Unapproved Commissioner's Meeting Minutes for 11/06/06

November 6, 2006

The Ripley County Commissioners met on Monday, November 6th, 2006 at the Ripley County Annex, Versailles, Indiana.

Commissioner Reiners promptly called the meeting to order at 8:00A.M.  All stood for the opening pledge to the flag.

 Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.

Mary Ann McCoy, Ripley County Auditor took minutes for the commissioners.

Neil Comer, County Attorney was present to advise the commissioners on legal matters.

Commissioner Folz made a motion to approve the minutes from the October 23rd, 2006 meeting seconded by Commissioner Nickell. Motion approved unanimously.

Johnnie Lohrum, Maintenance advised the commissioners that he had gotten a quote for the trees at the courthouse from Paul Hughes / $300 to remove dead and clean up or $600 to remove dead, trim & clean up the trees. Commissioners agreed to have Hughes remove the dead from the trees and clean up for $300. Lohrum is getting prices on additional electric plugs for the courthouse and will get back with the commissioners.

Andy Clark, Veteran Service presented the commissioners a letter of resignation for his self effective January 1st, 2007. Commissioners advised Clark that we have a few bricks around the Veteran’s memorial that are in need of being fixed. Clark will take care of this matter.

Commissioner Nickell made a motion to present a recommendation to the Planning Commission that they amend the Area Subdivisions Control Code seconded by Commissioner Folz. Motion approved unanimously.

Kelley Vollet, Technology Director advised the commissioners that the Assessors office is now on the county’s network. Vollet also advised the commissioners that the Clerk and herself had ordered some new flat monitors for the courthouse hall, to be used for the election but had been informed that they are on backorder and that also she had installed the new software for the Ripley County Jail.

William Davison, Ripley County Sheriff presented a check to the commissioners from the insurance company for a deputy’s car that had been wrecked due to hitting a deer.

Ted Spurlock, Economic Development Board & Economic Development Director updated the commissioners on the new Economic Development Park and advised that they have a signed option  with  Halcomb’s to purchase an additional piece of property for the economic park, making a total of 94.33acres. Spurlock advised that they are looking at the following properties Curry/24.33 acres $9,000 per acre, Wade/50 acres $10,000 per acre, Wade/10 acres @ $10,000 along with Halcomb/10 acres for $10,000 a acre. He advised the commissioners that they would like to reactivate the Redevelopment Board and have the county appoint the five (5) members board. The following have been appointed by the Towns: Napoleon/ Denessa Benkie, Osgood/Jeff Volz, Versailles/Sue Meisberger & Holton/ Barry Lauber & Ripley County/ Ted Spurlock for the Redevelopment Commission.  Spurlock asked if Ripley County could give a possible $100,000 to help with the purchase of the ground along with the money from Lawrenceburg. Commissioners suggested that they come to the next Council meeting and make a presentation to them.

John Gause, APEX Health Insurance updated the commissioners on the health insurance package for 2007. Gause advised that there should not be an increase in the premium and same benefits for 2007. Attorney Comer advised the commissioners that the county needs to watch the health insurance projection for 2006 and next year have it presented with self funded and funded. Commissioner Folz made a motion to go with APEX for the health insurance and life for 2007 (except the Dental Insurance) seconded by Commissioner Nickell.  Motion approved unanimously.

Rob Melson, St. Regis Culvert Company updated the commissioners on their products.

Attorney Comer advised the commissioners that he is working on getting the two appraisals for the property adjourning to the Ripley County Park that the county is wanting to purchase.

Commissioner Reiners signed the Grant Agreement Receipt with The City of Rising Sun and Ripley County.

Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, November 20th, 2006 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Nickell.
