Commissioners meeting opened promptly at 7:00AM on Monday, December 14th, 2009 at the Ripley County Highway Department, Osgood, Indiana.

Commissioner Robert Reiners, Gary Stutler and Mark Busching were all in attendance for the Commissioners meeting.

Commissioner Reiners updated the Auditor Elect, William Wagner on the operations of the Highway Garage and how the department keeps the trucks in good running condition.

Commissioner Stutler made a motion to purchase the transformer float for the Brine tank system at a cost of $790 seconded by Commissioner Busching. Motion approved unanimously.

Commissioner Reiners advised that the crack filler would cost approximately $1,200 to $1,300.

Commissioner Busching made a motion to recess to the Ripley County Annex seconded by Commissioner Stutler. Motion approved unanimously.

Commissioner Stutler made a motion to reconvene the Commissioner meeting at the Ripley County Annex seconded by Commissioner Busching. Motion approved unanimously.

Commissioners opened the recessed meeting from the Ripley County Highway Garage promptly at 8:00AM, Monday, December 14th, 2009 at the Ripley County Annex, Versailles, Indiana.

Commissioner Robert Reiners, Mark Busching and Gary Stutler were all in attendance.

Auditor McCoy was present for the meeting at the Ripley County Annex and Neil Comer was present to answer legal questions. Auditor Elect William Wagner was present for the meeting.

John Lohrum, Maintenance updated the Commissioners on the windows and advised that they are fixed. Lohrum advised that clock is not fixed and is rotted out around it and needs to be repaired at an approximate cost of $100,000.

Commissioner Busching made a motion to approve the Commissioners minutes as corrected seconded by Commissioner Stutler. Motion approved unanimously.

Commissioner Busching made a motion to approve the Holiday schedule seconded by Commissioner Stutler. Motion approved unanimously.

Kelly Vollet, Technology advised that the CSI Company has started their training. Vollet advised that she had gotten approval of the grant for $35,000 from Rising Sun Regional Foundation and that the Commissioners will need to come up with the matching dollars. Phase 2 testing has been contracted with GnA, Ginny Whipple.

Ron May, AECON Engineering advised the Commissioners that the cost for doing the Scour Critical Bridges is $8,600 and that it is funded by Federal Highway at 80% and Ripley County at 20% with the County’s part being $1,720.

John Gause updated the Commissioners on the Health Insurance. Commissioners will get a committee together and explore the plans or keep the same plan. Commissioner Stutler made a motion to stay with the same health plan on a monthly basis until they have a committee to look at the plans seconded by Commissioner Busching. Motion approved unanimously.

Commissioner Busching made a motion to approve the Credit Card contract for the Treasurer’s Office with Power Pay presented by Treasurer Copeland seconded by Commissioner Stutler. Motion approve unanimously.

Marilyn Hunt presented information on paid vacations from years 1999, 2003 and 2006 and asked if the Commissioners had made a decision on whether they (Hunt & Franklin) would get their 3 weeks paid vacations in 2010 due to retirement. Commissioner took this under advisement until the next meeting.

Commissioner Busching made a motion to approve the Contract Amended Number One (bridge inspection) with AECON seconded by Commissioner Stutler. Motion approve unanimously.

Bid opening were at 10:00AM for the Gasoline, Diesel Fuel, Crushed Stone, Ready Mix Concrete, Ready Mix Asphalt, Ready Mixed Asphalt Material (Laid), Liquid Bituminous Asphalt Material, Corrugated Culvert Pipe and Pre-Engineered Bridges. Laughery Valley Co-op presented bids for the Gasoline and Diesel Fuel, New Point Stone, Napoleon Quarry, Hanson presented bids for Crushed Stone, Roman Nobbe Inc., Raver Ready Mix Concrete presented bids for the Ready Mix Concrete, Hot Mix, Inc., Paul H. Rohe Co., Inc. presented bids for Ready Mixed Asphalt, Dave O’Mara, Koor Contracting, Paul H. Rohe Co. presented bids for Ready Mixed Asphalt Material (Laid),Terry Asphalt Materials Inc., Marathon Petroleum Company presented bids for Liquid Bituminous Asphalt Material, CPI Supply presented bids for Corrugated Culvert Pipe and E&H Bridge & Grating, CPI Supply presented bids for Pre-Engineered Bridges. Commissioner Stutler made a motion to accept & sign today the bid of Fixed Price for Entire Year from Laughery Valley Co-op for the Gasoline and Diesel Fuel (Don’t have to purchase up to 34,000 gal) seconded by Commissioner Busching. Motion approved unanimously. All other bids were taken under advisement and Commissioners will be made a decision at the next Commissioners meeting.

Jeff French, Ripley County Surveyor advised the Commissioners that the GIS System is completed and all parcels are on the system.

Commissioner Busching made a motion to approve the contract with GnA/ Virginia R. Whipple with the Commissioners on behalf of the Assessor, Auditor and Treasurer seconded by Commissioner Stutler. Motion approved unanimously. Commissioners signed the Contract for Technical Services with GnA (Assessment Professionals).

Commissioner Busching made a motion to approve the Court Record Internet Publishing Agreement between Doxpop, CSI and Ripley County seconded by Commissioner Stutler. Motion approved unanimously. Commissioners signed the Court Record Internet Publishing Agreement between Doxpop, CSI and Ripley County.
