Commissioner's Meeting Minutes for 11/22/04
November 22, 2004
The Ripley County Board of
Commissioners met on Monday, November 22nd, 2004 in the Ripley County Annex,
Versailles
,
Indiana
.
John Little, Commissioner President called the meeting to order promptly at
8:00AM with Commissioners Chuck Folz & Robert Reiners in attendance.
Mary Ann McCoy, Auditor of Ripley County acted as secretary for the Board of
Commissioners.
John Ertel, Attorney was present to advise the Board on legal matters due to
County Attorney Neil Comer being absent.
The Board signed the payroll check
and claim register for November 22nd, 2004.
Commissioner Folz made the motion
to approve the minutes of November 8th, 2004 seconded by Commissioner Reiners.
Motion approved unanimously.
Andy Clark, Veterans Service
Officer presented the commissioners with a letter from the Governor in regards
to the status of the County Veterans Office and information for the New Year.
Tad Brinson, Area Planning
Commission had nothing to report.
Charlene Keck, Vital Records
Division of Health Department presented the commissioners with a quote from
Steinhardt & Hanson for heating/cooling.
Kelly Vollet, Technology reported
on the Health Insurance packet she had received from the State of
Indiana
.
Julie Siebert, 1st
Deputy & Virginia Whipple, Appraisal Research Corp. updated the
commissioners on the new leasing software for electronic management of Sales
Disclosure data. Tabled to the next meeting.
Allen Franklin, Holton Water
Company presented a request that the commissioners give permission to extend the
present water line on the County
right of way and bore under the county road to Pete Jachimiak’s for son Daniel
Jachimiak. Commissioner Folz made the motion to run the water line down the
county right of way to Pete Jachimiak’s residents seconded by Commissioner
Reiners. Motion approved unanimously.
John Gause/Apex
& Mike Kramer/Med Ben/ Pinnacle Advisory Group presented the
commissioners with additional information on the Health Insurance packages.
Commissioners advised that a decision would be made at the next meeting.
Commissioner Reiners made a motion
to send the Health Insurance packages to a consultant Tim McCormick seconded by Commissioner Folz. Motion
approved unanimously.
Bill Davison, Sheriff updated the
commissioners about the accident of one of the sheriff’s cars.
Shawna Bushhorn, Ripley County
Assessor presented the commissioners with the electronic management program of
the Sales Disclosure Data. Commissioner Folz made the motion to approve the
leasing software from Appraisal Research Program for management of the Sales
Disclosure Data seconded by Commissioner Little. Motion approved by Little/Folz.
Shawna Bushhorn, Ripley County
Assessor updated the commissioners on the Trending process for the county and
asked that the commissioners support the use of Appraisal Research’s program.
Auditor McCoy updated the
commissioners on the payroll problem and the commissioners suggested that the
county go with holding back one day of pay until the process is caught up with
effective date of March 1st, 2005.
Commissioner Reiners made the
motion to close Ripley County Offices, Friday, December 31st, 2004 /
substituted for the New Years/Holiday seconded by Commissioner Folz. Motion
approved unanimously.
Commissioners agreed to no fee
increase for Environmental Permits and Services.
Commissioner Reiners made a motion
to pay claim in January instead of waiting until February seconded by
Commissioner Folz. Motion approved unanimously.
Scott Melling, EMS Director
updated the commissioners on the billing process for the
EMS
and presented approximately 1600 hours of comp time to the commissioners.
Commissioner Folz stated that he didn’t approve comp time. Attorney Ertel
present in the place of County Attorney Neil Comer stated from the Ripley
County/Employee Policy Handbook that comp time must be approved prior to working
by your supervisor. Commissioners made no decision on this matter.
Commissioner Reiners made a motion
to approve $300 for Christmas Decorations for the Courthouse seconded by
Commissioner Folz. Motion approved unanimously.
Commissioner Reiners made the motion to adjourn until the next regular
commissioner meeting on Monday, December 6th,
2004 at the Ripley County Annex;
