Unapproved Commissioner's Meeting Minutes for December 17, 2007

The Ripley County Commissioners met on Monday, December 17th, 2007 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.
Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Attorney Neil Comer, County Attorney was present to advise the Commissioners on legal matters.
Johnnie Lohrum reported to the Commissioners on work that had been done in the county offices. Also questioned what kind of a plan is in effect if we had bad weather and the courthouse is down for several days. Commissioner Folz advised that a plan is in effect by the Emergency Management and they could use a generator to heat the courthouse. Lohrum will also check heating and cooling on what needs to be done if we have bad weather. Commissioners gave permission to Lohrum to take the old desk chairs to recycling.
Ken Hylton, Veteran Office presented an application to the Commissioners for their signature, a handicap sign for the veteran van. Commissioner Folz made a motion to get a handicap sign for the veteran’s van seconded by Commissioner Nickell. Motion approved unanimously. Commissioners signed the application.
Tad Brinson, Area Planning Commission advised the Commissioners that on June 20th, 2006 they started giving one extension on a building permit. Brinson advised that he had a person asked for another extension and he had already received one extension on the permit. Commissioners agreed to give a 3 months extension on the building permit for Dave Bredemeier.
Kelly Vollet, Technology Director advised the Commissioners that she will be having a Technology meeting on Tuesday, December 18th, 2007.
Ginger Bradford, Clerk, Earline Copeland, Treasurer, Shawna Bushhorn, Assessor and Tammy Borgman, Recorder presented concerns about the 9 days that the county employees will be paid on the first payroll in 2008. Employees were paid a little more on each payroll check for the year of 2007, making one day short at the end of the year. Commissioners advised that the payroll will be based on a daily pay for the year of 2008.
Earline Copeland, Treasurer advised the Commissioners that she will need an Ordinance for the rebate to go the home owners in the county that have a homestead exemption. Commissioners agreed that the refund should first be paid to any delinquent taxes and tax judgments in the Clerk’s Office. Commissioners advised Copeland to leave the Gaming Fund in Friendship State Bank due to the same interest rate.
Shawna Bushhorn, Assessor advised the Commissioners that she is out of room for storage and wondered if she could put the files in the hall of the courthouse. Commissioners advised Bushhorn that she should get quotes from two sources for a new filing system and get back with the Commissioners. Commissioners advised that the county has money in Riverboat or Cum Cap that could be used for that purpose.
Larry Prickel, advised the Commissioners that he has potholes in his road and is in need of gravel. Commissioner Reiners will take a look at this and get back with Mr. Prickel.
Commissioner Nickell made a motion to approve paying for the installing of a 3’ by 10’ chain link fence, for the Ripley County Sheriff Department, out of Cum Cap Fund at a cost of $875 seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Reiners signed a letter to the Indiana Department of Homeland Security Fire and Building Code Enforcement for the Ripley County Department of Parks and Recreation as a 501C3 agency.
Commissioner Reiners signed a letter to City Batesville, Holton, Milan, Napoleon, Osgood, Sunman and Versailles advising the units of the costly fight with Pinnacle Entertainment that was shared by Jefferson County, Crawford County and Ripley County. Auditor McCoy advised these City/Towns of the portion that needs to be refunded to Ripley County for this action.
Brad Buening, Ripley County Economic Development and Dana Riddle, Southeastern Indiana Regional Planning advised the Commissioners that they have a person that is interested in getting a small business loan for a butcher shop in Osgood from the Micro Loan Fund. Commissioner Folz made a motion to approve a $20,000 loan from the Micro Loan Fund for 5 years to the Brown’s contingent on sufficient collateral seconded by Commissioner Nickell. Motion approved unanimously.
Attorney Ertel will work up the contract for the Commissioners and Brown’s to sign for the Micro Loan.
Bid opening promptly at 10:00AM.
Commissioner Reiners advised that the bids contracts will announce at the December 31st Commissioner meeting for 2008.

John Graf presented Indiana Department of Transportation change order #3 on Bridge #8 and the Commissioners didn’t sign the order.
Commissioner Nickell made a motion to appoint Robert Reiners to the Wage & Construction hearing board for the dredging of the Mollenkamper Reservoir seconded by Commissioner Folz. Motion approved unanimously.
Commissioner recessed for lunch at 11:30 and reconvened at approximately 1:00 PM.
Ted Spurlock read his resignation from the Ripley County Economic Development Board and advised the Commissioners that he would like to stay on the Rising Sun Regional Foundation.
Commissioner Nickell made a motion to accept Ted Spurlock’s resignation from the Ripley County Economic Development Board seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Nickell made a motion to recess until 7:30PM tonight (Tuesday) December 17, 2007.
Commissioner Folz made a motion to appoint Elsie Luke to the Health Board for 2008 seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Folz made a motion to donate $60,000 to the Humane Society seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Folz made a motion to accept the contract for the Ripley County Sheriff’s Salary for 2008 seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Folz advised the Council Members that the Vernon Forks Water District has been approved and board members need to be appointed (1 Member from Council, 1 Member from Commissioners and 1 Member Council & Commissioners). Folz suggested Jeff Volz from the Osgood area and Mike Vonderheide from Batesville area.
Commissioner Nickell made a motion to appoint Chuck Folz as Commissioner’s appointment to the Vernon Fork Water Board for 2008 seconded by Commissioner Reiners. Motion approved unanimously.
Commissioner Folz made a motion to appoint Jeff Volz to the Vernon Forks Water District Board for 2008 seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, December 31st, 2007 @ 8:00A.M. at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
