Unapproved Commissioner's Meeting Minutes for 12/19/05
December 19, 2005
The Ripley County Board of Commissioners met on Monday, December 19, 2005 at the Ripley County Annex, Versailles, Indiana. Commissioner Reiners promptly called the meeting to order at 8:00 AM and all stood for the opening pledge to flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Mary Ann McCoy, Auditor took minutes for the Board of Commissioners.
Neil Comer, County Attorney was present to advise the Board on legal matters.
Gene Bishop, Maintenance updated the commissioners on the courthouse-heating unit in the Assessor’s Office and reported that it hasn’t worked properly since it was installed. H Three Chemical was present to talk to the commissioners about working on the pipes in the courthouse and will get back with the commissioners on a price.
Commissioner Folz made a motion to approve the minutes of December 5th, 2005 seconded by Commissioner Nickell. Motion approved unanimously.
Andy Clark, Veteran’s Services updated the commissioners on the van use for the veterans.
Kelly Vollet, Technology, advised the commissioners that Blue River Telecommunications was scheduled to run fiber today but found that lines had not yet been traced out. Vollet will check on this matter. Vollet also advised that there will be no technology meeting this month.
Tad Brinson, Area Planning & Jeff French, Surveyor met with the commissioners on the specs for the Ripley County roads. Brinson advised that Franklin County requires a GO Tech firm at the expense of Developer, reports to the highway department and the planning commission when road is completed. Commissioners will work up the spec and give to the planning commission.
Commissioner Reiners signed a letter to Ms. Beth Goeb requesting a change of the expiration date from December 31, 2005 to March 31st, 2006 for the Osgood Carnegie Library Grant Project for Jody Comer, SIRPC Grant Administrator.
Commissioner Reiners signed the Semi-Annual Report/Job Creation and Housing Report & Financial Status Report for the Osgood Library Grant.
Commissioner Folz made a motion to appoint Don Karbowski & Karen Vollmar to the Ripley County Convention, Visitor & Tourism Commission for a two year term seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Folz made a motion to have Katherine Taul, Ripley County Tourism Bureau be the contact person for the Underground Railroad commemoration such as receiving newsletters or information mailing, announcements of events, or research queries seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Folz made a motion to appoint Commissioner Reiners to the Southeastern Indiana Regional Planning Commission until December 31st, 2006 seconded by commissioner Nickell. Motion approved unanimously.
Michael & Jennifer Moeller appeared in front of the commissioners with concerns about the mortgage & homestead deductions that were filed too late to receive credit for 2006. Commissioners advised that they could not do anything about the deductions since that was done in the Auditor’s Office. Auditor McCoy advised that she had talked to her attorney and he had advised that it could not be taken for 2006 due to the IC Code (filed too late) and they would have to wait until 2007 to get their deductions.

Commissioner Folz made a motion to take all bids for the Fuel, Stone, Mix Concrete and Ready Mix Asphalt under advisement until the next meeting on Friday, December 30th, 2005 seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Folz made a motion to appoint Thomas J. Perotti and Harley Robinson, DVM to the County Health Board from January 1st, 2006 to December 31st, 2010 seconded by Commissioner Nickell. Motion approved unanimously.
Bill Davison, Ripley County Sheriff updated the commissioners on the snow emergency for Ripley County. Level I Essential Travel Permitted Transportation or Snow Emergency and Level II Travel Prohibited Transportation or Snow Emergency.
Commissioner Nickell made a motion to change the (Veteran’s) holiday from Friday, November 10th to Monday, November 13th, 2006 seconded by Commissioner Folz. Motion approved unanimously.
Commissioners signed the updated payroll schedule for 2006.
Commissioner Reiners advised that the commissioners and council would be meeting with the mayor of Lawrenceburg about the revenue sharing from Argosy Casino.
Neil Comer advised that he had received a letter from Julie Berry/Jefferson County Commissioner advising that they are hiring Bingham & McHale a firm in Indianapolis concerning the Inter Local Agreement with Belterra. Jefferson County wanted to know if Ripley County would like to join at 25% of the cost.
Commissioner Nickell made a motion to roll the Marathon Petroleum Contract for the purchase of liquid asphalt for a period of one year (ending 12/31/06) seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Folz made a motion to adjourn until the next regular meeting on Friday, December 30th, 2005 @ 8:00AM at the Ripley County Annex, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
