Unapproved Commissioner's Meeting Minutes for November 19, 2007

November 19, 2007

The Ripley County Commissioners met on Monday, November 19th, 2007 at the Ripley County Annex, Versailles, Indiana.

Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.

Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.

Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.

Attorney Neil Comer, County Attorney was present to advise the Commissioners on legal matters.

Johnnie Lohrum reported to the Commissioners that he had done some work at the rental house and updated the Commissioners on other work at the Courthouse and Annex.

Commissioner Folz made a motion to pay the balance of the bill for the Probation Departments out of Cum Cap Development for $137.15 seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Nickell made a motion to approve the minutes from the November 5^th, 2007 minutes seconded by Commissioner Folz. Motion approved unanimously.

Tad Brinson, Area Planning Commission presented a rezone and amendments to the Commissioners for their consideration.

Commissioner Folz made a motion to approve the rezone for Jim & Cindy Bischoff, 13296 N. Coonhunters Rd., Batesville, Indiana/ Part of the S.W. ¼ of Section 33, Township 10 North, range 12 East, Adams Twp. Three (3) acres from A-2 to Roadside Business seconded by Commissioner Nickell. Motion approved unanimously. Commissioner Nickell made a motion to Amend the Area Zoning Code of Ripley County, Indiana 2004, as Amended, By Amending Section 81.03 )28)(d) “Agricultural District Subdivision Definition” of the Area Subdivision control code of Ripley County seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Nickell made a motion to send back the Ordinance to Amend Section 80.33 of the Area Zoning Code of Ripley County, Indiana 2004, as Amended, By Adding Language to Section 80.33 (A) (5) (Shall not be permitted prior to the erection and operation 9of the principal use, unless a temporary Improvement Location Permit is obtained in accordance with Sec. 80.34, except on lots that are at least 10 acres in size larger in the A-1, A-2 or FR districts. No portion of any such structure shall be used as a permanent or temporary residence without obtaining a special exception for such use) to the Area Planning Commission seconded by Commissioner Folz. Motion approved unanimously.

Ginger Bradford, Clerk, Ripley Circuit Court advised the Commissioners that the Courthouse Christmas Party will be on the 20^th of December. Commissioner Nickell made a motion to approve paying the Poll workers & Traveling Board before the advertising of the claims seconded by Commissioner Folz. Motion approved unanimously.

Kelly Vollet, Technology Director advised the Commissioners that Julie Bradcamp, Ripley County Park & Recreation is in need of a new computer. Commissioner Folz made a motion to approve the purchase of a new computer for the Park & Recreation at an approx. cost $1,000 from Cum Cap Development Fund(Equipment) seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Folz and Wayne Peace expressed concerns about abandon horses in the county. Commissioner Folz & Peace advised if they are on the state property than it is the states problem and if the horses are on the county property it becomes the county problem. Commissioner Folz stated that they could house them at the Ripley County Park (Fairgrounds) and that he would set up a donation box for funding the feeding of the horses and would look for a place of disposal.

Brad Buening, Ripley County Economic Development Director and Ted Spurlock, Ripley County Economic Development Board Member updated the Commissioners on the Economic Development Park (Versailles, In) and advised that they are in the process of purchasing the Hanson property (66 acres)  in Osgood, In. for a Economic Development Park. Buening & Spurlock advised that they are short $150,000 to finish the purchase of the Hanson ground and asked that the Commissioner donate $150,000 from the Economic Development Project Fund (EDIT Fund) to help purchase the ground for the Development Park in Osgood. Commissioners will take this under consideration.

Commissioners agreed that June Branson (had surgery) needs to get a release from her Doctor to come back to work in the Annex.

Commissioners signed a letter to Indiana Department of Homeland Security/Fire & Building Code Enforcement to change the Ripley County Building Inspectors name to Mike Jeffries.

Commissioner Folz made a motion to appoint Warren Bruns to the Board of the Ripley County Department of Parks and Recreation seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Nickell made a motion to give $100,000 from the Economic Development Project Fund (EDIT) for the purchase of the Hanson Property in Osgood, Indiana seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Nickell made a motion to adjourn until the next regular meeting on Monday, December 3rd, 2007 @ 8:00A.M. at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Folz. Motion approved unanimously.
