Commissioner's Meeting Minutes for 11/10/03
November 10, 2003
The Ripley County Board of Commissioners met on
Monday, November 10th, 2003
in the Ripley County Annex,
Versailles
,
Indiana
.
John Little, Commissioner President called the meeting to
order promptly at 8:00AM with Commissioners Chuck Folz & Robert Reiners in
attendance.
Mary Ann McCoy, Auditor of Ripley County acted as secretary
for the board of commissioners.
Neil Comer, Ripley County Attorney was present to advise
the Board on legal matters.
The board read the minutes from the meeting of
October 27th, 2003
. A motion to approve the minutes as
corrected was made by Commissioner Folz seconded by Commissioner Reiners.
Motion approved unanimously.
The Board signed the payroll check register and claim
register for
November 10th, 2003
.
Commissioner Reiners made the motion to leave the Cum
Bridge tax rate as it is and seconded by Commissioner Folz. Motion approved
unanimously.
Kelly Vollet, Technology updated the commissioners on the
Long Distance Carrier Service and advised that INDICOM has agreed to match fees
as proposed by Primus and recommended that the county stay with INDICOM as their
Long Distance Carrier. Vollet also advised that if the county changed, money
received from the Affinity Program and paid to Chamber of Commerce would be
lost. Commissioners Folz and Reiners felt that they should go with Primus, since
the motion had been made and seconded in Oct minutes. Commissioner Little felt
that we should stay with Indicom, after short discussion commissioners decided
to ask the county attorney to advise.
Tab Brinson, Area Planning Commission updated the
commissioners on Steve Eisert’s application for re-zoning of 1.46 acres in Adams
township from residential to Local Business. Commissioner Reiners made the
motion to approve the re-zoning application of Steve Eisert seconded by
Commissioner Folz. Motion approved unanimously. An Ordinance To Amend The
Unified Zoning Ordinance Of Ripley County, Indiana #
was signed by the commissioners.
Brinson updated the commissioners on the status of Ripley
County Comprehensive Plan and Development Ordinances (New Zoning Ordinances) and
advised that we have an invoice for expenses & labor for $11,077.50 from
HNTB. Commissioner Reiners made the motion to pay the invoice of $11,077.50 to
HNTB Architects Engineers Planners so the county could receive the finished
product and seconded by commissioner Folz. Motion approved unanimously.
Gene Bishop, Maintenance updated the commissioners on
projects he is working on in the courthouse. Bishop advised the company will be
working on updating the Elevator starting around the 24th of November and that
the elevator would shut down for 5/7 days. Approx. cost of the updating is
$29,000.
Mike Kramer, Pinnacle Advisory Group Inc. of
Indiana
updated the commissioners on the health insurance plan for 2004 and that
renewal is effective
January 1st, 2004
.
John Schuerman appeared in front of the commissioners with
some concerns over the Bridge #8 (
Cave Hill Road
). Schuerman’s first concern was the privacy that he would be losing. Commissioners
tabled this issue and will contact Mr. Schuerman at a later date.
Sheriff Davison advised that they would be starting on the
Old Jail on Thursday. Davison reported that 103 people were in the jail over the
weekend and that he had billed approx. $25,000 out of the county for Oct. and
saved the county approx. $33,075 in the month of Oct.
Bill Reed, Beam, Longest & Neff, LLC presented change
orders on bridge #
180 Co Rd
25E over CSX Railroad. Reed & Commissioner Folz will look at the project.
Commissioners will make a decision on this project at a later date.
Patty Jackson, Southeastern Indiana Regional Planning
updated the commissioners on the Southeastern Indiana Homeownership
Counseling/Down payment Assistance grant and asked for the commissioners support.
Jackson
advised that the grant would assist low-to-moderate income families in
Ripley
County
to purchase their first home by providing homeownership education, credit
counseling, post-purchase counseling and down payment assistant. Commissioner
Folz made the motion to support the Southeastern Indiana Homeownership
Counseling /Down payment Assistant Grant and seconded by commissioner Reiners.
Motion approved unanimously.
Herbert Grubbs,
225 North Delaware Campground Rd
advised that the building inspector recommended a 12in pipe for the ditch and
now there is standing water. Commissioners Folz asked Mr. Grubbs if they looked at
the problem and it is not done properly can the county correct the problem.
Grubbs advised the commissioners that would be OK.
Kerry Langdon presented the commissioners with the updated
map of
Ripley
County
for the commissioner’s approval. Two towns were missing (
Delaware
, Morris & Sunman) and commissioners suggested that roads be darker. Langdon
will bring the map back for signatures at the next meeting.
Jerrie Driggers appeared in front of the commissioners with
concerns over a piece of property (2484 South Co Rd, 675 E. Elrod) in
Ripley
County
not being taxed. Comer advised that is the responsibility of the assessor.
Jeff Meinders, C&H/M Excavating Inc. appeared in front
of the commissioners over additional cost incurred because the deterioration was
more severe at the locations that were not visible until wood structure was
disassembled. Commissioner Folz will check figures and give the go ahead on
Bridge #180 (
Co Rd
25E over CSX Railroad).
Brittany Martin, AECON is checking on the estimated amounts
for bridge #8 (
Cave Hill Road
).
Scott Melling, EMS Director presented three appraisals
($90,000/$96,000/$88,450) on the property at (3231 CR 500 N,
Osgood
,
Indiana
) for EMS Headquarters. Commissioner
Reiners made the motion to transfer $50,000 from Group Insurance to EMS
Equipment and seconded by Commissioner Folz. Motion approved unanimously.
Steve Barth, Barth & Associates, Inc. presented the
commissioners with the Agreement that Howard J. Barth & Associates, Inc.
will provide the professional services required for construction administration
and supervision for the construction of the project of (Replacement of Bridge#8
on
Cave Hill Road
across Branch of Laughery Creek In Ripley County, Indiana). Commissioners
signed the agreement.
Commissioner Reiners made the motion to resend a motion
made in the minutes of Oct. 27th and to go with Technology’s
recommendation of staying with the present Long Distant Service (INDICOM) and
seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Reiners made the motion to authorize Auditor
McCoy to sign the Master Equipment Lease-Purchase Agreement/Ford Motor Credit
Company for (2) 2004 Ford Expeditions for EMS and seconded by Commissioner Folz.
Motion approved unanimously.
