Commissioner's Meeting Minutes for November 17, 2008

The Ripley County Commissioners opened their meeting promptly at 7:00AM on Monday, November 17th, 2008 at the Ripley County Highway Department, Osgood, Indiana.
Meeting called to order promptly at 7:00AM with Chuck Folz and Lawrence Nickell in attendance. Commissioner Reiners was unable to attend due to surgery. Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Highway Department advised that a letter was sent to Indiana Testing, Inc giving written notice of its intention to cancel their contract for testing with the company.
Bridge # 89 has been completed advised the highway department.
Commissioner Nickell made a motion to recess to the Ripley County Annex, Versailles, In. for the rest of the Commissioners meeting, seconded by Commissioner Folz. Motion approved unanimously.
Commissioners opened the recessed meeting from the Ripley County Highway Department promptly at 8:00AM, Monday, November 17th, 2008 at the Ripley County Annex, Versailles, In. with the pledge of allegiance.
Commissioner Reiners, Chuck Folz and Lawrence Nickell were all in attendance.
Commissioners and Auditor were all present for the meeting at the Ripley County Annex.
John Lohrum reported that the doors on the courthouse will need to be repaired in the spring.
Commissioner Folz made a motion to approve the corrected minutes from the November 3rd, 2008 Commissioners meeting seconded by Commissioner Nickell. Motion approved unanimously.
Wayne Peace, Emergency Management updated the Commissioner on the Security Plan Book and advised that it had not been signed yet. Peace also advised that the ELI Lilly Grant had been approved and Ripley County would be receiving $40,000 phone system, $8,000 water rescue equipment, $10,000 Administration, $39,190 Ripley County Highway Department, $1,075 Ripley County Food Bank and $1,735 Emergency Management.
Kelly Vollet, Technology advised that there would be a technology meeting November 18th, 2008 and Matrix Phone systems would be doing a demo for the county.
Tad Brinson, Area Planning had nothing to report on at this meeting.
Commissioner Folz made a motion to pay Jeff Meinders/CH & M $105,368 for Bridge # 89 seconded by Commissioner Nickell. Motion approved unanimously.
Ted Cooley, updated the Commissioners on the Batesville Youth Baseball Complex and advised that they are moving forward on the project and that the property would be annexed to the City of Batesville soon. Commissioner had no problem with this project.
Barry Lauber, Ripley County Redevelopment Commission updated the Commissioners on the Versailles Business Park and advised the estimated cost of improvements, Earthwork $123,875, Pavement $133,000, Sanitary Sewer $54,990, Storm Sewer $31,500, Electric/Gas /Phone/Cable $5,000 and Misc. (Entrance Monument and Landscaping) $10,000 at an Estimated Subtotal of $353,365. Commissioners will ask the County Attorney if they have the authority to talk to O’Mara about the project and if they can get an estimate from O’Mara. Lauber advised that the next step was to file for and TIF Area. Commissioner Folz made a motion to approve the Resolution to the Ripley County Commissioners Board/ Approving A Declaratory Resolution and Economic Development Plan of the Ripley County Redevelopment Commission and Approving the Order of the Ripley County Plan Commission (for the Versailles Industrial Park Economic Development Area in the County and adopted to Economic Development activities pursuant to IC.36-7-14 and IC. 36-7-25 and further identified a 12.7 acre parcel as a tax allocation are for the purpose of Tax Increment Financing (TIF) seconded by Commissioner Nickell. Motion approved unanimously.
Drainage Board Hearing opened at 10:00AM with John Ertel, Jeff French, Ripley County Surveyor, Norman Hillman, Phillip Bowling and Arnold Bischoff. French advised that his recommendation would be that the water level of the Bowling pond be lowered from top of the existing overflow pipe by a total of 3.5 feet. The dam overflow areas should be lowered 2.5 feet eliminating any potential for flooding onto the Bischoff property. The Ripley County SWCD/DNR office recommends that any pond should have an overflow pipe of at least 12 inches in diameter. The size of said pipe should be evaluated and possibly resized to allow better water flow and to alleviate flooding onto the Bischoff property. Replacement and lowering of said pipe would also stop the unnecessary soil erosion caused by the use of emergency spillway onto the Hillman Property. After a long discussion it was decided to take it under advisement and come back to the December 15th, 2008 meeting at 10:00AM.
Brad Samples and Jerry Vollmer, Mainsouce Insurance updated the Commissioners on the Liability Insurance for Ripley County. Samples advised that the renewal package for Ripley County was $132,000 for 2008 plus $20,000 Inland Marine and for 2009 $89,000 plus $20,000 Inland Marine. Commissioners advised that they would like to take it under advisement and ask that they come back to the December 1st, 2008 meeting.
Drew Barth, Barth & Associates presented a letter to the Commissioners for their signatures to David Hamilton, INDOT in reference to Contract B-26847 Bridge #8. Commissioners signed the letter to David Hamilton recommending acceptance of the chip and seal item on project B-26847, Ripley County Bridge #8, in connection with the agreement reached between the Ripley County Highway Department, the Contractor Erber & Milligan, and the INDOT Area Engineer Jason Bunselmeier on August 15, 2007.
Commissioners signed the Application for New And /Or Transferred Municipal and Law Enforcement License Plates for the County owned Paramedic Chase Service VIN of Vehicle 1FMPU16L94LA42631.
Commissioners will open the bids for the Highway Department on December 15th, 2008 at 10:00A.M.
Commissioner Nickell made a motion to adjourn until the next Commissioners meeting on December 1st, 2008 @ 7:00 AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Folz. Motion approved unanimously.
