Commissioner's Meeting Minutes for December 15, 2008

December 15, 2008
The Ripley County Commissioners opened their meeting promptly at 7:00AM on Monday, December 15th, 2008 at the Ripley County Highway Department, Osgood, Indiana.
Meeting called to order promptly at 7:00AM with Robert Reiners, Chuck Folz and Lawrence Nickell in attendance. Auditor McCoy was not in attendance.
Commissioners discussed applying for a grant to get a new piece of equipment to clean out the plugged culvert pipes and also discussed the roads at the new Versailles Industrial Park.
Commissioners recessed to the Ripley County Annex, Versailles, IN. for the rest of the Commissioners meeting.
Commissioners opened the recessed meeting from the Ripley County Highway Department promptly at 8:00AM, Monday, December 15th, 2008 at the Ripley County Annex, Versailles, In. with the pledge of allegiance.
Commissioner Reiners, Chuck Folz and Lawrence Nickell were all in attendance.
Commissioners and Auditor were all present for the meeting at the Ripley County Annex.
John Lohrum advised the Commissioners that the clock tower at the courthouse is leaking.
Gary Norman, Ripley County Economic Development Director updated the Commissioners on the possible new business in Milan and thanked the Commissioners for their support. Norman also advised the Commissioners that they are doing a shovel ready site in Osgood, In. and requested the Commissioners sign a support letter.
Commissioner Nickell made a motion to purchase a new safe for the Treasurers Office at a cost of $799.00 seconded by Commissioner Folz. Motion approved unanimously.
Earline Copeland, Ripley County Treasurer advised the Commissioners that she would like to close the office from December 26th to 31st to move offices with the Assessor. Commissioner Nickell made a motion approve the Treasurer and Assessor offices be closed from the 26th thru 31st of December (due to the moving of the offices) seconded by Commissioner Folz. Motion approved unanimously. Commissioners advised that the stamp machine will stay in the office that it is in presently.
Kelly Vollet, Technology advised that they will be having a technology meeting tomorrow at 8:30AM.
Commissioner Folz made a motion to sign the Contract For Emergency Ambulance Service with Sunman Area Life Squad, Milan Rescue 30, Batesville EMS 10 and Southern Ripley County Emergency Life Squad for the period of January 1, 2009 through December 31, 2009 seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Folz made a motion to support the 67.7 acre Osgood Industrial Site as a shovel ready site seconded by Commissioner Nickell. Motion approved unanimously. Commissioner President Reiners signed the letter in support of the 67.7 acre Osgood Industrial Site being submitted as a Shovel-Ready to the attention of Brad Moore at the Indiana Economic Development Corporation seconded by Commissioner Nickell. Motion approved unanimously.
Tad Brinson, Area Planning Commission had nothing to report to the Commissioners.
Brad Samples, Mainsource Insurance presented the Commissioners the new Liability package for Ripley County from Downey Insurance. Commissioners signed the Agent/Broker of Record Change from Travelers Insurance to Downey Insurance, EMC Insurance Companies Application for Umbrella Liability, Application For Employee Benefits Liability Coverage, Law Enforcement Liability Application and Application for the Linebacker Public Official and Employment Practices Liability Coverage for Downey Insurance.
Commissioner Nickell made a motion to re-appoint Patricia A. Thomas, Glen Kamman and Mark Jeffries to serve on the Board of Trustees of Friendship Regional Sewer District effective January 1st, 2009 seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Folz made a motion to open the hearing for the Ripley County Health Department fee schedule seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Folz made a motion to adopt the fee schedule for the Ripley County Health Department seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Folz made a motion to close the hearing for the fee schedule for the Ripley County Health Department seconded by Commissioner Nickell. Motion approved unanimously.
Commissioners opened the Drainage Board Hearing promptly at 9:00AM. Jeff French, Ripley County Surveyor advised that the water level of the Bowling pond be lowered from the top of the existing overflow pipe by a total of 3.5 feet and replace pipe of at least 12 inches in diameter. Bowling agreed to the lowering of the pond 1 ½ ft the first time (next two weeks) and be completed drop of water level by February 1st. Hearing will be set for the 9th of February at 10:00AM to report to the Commissioners on the project.
Commissioner Nickell made a motion to approve the Resolution of the Ripley County Board of Commissioners Regarding the Establishment of the Versailles Industrial Park Economic Development Area for the 96.7828 Acres as the Versailles Economic Development Area seconded by Commissioner Folz. Motion approved unanimously.
Commissioners did bid opening promptly at 10:00AM.

Commissioner Folz made a motion to accept the resignation of Elsie Luke from the Ripley County Health Board effective at the end of 2008 seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Nickell made a motion to sign the Amendment #1/ To Extension Contractual Services Agreement Between Purdue University and Government of Ripley County , Indiana in accordance with IC 20-12-42.1 seconded by Commissioner Folz. Motion approved unanimously. Commissioners signed the Amendment #1.
Commissioner Nickell made a motion to re-appointment of Autumn Hurm to the Batesville Memorial Library Board as trustee of the library, with term ending December 31, 2012 seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Nickell made a motion to accept the renewal of Anthem as the Health Insurance for Ripley County for 2009 seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Reiners signed the Grant Agreement and Receipt between The City of Rising Sun and Ripley County.
James B. Morris, Judge, Ripley Superior Court presented an Order to Pay from Pauper Counsel Funds to Jones & Dorenbusch and Attorney John Watson for the 15 additional defendants at a cost of $242.31 X 15 or $3,634.65.
Commissioner Nickell made a motion to adjourn until the next Commissioners meeting on December 29th, 2008 @ 7:00 AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Folz. Motion approved unanimously.
