Commissioners meeting opened promptly at 7:00AM on Monday, November 30, 2009 at the Ripley County Highway Department, Osgood, Indiana.

Commissioner Robert Reiners, Gary Stutler and Mark Busching were all in attendance for the Commissioners meeting.

Junior Heaton, Ripley County Highway Superintendent advised the Commissioners that they are getting ready for bad weather and that 2 loads of salts have been ordered.

Commissioner Busching advised that the base of the bridge has been poured on the bridge.

Mick Johnston, Ripley County Highway Foreman advised that they would be meeting with Ron May to work on the Scour Bridge List for Ripley County.

Commissioner Busching made a motion to recess to the Ripley County Annex seconded by Commissioner Stutler. Motion approved unanimously.

Commissioner Busching made a motion to reconvene the Commissioner meeting at the Ripley County Annex seconded by Commissioner Stutler. Motion approved unanimously.

Commissioners opened the recessed meeting from the Ripley County Highway Garage promptly at 8:00AM, Monday, November 30, 2009 at the Ripley County Annex, Versailles, Indiana.

Commissioner Robert Reiners, Mark Busching and Gary Stutler were all in attendance.

Auditor McCoy was present for the meeting at the Ripley County Annex and Neil Comer was present to answer legal questions.

John Lohrum, Maintenance advised the Commissioners that the tree has been planted.

Commissioner Busching made a motion to approve the Commissioner minutes per the corrections seconded by Commissioner Stutler. Motion approved unanimously.

Kelly Vollet, Technology presented the CSI contract for the new computer system (software & hardware) & (Court system) for the courts, probation and clerk. Commissioner Busching made a motion to approve the CSI Agreement seconded by Commissioner Stutler. Motion approved unanimously. Vollet advised the cost of the system will come from her maintenance fund and jury fees from the Courts.

Shannon Schmaltz, Judge Taul and Judge Morris presented concerns to the Commissioners about the working conditions at the Ripley County Annex and requested for Office Relocation. Schmaltz advised the Commissioners that the commercial building at 101 First North Street, Versailles, Indiana is for sale for $195,000. Commissioners advised that they know that there is a problem and that it needs to be addressed. Schmaltz presented documents with improvements to the new building at 101 First North St, Versailles, Indiana making the total cost approximately $226,350-$246,350 after updates. Commissioners will take this under advisement.

Kevin Kreckeler, Maverick Insurance requested permission to quote insurance for Ripley County.

Ruth Riehle presented concern to the Commissioners that they are in need of white and yellow lines on Eastern Ave, Sunman, In. Riehle advised that their agricultural spill is on record at the Ripley County Health Department.

Fred Anderson, QPH appeared in front of the Commissioners to discuss some of the claims that had been presented.

Mary McCarty, SEI Regional Planning discussed the Disaster Fund for 2010. McCarty also advised the Commissioners that they would be having open house on December 10^th.

Bill McDonald requested to have prayer on the square on January 18, 2010 at 11:00AM. Commissioner Busching made a motion grant McDonald permission to have the prayer on the square on January 18, 2010 seconded by Commissioner Stutler. Motion approved unanimously.

Julie Brancamp, Warren Burns, Phil Mohr and Ed Hunter, Ripley County Park and Recreation advised the Commissioners that they had some projects that are needed to be done at the Ripley County Park and had some concerns of the funds left in the EDIT Fund. Commissioners advised that the funds left from 2009 will need to be appropriated in 2010.

Commissioner Busching made a motion to give Junior Heaton, Ripley County Highway Department the authority to sign the change order on Bridge# 72 in amount of $9,086 (for cement & labor) for work that was not reasonably foreseen seconded by Commissioner Stutler. Motion approved unanimously.
