Unapproved Commissioner's Meeting Minutes for November 3, 2008

The Ripley County Commissioners opened their meeting promptly at 7:00AM on Monday, November 3rd, 2008 at the Ripley County Highway Department, Osgood, Indiana.
Commissioner Reiners promptly called the meeting to order with Robert Reiners, Chuck Folz and Lawrence Nickell was in attendance. Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners. Donald Dunbar was present for the meeting.
Commissioners approved the Ripley County Clerk getting fuel from the Highway Garage for the delivery of the ballots to the polls on Election Day.
Commissioner Reiners advised that they had gotten some salt and that O’Mara can’t get any salt at this time.
Pat Kissell advised the Commissioners that he is working on getting ready for the snow and bad weather, salt boxes on the trucks and got the Vocational School to fix a radio.
Bob Deburger advised that the deck is laid on the new Bridge # 89.
Commissioner Reiners advised that the County Highway may change companies for the drug testing at the garage due to the email that they had received concerning social security numbers.
Commissioner Reiners advised that Friday, October 31st, 2008 Mike Hilton will be retiring due to health reasons and that the County wishes him well.
Highway department will be having new hours 7:00AM to 4:00PM for the winter months.
Commissioner Nickell made a motion to recess to the Ripley County Annex, Versailles, In. for the rest of the Commissioners meeting, seconded by Commissioner Folz. Motion approved unanimously.
Commissioners opened the recessed meeting from the Ripley County Highway Department promptly at 8:00AM, Monday, November 3rd, 2008 at the Ripley County Annex, Versailles, In. with the pledge to allegiance.
Commissioners and Auditor were all present for the meeting at the Ripley County Annex.
John Lohrum reported that the men’s bathroom had 3 ins. of water in it and that a pipe had busted.
Commissioner Folz made a motion to approve the corrected minutes from the Oct. 20th Commissioners meeting seconded by Commissioner Nickell. Motion approved unanimously.
Kelly Vollet, Technology reported that they are setting up for the Election.
Tad Brinson, Area Planning had nothing to report on at this meeting.
Commissioners signed letters to Ohio County Commissioners, City of Rising Sun and Ohio County Council thanking them for their support of funds that has been received by Ripley County.
Commissioner Reiners signed the Grant Agreement and Receipt between Ohio County and Ripley County.

Barry Lauber, Ripley County Redevelopment Commission thanked county for their support in getting in the new factory of Belletech and requested the county appropriate $50,000 for 5 years to the Versailles Business Park to help with the expenses of putting in roads and to help secure the loan. Commissioners will take this under consideration. Commissioners signed the Interlocal Agreement between the City of Lawrenceburg and Ripley County. Commissioner Folz made a motion to adopt the Resolution #2 (Accepting the Interlocal Agreement with Lawrenceburg, In. for an action grant for Belletech) seconded by Commissioner Nickell. Motion approved unanimously.
Mike Williams, Indiana Testing, Inc. updated the Commissioners on the on site drug and alcohol testing program for counties. Commissioners advised that they had a problem with the employees (County Highway Garage) having to give Social Security numbers over the internet. Williams advised that they have a contract with the County until September 15th, 2009. Commissioners will take this under advisement.
Wayne Peace, Emergency Management advised that IDEM had been in the County this morning and everything is OK. County had cleaned up the shingles that were in the creek.
Bridgett Blessing, Pitney Bowes advised that they are building a partnership with the county. Blessing presented a new plan to the Commissioners for saving with the certified mail. Commissioner Nickell made a motion to go with additional service for the postage machine seconded by Commissioner Folz. Motion approved unanimously. Commissioners signed the 5 year contract with Pitney Bowes.
Pat Thomas, Health Department presented the updated 2009 fee schedule for Ripley County and Ordinance establishing a fee schedule for services and records. Commissioner Folz made a motion to adopt the Ordinance Establishing a Fee Schedule for Services and Records provided by the Ripley County Health Department and Repealing All Prior Fee Schedules Inconsistent Therewith seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Nickell made a motion to recess to the County Highway Garage seconded by Commissioner Reiners. Motion approved unanimously. Commissioner reconvened at the Ripley County Highway Garage and met with FEMA concerning the wind damage on September 14th, 2008.Commissioner Folz made a motion to adjourn until the next Commissioners meeting on November 17th, 2008 @ 7:00 AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Nickell. Motion approved unanimously.
