedule for the year of 2007.

Commissioner Nickell made a motion to adjourn until the next regular meeting on Friday, January 12th, 2007 @ 8:00 AM at the Ripley County Annex, Versailles , Indiana seconded by Commissioner Folz. Motion approved unanimously.
