Commissioner's Meeting Minutes for 11/24/03
November 24, 2003
The Ripley County Board of Commissioners met on
Monday, November 24th, 2003
in the Ripley County Annex,
Versailles
,
Indiana
.
John Little, Commissioner President called the meeting to
order promptly at 8:00AM with Commissioners Chuck Folz & Robert Reiners in
attendance.
Mary Ann McCoy, Auditor of Ripley County acted as secretary
for the board of commissioners.
John Ertel, was present to advise the Board on legal
matters due to Neil Comer, County
Attorney, being out of town.
The board read the minutes from the meeting of
November 10th, 2003
. A motion to approve the minutes as
corrected was made by Commissioner Folz seconded by Commissioner Reiners.
Motion approved unanimously.
The Board signed the payroll check register and claim
register for
November 24th, 2003
.
Gene Bishop, Maintenance updated the commissioners on work
being done in the Judge Morris Office, Door moved and Hall Painted.
Bishop also advised the commissioners that the Elevator
workers would be coming in today.
Jerry Fry, Ripley County EMA Director, presented the
Commissioners with a grant application from States Homeland Security Grant
Program/2003. Fry advised that the grant request for $25,000 is to upgrade the
Radio Systems at no cost to Ripley
County. John Little, Commissioner President signed the grant application.
Tab Brinson, Area Planning Commission, updated the
commissioners on the building of a garage in front of the new
EMS
building and advised that it would be OK.
Kelly Vollet, Technology Director, advised that at the
November 18th Technology meeting two GIS Systems were presented and
that Scott Melling,
EMS
Director presented a request for 2 new cell phones. Vollet also advised that
Tammy Borgman, Ripley County Recorder advised the committee that she is going
with a new Scanner System (IRA) at half the price of ACS system.
Judy Schebler, 911 Coordinator, advised
the commissioners that WTH Engineering guarantees that any pinpoint
addressing performed by WTH Engineering will include the driving of every road
in the county, placement of the pinpoint on the actual location of the addressed
structure and guarantee of accuracy of the pinpoint addressing a rate of 98.5%
or better.
Von McGuire, appeared in front of the commissioners with
concerns about a part of
Hopewell Road
that is east of State Road 421. McGuire advised that, the road had not been
closed and is still a county road. Commissioner
Folz made the motion to open and bring the part of
Hopewell Road east
of State Road 421 to county standards and seconded by Commissioner Reiners.
Motion approved unanimously.
Commissioner Folz made a motion to have John Ertel,
Attorney, work up a refinancing program for the Micro Loans and seconded by
Commissioner Reiners. Motion approved unanimously.
Andy Bryant, Health Dept. Environmental Division advised
the commissioners that they could not build (EMS Garage) any closer than 150ft
from the house.
Soil & Water Directors appeared in front of the
commissioners about a complaint the commissioners had received about an employee
working policy.
Kerry Langdon, Engels Maps, Inc. appeared in front of the
commissioners with the updated county maps. Commissioners agreed to the map
changes and OK'd the go ahead on the printing of the maps.
Auditor is to receive 10 Boxes and the County Highway
would also get 10 boxes.
Katherine Taul, Tourism Director, advised the commissioners
that the History Tree would be in place in the courthouse the middle of
December.
Pat Thomas, Health Department of Environmental Division,
advised the commissioners that they would be receiving a new grant and discussed
that the commissioners do an adoption of no smoking in any of the county
government buildings.
David Adams, Versailles Town Marshal, asked the commissioners
if Kelly Vollet, Technology, could work on their computers and bill the town.
County
Attorney
will check on this.
Commissioner Little agreed to the purchase of chairs for
the Courthouse.
Commissioners agreed that the county would be working on
the 26th of December.
Motion to adjourn to the next meeting on Monday, December
1st @
