Unapproved Commissioner's Meeting Minutes for December 3, 2007

December 3, 2007

 

The Ripley County Commissioners met on Monday, December 3rd, 2007 at the Ripley County Annex, Versailles, Indiana.

Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.

Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.

Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.

Attorney Neil Comer, County Attorney was present to advise the Commissioners on legal matters.

Johnnie Lohrum reported to the Commissioners that the new trees will be planted on Tuesday. (3in. Oaks)

Shawna Bushhorn, Ripley County Assessor informed the commissioners that she is out of room in her office and wants to place cabinets in the hall of the courthouse.

Tad Brinson, Area Planning Commission had nothing to report.

Commissioner Nickell made a motion to approve the minutes of the commissioners meeting on November 19th, 2007 seconded by Commissioner Folz. Motion approved unanimously.

Kelly Vollet, Technology Director advised the Commissioners that the Surveyor is in need of a new copier. The Office Shop has brought one for the surveyor to use to see if it will work for the office work that they have got to do.

Commissioners expressed concern about the medical expenses at the jail. Sheriff Grills updated the commissioners on the Jail medical expense. Sheriff Grills advised the commissioners that the county policy needs to be changed to make the jail exempt from the 40 hour work week and he is in need of a private policy for employees. Commissioners will take a look at this for the Sheriff. Sheriff Grills also advised that they may go to a 12 hour day and that the shower needs to be fixed by G & B Carpet.

Commissioner Folz made a motion to sign the 2006 Emergency Management Performance Grant Sub-Grant Agreement/CFD #97.042 for $11,792.68 seconded by Commissioner  Nickell. Motion approved unanimously.

Commissioner Nickell made a motion to reappoint Barry Lauber, Jeff Volz, Ted Spurlock, Denessa Benkie, Sue Meisberger and Neil Comer to the Redevelopment Commission for 2008 seconded by Commissioner Folz. Motion approved unanimously. Spurlock advised the commissioners that they have a deal put together on the Hanson Farm/ Osgood for $600,000 and he could use it rent free, keep ditches clean for the next 7 years unless it becomes sold.

Commissioner Nickell made a motion to appoint Don Karbowski and Karen Vollmer to the Ripley County Tourism Bureau for a two-year term from January 1st, 2008/ December 31st, 2010 seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Reiners signed the Grant Agreement and Receipt between The City of Rising Sun and Ripley County for the sum of $30,736.41.

John Gause, Apex Benefits Group presented the Insurance Group Package for 2008. Commissioner Nickell made a motion to go with Anthem Benefits/ Option 23 W/RXL for 2008 as the Group Insurance seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Reiners signed the Anthem Benefits/ Blue Access (PPO) Option 23 with RX Option L Summary of Benefits, effective January 1st, 2008.

Commissioner Nickell made a motion to go with Fort Dearborn Group Life for 2008 seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Folz made a motion to go with Fort Dearborn Dental Benefits W/Ortho for 2008 seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Folz made a motion to go with HCC Insurance Co for the Liability Insurance for the 2008 Ripley County seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Folz made a motion to approve paying $94,000 to Anthem for the balance of 2007/ Health Insurance seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Nickell made a motion to adopt the Sheriff’s Ordinance for the Ripley County Inmate Medical Fund seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Nickell made a motion to adopt the Ripley County Sheriff‘s Home Incarnation and Work Release Program seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Nickell made a motion to adjourn until the next regular meeting on Monday, December 17th, 2007 @ 8:00A.M. at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Folz. Motion approved unanimously.
