Unapproved Commissioner's Meeting Minutes for 12/20/04
December 20, 2004
The Ripley County Board of Commissioners met on Monday, December 20th, 2004 in the Ripley County Annex, Versailles, Indiana.
John Little, Commissioner President called the meeting to order promptly at 8:00AM with Commissioners Chuck Folz & Robert Reiners in attendance.
Mary Ann McCoy, Auditor of Ripley County acted as secretary for the board of commissioners.
Neil Comer was present to advise the Board on legal matters.
Sam Row, President Planning Commission & Tad Brinson, Area Planning Commission presented the commissioners with purposed ordinances for Ripley County and asked that the commissioners look over the ordinances.
Commissioner Reiners made the motion to approve Chapter’s 80/81/82 & Unsafe Building Law and send back the Dog Ordinance for further review seconded by Commissioners Folz. Motion approved unanimously.
Kelly Vollet, Technology Director presented the commissioners with information on the Learning Network. Commissioner Reiners made the motion to appoint Kelly Vollet to the College Cooperative Southeast Board to represent Ripley County seconded by Commissioner Folz. Motion approved unanimously.
Dana Riddle, SIRPC representing the Hoosier Hills Water for the public hearing & asked that the commissioners support the Johnson Twp-North Project (Johnson Twp/portions next to the State Park). Commissioner Reiners made a motion to support Hoosier Hills for a CCF Grant for the expansion of the Johnson Twp-North Water Project, seconded by Commissioner Little. Motion approved by (2) Commissioners (Little & Reiners). Commissioner Folz abstained.
Neil’s Auto Salvage advised the commissioners that they are not allowed to pick up gas tanks/tires any more for the county. Little advised that the charge for tires will change in 2005 and he brings the tires from old cars to the county for the new charge.

Commissioner Reiners made the motion to take all bids under advisement seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Reiners made a motion to go with Apex Benefits Group Inc./Plan #66 for the Ripley County Health Insurance for 2005 seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Reiners made a motion to go with Main Source Insurance for Ripley County’s Liability Insurance for 2005 seconded by Commissioner Folz. Motion approved unanimously.
Gene Bishop updated the commissioners on maintenance needed in the courthouse.
Bill Davison, Ripley County Sheriff presented the commissioners with an Inmate Healthcare Proposal Revision for the Ripley County Sheriff’s Department. Commissioners advised that the plan needs some correction to the agreement.
Commissioner Reiners made the motion to approve the minutes of December 6th, 2004 seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Reiners made the motion to appoint Ted Spurlock to the Rising Sun Regional Foundation Board for three years ending February 27th, 2008 seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Reiners made the motion to appoint Pat Thomas & Glen Kamman to serve on the Board of Trustees of Friendship Regional Sewer District for (4) Four years from September 1, 2004 to August 31, 2008 seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Folz made the motion to appoint Lawrence Nickell to the Solid Waste Board seconded by Commissioner Reiners. Motion approved unanimously.
Commissioner Folz made the motion to appoint Joe Radvansky to the Solid Waste Board/2 years seconded by Commissioner Reiners. Motion approved unanimously.
Commissioner Reiners made the motion that each employee will be responsible for an additional $60 per month over the current amount being paid by the employee for health insurance for 2005 seconded by commissioner Folz. Motion approved unanimously.
Commissioner Reiners made the motion to accept the bids from Roman Nobbe, Inc (Ready mix concrete), John Retzner Oil Co. Inc (Gasoline & Diesel Fuel) & CPI Supply (Corrugated Metal Culvert Pipe & Other Drainage Products) for 2005 seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Reiners made the motion to accept the all bids for Crushed Stone (New Point Stone Co. Inc & Hanson Aggregates) for 2005 seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Reiners made the motion to accept bids from Paul H. Rohe Co. Inc & Dave O’Mara Contractor Inc. & Hot Mix for 10,000 more or less/Cold Mix seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Reiners made the motion to accept Dave O’Mara Contractor, Inc. bid for 16,000 tons or Less Ready Mix Asphalt- Laid seconded by Commissioner Folz. Motion approved unanimously.
Commissioners signed the Resolution Amending Resolution No. 1991-1 Establishing a Cumulative Capital Development Fund.
Commissioners recessed till the next meeting on Thursday, December 30th, 2004 @ 9:00AM for Executive Session & Regular Session @ 10:00AM at the Ripley County Annex, Versailles, In. made by Commissioner Reiners and seconded by Commissioner Folz. Motion approved unanimously.
Commissioners reconvened the meeting from December 20th, 2004 promptly at 10:00AM on Thursday, December
30th, 2005 with John Little, Robert Reiners & Chuck Folz in attendance.
Attorney Neil Comer was present to advise on legal matters.
Sam Row, Area Planning Board President met with the commissioners and discussed at length the concerns about the Dog Ordinances.
Commissioner Folz made the motion to accept the update on the Cum Cap Resolution seconded by Commissioner Reiners. Motion approved unanimously.
Commissioners discussed the handbooks for Ripley County and decided that some updates need be to done to the handbook.
Commissioners advised that Ripley County is going with CPI for Culverts and that it had raised approx. 25% from 2004.
Commissioner Reiners made the motion to accept the Motor Grader bid from Nortrax for the John Deere Grader seconded by Commissioner Little. Motion approved unanimously.
