Unapproved Commissioner's Meeting Minutes for 12/18/2006

December 18, 2006

The Ripley County Commissioners met on Monday, December 18th, 2006 at the Ripley County Annex, Versailles , Indiana .

Commissioner Reiners promptly called the meeting to order at 8:00A.M.  All stood for the opening pledge to the flag.

 Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.

Mary Ann McCoy, Ripley County Auditor took minutes for the commissioners.

Neil Comer, County Attorney was present to advise the commissioners on legal matters.

Commissioner Nickell made a motion to appoint Tim Miles of 405 South Mulberry Street , Batesville , Indiana to serve as a member of the ECONOMIC DEVELOPMENT COMMISSION starting January 1^st, 2007 and ending December 31^st, 2008 seconded by Commissioner Folz. Motion approved unanimously.

Andy Clark, Veteran Service Director thanked the commissioners for the retirement party and updated the commissioners on the van service.

Johnnie Lohrum, Maintenance updated the commissioners on the projects that he is working on in the county building.

Tad Brinson, Area Planning Commission and Steve Meyer, Building Inspector presented an Ordinance to Amend the Area Zoning Code of Ripley County, Indiana, 1991. As Amended, By Amending Section 80, Figure 1 as to the Minimum Lot Width And Lot Area Of A Lot In The A-1, A-2 Or Fr District Provided That Common Sewer Is Provided of The Zone Code Of Ripley County, Indiana. Commissioner Folz made a motion to amend the Section 80 Code seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Folz made a motion to rezone Part of the S.W. ¼ of Section 26, Township 10 North, Range 12 East. Adams Twp. 4.83 Acres from the existing A-2 Agricultural District to General Business seconded by Commissioner Nickell. Motion approved unanimously.

Katherine Taul, Ripley County Tourism Director updated the commissioners on a Road Rally that they will do on Saturday, April 28^th, 2007 and ask for permission to block off the square for parking. Commissioners advise Taul that she should see the Town about blocking the square and also contact the Sheriff Department.

Commissioners Reiners signed the Appointment of Public Hearing Officer/Community Focus Fund Grant Program authorizing The Southeastern Indiana Regional Planning Commission as hearing officer for public hearing, and prepare minutes of all such hearings for purposes of submission with applicable grant application documents for the 2006-2007 granting cycles and Citizen Participation Report for the CFF Grant for the New Marion Fire Volunteer Department. Commissioner Reiners also signed a Release of Lien on Ella Asche, 1003 South Main Street , Versailles , Indiana . 47042.

Kelly Vollet, Technology Director advised the commissioners that she had nothing to report. Commissioner Reiners asked that Vollet stay for the presentation of the Health Insurance.

John Gause, Anthem updated the commissioners on the Health Insurance for 2007. Commissioner Reiners signed Premium Summary effective 1/1/2007 for the Health Insurance with Anthem. Gause advised that the rates are the same as 2006.

Brad Samples, St Paul Travelers updated the commissioners’ on the Liability rates for 2007 for Ripley County . Commissioner Nickell made a motion to go with Travelers for the Terrorism for Property Liability (only) seconded by Commissioner Folz. Motion approved unanimously. Commissioner Reiners signed the Terrorism contact. Commissioner Folz made motion to renew the Liability Insurance Policy and add $1,000,000 for the Busching Bridge seconded by Commissioner Nickell. Motion approved unanimously. Commissioner Reiners signed the Employment Practices Liability contract. Dental contract pending.

Commissioner Reiners advised those present that they would open bids promptly at 10:00AM E.S.T.:

Commissioner Reiners thanked all in attendance for the bids and advised that they would take them under consideration and make a decision at the next meeting on December 29^th, 2006.

Scott Huffman, EMS Director presented contracts for Emergency Units in Ripley County .  Commissioner Nickell made a motion to accept the EMS Contracts for 2007 with Rescue 69, Batesville EMS-10, Sunman Rescue 20 and Milan Rescue 30 seconded by Commissioner Folz. Motion approved unanimously.

Doug Skinner, Hoosier Dental Plans presented rates for dental plan for 2007. Commissioners will talk this over and get back to Mr. Skinner.

Commissioners signed a letter to the City of Lawrenceburg in reference to the Lawrenceburg Riverboat Grant Program in support of a grant application submitted by the Town of Osgood , for funds to purchase a 64 acre tract of land on the southwest edge of Osgood for development into an industrial park.

Commissioner Folz made a motion to go stay with Guardian Insurance for the dental plan for 2007 seconded by commissioner Nickell. Motion approved unanimously. Commissioners advised that the county will pick up the raise for dental for 2007.

Commissioner Nickell made a motion to adopt the Resolution approving the plan to relocate St. Nicholas School Road seconded by commissioner Folz. Motion approved unanimously.

Commissioners approve part time employees to take Aflac Insurance at no cost to the county.

Commissioner Folz made a motion to adjourn until the next regular meeting on Friday, December 29th, 2006 @ 8:00 AM at the Ripley County Annex, Versailles , Indiana seconded by Commissioner Nickell. Motion approved unanimously.
