Commissioner's Meeting Minutes for November 16, 2009

November 16, 2009
Commissioners meeting opened promptly at 7:00AM on Monday, November 16, 2009 at the Ripley County Highway Department, Osgood, Indiana.
Commissioner Robert Reiners, Gary Stutler and Mark Busching were all in attendance for the Commissioners meeting.
Auditor McCoy was present for the meeting at the Ripley County Highway Garage.
Commissioner Stutler advised that the culvert cleaner is working well.
Commissioner Reiners advised that when they replaced the doors at the Jail they found that the floor joist needed to be replaced. Reiners presented concerns about the tile at the Jail that was put on by Gary Byard. Commissioners agreed to have Attorney Comer send a letter to Byard concerning this problem.
Commissioner Busching made a motion to recess to the Ripley County Annex seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Busching made a motion to reconvene the Commissioner meeting at the Ripley County Annex seconded by Commissioner Stutler. Motion approved unanimously.
Commissioners opened the recessed meeting from the Ripley County Highway Garage promptly at 8:00AM, Monday, November 16, 2009 at the Ripley County Annex, Versailles, Indiana.
Commissioner Robert Reiners, Mark Busching and Gary Stutler were all in attendance.
Auditor McCoy was present for the meeting at the Ripley County Annex and Neil Comer was present to answer legal questions.
John Lohrum, Maintenance advised the Commissioners that a new tree will be planted at the Courthouse on Wednesday. Lohrum presented quotes to the Commissioners on the flooring at the rental house from Lowe’s $1,772.68 and Halcomb’s $1,675.83. Commissioner discussed the clock repair at the courthouse and the decision was to not pay for the repair of the clock due to the clock belongs to the Town of Versailles.
Bill Warren advised the Commissioners that they are trying to get the Food Bank @ the Fairgrounds as a 401 C Certification and need a lease agreement with Ripley County and Trustees. Warren also advised that they need proof of Insurance preferred that todays date be used for the agreement.
Tad Brinson, Area Planning Commission presented the Commissioners Ordinances for the Commissioners consideration. Commissioner Stutler made a motion to approve the Ordinance for Flood Hazard Areas for Ripley County, Indiana seconded by Commissioner Busching. Motion approved unanimously.
Commissioner Stutler made a motion to approve the Ordinance regulating the construction, alteration, equipment, use, occupancy, and location of buildings and structures in Ripley County, Indiana; incorporating by reference building rules, codes and standards required to be enforced under IC 36-7-8-3 and IC 36-7-2-9; providing for the issuance of permits: inspections, and penalties for violations seconded by Commissioner Busching. Motion approved unanimously.
Commissioner Busching made a motion to refund $100 to Tom Wetzler for a rezone fee due to a county error seconded by Commissioner Stutler. Motion approved unanimously.
Kelly Vollet, Technology advised the Commissioners that she has all the network IT addresses changed and have a few more things that is needed to be worked on. Carl Taul, Circuit Court Judge is getting the OK from the State today to use the CSI system for the courts, clerk and probation. Vollet also advised that the County Handbook needs to be updated and work on the Weather emergency levels.
Ron May advised the Commissioners that he had done a plan of action for the thirty two bridges and that it was submitted to the state. May advised that Bridge # 133 is closed and the county will need to monitor the rest of the bridges. The project is to be completed by 2010 and suggested that a bridge inspection leader be appointed.
Commissioner Busching made a motion to approve the corrected Commissioner minutes seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Busching made a motion to approve the agreement between the Town Of Osgood, Ripley County and Ripley County Park Board for the calendar years 2009 and 2010 to improve storm water drainage on North Maple Street and West Fairgrounds Road seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Busching made a motion to approve the Storm Water Easement from Ripley County to Civil Town of Osgood seconded by Commissioner Stutler. Motion approved unanimously.
Commissioners were advised that Ripley County Park Board Member Melvin Meisberger will be retiring at the end of the year. Park Board is a five (5) member board, Council appoint one (1) each political party and the Judge one (1) each political party.
Jeff French, Ripley County Surveyor advised the Commissioners that per the Drainage Complaint filed by Donna & Margaret Land, he had visited the site. French advised that it could be a Highway Department issue due to a plugged up road ditch.
Commissioner Reiners signed Amendment #2 To Extension Contractual Service Agreement between Purdue University and Government of Ripley County, Indiana in accordance with IC 20-12-42.1.
Marilyn Hunt advised the Commissioners that she is retiring at the end of 2009 and requested her three (3) week vacation for 2010 earned in 2009, due to the Ripley County Policy book. Commissioner will take this under advisement.
Commissioners will receive sealed bids for the 2010 Gasoline, Diesel Fuel, Crushed Stone, Ready Mix Concrete, Ready Mix Asphalt, Ready Mixed Asphalt Material (Laid), Liquid Bituminous Asphalt Material, Corrugated Culvert Pipe and Pre-Engineered Bridges until the hour of 10:00a.m. E.S.T. on Monday, December 14, 2009 at the office of the Ripley County Auditor, Ripley County Annex, 115 North Main Street, P.O. Box 235, Room 102, Versailles, Indiana 47042.
Commissioner Stutler made a motion to adjourn the Commissioners meeting until the next meeting on Monday, November 30, 2009 @ 7:00AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Busching. Motion approved unanimously.
