Unapproved Commissioner's Meeting Minutes for 12/08/03

December 8, 2003

The Ripley County Board of Commissioners met on Monday, December 8th, 2003 in the Ripley County Annex, Versailles , Indiana .

John Little, Commissioner President called the meeting to order promptly at 8:00AM with Commissioners Chuck Folz & Robert Reiners in attendance.

Mary Ann McCoy, Auditor of Ripley County acted as secretary for the board of commissioners.

Neil Comer was present to advise the Board on legal matters.

The board read the minutes from the meeting of November 24th, 2003 .  A motion to approve the minutes as corrected was made by Commissioner Folz seconded by Commissioner Reiners.  Motion approved unanimously.

The Board signed the payroll check register and claim register for December 8, 2003 .

Commissioner Folz made the motion to appoint Alvin Busching to the ABC Board seconded by Commissioner Reiners. Motion approved unanimously.

Gene Bishop, Maintenance advised the commissioners that the Elevator workers would not be coming in till the first of the year to update the Courthouse Elevator.

Kelly Vollet, Technology Director, advised that several of the offices have purchased new flat computer screens.  Commissioners approved for Vollet to sell the old computers for  $150 each. Vollet advised the commissioners that she had ordered 2 new computers for the EMS .

Tab Brinson, Area Planning Commission, updated the commissioners on rezoning at Negangard’s Corner (7940 N St. Rd. 101, Milan , In.). Commissioner Reiners made the motion to approve the rezoning of 7940 N St. Rd 101, Milan , In. seconded by Commissioner Folz.  Motion approved unanimously.

Mary McCarty, Regional Planning  & Gene Pitts, Osgood Library appeared in front of the commissioners to ask for approval to re-submit to the Indiana Department of Commerce for Community Focus Grant for the Osgood Library. Commissioner Reiners made the motion to give their approval for the Osgood Library to reapply for the Community Focus Grant seconded by Commissioner Little. Motion approved by two commissioners (Reiners/Little). Commissioner Folz abstained.

Commissioners signed the Subordination Agreement for Daniel D Bowman & Melissa M Dixon.

Robert Bryant, WTH Mapping appeared in front of the commissioners on his mapping program.

Commissioner Folz made a motion to sign change order #1/ bridge#180  (CSX Railroad/Co. Rd. 25 E.) presented by Bill Reed, Beam, Longest & Neff, LLC. Seconded by Commissioner Reiners. Motion approved unanimously.

Commissioner's obtained a temporary right of way  (Covered Bridge project) from the Browns at a cost of  $150.

Commissioner Reiners made the motion to move ahead with the Tax bill and pay Llow Associates $8,000 for the tax update (due to no rates for Adams & Sunman) and seconded by Commissioner Folz. Motion approved unanimously.

Sam Wallace, DDTI updated the commissioners on their Mapping system. No decision was made at this time.

Commissioners received bids on Liability Insurance:

Jerry Vollmer/ Main Source Insurance annual bid $218,651

George Ammerman/ St Paul Insurance Renewal   $178,516

Mike McCormick will present a recommendation for the Liability Insurance at the next meeting on the 22^nd @ 9:30AM .

Commissioner Reiners made the motion to appoint Karen Vollmer of Newman-Vollmer (B&B in Osgood) and the reappointment of Don Karbowski (Batesville) to the Ripley County Convention, Visitor & Tourism Commission Board for 2004 and seconded by Commission Folz. Motion approved unanimously.

Commissioners signed the membership certification appointing Dephane Smith & Robert Reiners to serve as a voting member to the Southeastern Indiana Regional Planning Commission for 2004.

Commissioner Reiners made the motion to extend the 2003 Liquid Asphalt Contract through December 31, 2004 and seconded by Commissioner Little. Motion approved unanimously.

Scott Melling, EMS Director updated the commissioners on the interview and background investigation process for the new full time paramedic positions. Melling made recommendations to the commissioners for the paramedic position.

Commissioner President, John Little signed the appointment of Thomas J Perotti to serve as a member of the Ripley County Board of Health beginning October 27^th, 2003 and ending December 31, 2005 .

The Ripley County Commissioners reviewed the annual appointment for 2004. Commissioner Folz made the motion to approve the appointments listed below and seconded by Commissioner Reiners. Motion approved unanimously.

Commissioner Reiners made the motion to appoint John Little Commissioner President for 2004 seconded by commissioner Folz.

Motion approved unanimously.

Commissioners signed the Ordinance to Amend the Unified Zoning Ordinance of Ripley County for 5.798 Acres in Franklin Township ( 7940 N State Rd. 101, Milan , Indiana ).

Commissioner Reiners made a motion to sign the Ordinance Establishing the Ripley County Department Of Redevelopment and The Ripley County Redevelopment Commission seconded by Commissioner Folz. Motion approved unanimously.

County Attorney , Neil Comer advised the commissioners that appointments need to be made for the board and that the appointment will be a 1-year appointment.

Motion to adjourn till the next meeting on Monday, December 22nd @ 8:00AM at the Ripley County Annex, Versailles , In. made by Commissioner Reiners and seconded by Commissioner Folz. Motion approved unanimously.
