Unapproved Commissioner's Meeting Minutes for 11/20/06
November 20, 2006
The Ripley County Commissioners met on Monday, November 20th, 2006 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.
Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the commissioners.
Neil Comer, County Attorney was present to advise the commissioners on legal matters.
Andy Clark, Veteran Service Director updated the commissioners on the veteran services and had concerns about who would take his job after his retirement at the end of the year. Clark asked the commissioners to appoint someone that would work closely with the veterans.
Commissioner Folz made a motion to approve the minutes from the November 6th, 2006 meeting seconded by Commissioner Nickell. Motion approved unanimously.
Johnnie Lohrum, Maintenance was on vacation this week.
Tad Brinson, Area Planning Commission and Steve Meyer, Building Inspector updated the commissioners on problems with building/trailers in the county.
Amy Copeland, 1st Deputy Treasurer updated the commissioners on investments for Rainy Day Fund, Co. Cum Cap Development, Riverboat Wagering, Riverboat Beltarra, and Riverboat gaming for the county. Commissioners advised Copeland that they can go ahead and invest the funds for 3 months.
Kelly Vollet, Technology Director advised the commissioners that there will not be a tech meeting in November and that she will have a meeting on December 12th, 2006. Vollet advised the commissioners that the Sheriff’s office has purchased eight new computers due to the new software that wouldn’t work on the old computers. Auditor McCoy will check with the State Board of Accounts about the selling of the sheriff’s older computers and if the money received can go back in the sheriff’s account.
Dean Cutter, Friendship Road asked the commissioners if he could get his deposit back on a permit that he has purchased and an extension was given on. Commissioners advised Cutter that due to commissioners giving an extension that he had lost his deposit.
Commissioner Reiners signed a transfer of fund for $4,000 from Mental Health to Printing/County General.
Commissioner Reiners signed the Grant Agreement and Receipt between Ohio County and Ripley County.
Commissioner Reiners signed the Community Work Experience Program Agreement between the Ripley County Office of Family and Children and Ripley County.
Commissioner Nickell made a motion to appoint Ms. Lynn Norton of Oldenburg, Indiana to the Batesville Library Board due to the resignation of Mari Tekulve seconded by Commissioner Folz. Motion approved unanimously. This is a joint appointment with the Franklin County Board of Commissioners and Ripley County Commissioners.
Pat Thomas, Health Department appeared in front of the commissioners and asked if they could move some of the offices around. Commissioner will take this under consideration.
Dave Batta, St. Nicholas Church appeared in front of the commissioners for the hearing at 10:00AM on the Petition to Relocate Road filed by The Roman Catholic Archdiocese of Indianapolis Properties, Inc. through the St. Nicholas Catholic Church. The petition seeks approval to relocate St. Nicholas Drive to the south of the church property and to abandon and vacate the old roadway which currently splits the property. Commissioner Nickell made a motion to accept the plat and relocate St. Nicholas Road seconded by Commissioner Folz. Motion approved unanimously. Attorney Comer advised that they need to retype the easement due to the legal not matching and than the ordinates can be signed at the next meeting in December.
Doug Skinner, Hoosier Dental Plan presented dental insurance rates for comparison to the current dental plan with Guardian. Commissioners made no decision on this matter.
Commissioner Nickell made a motion to go with Lafayette Life for 2007 with no change in rates seconded by Commissioner Reiners. Motion approved unanimously.
Rick Hertel, Prosecutor had questions on claims (for food at conference) that had been presented for payment without receipts. Commissioners advised Hertel that they would let the claims be paid this time only and if receipts are lost in the future they will not be paid.
Wayne Peace, Emergency Management updated the commissioners on grants for the Emergency Management Mobil Unit.
Ken Cash appeared in front of the commissioners about the Veteran’s position and advised the commissioners that he is interest in the job. Commissioners have not appointed any one to this position as of this meeting.
Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, December 4th, 2006 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
