Commissioner's Meeting Minutes for November 2, 2009

November 2, 2009

Commissioners meeting opened promptly at 7:00AM on Monday, November 2, 2009 at the Ripley County Highway Department, Osgood, Indiana.

Commissioner Robert Reiners, Gary Stutler and Mark Busching were all in attendance for the Commissioners meeting.

Auditor McCoy was present for the meeting at the Ripley County Highway Garage.

Pat Kissell, Highway Department updated the Commissioners on the new truck, ditchers and will check on snow plows.

Commissioner Busching made a motion to recess to the Ripley County Annex seconded by Commissioner Stutler. Motion approved unanimously.

Commissioner Stutler made a motion to reconvene the Commissioner meeting at the Ripley County Annex seconded by Commissioner Busching. Motion approved unanimously.

Commissioners opened the recessed meeting from the Ripley County Highway Garage promptly at 8:00AM, Monday, November 2nd, 2009 at the Ripley County Annex, Versailles, Indiana.

Commissioner Robert Reiners, Mark Busching and Gary Stutler were all in attendance.

Auditor McCoy was present for the meeting at the Ripley County Annex and Neil Comer was present to answer legal questions.

John Lohrum, Maintenance updated the Commissioners on the Courthouse Tower Clock and advised that Smith Bell & Clock Company has worked on the Clock. Lohrum presented a quote of $13,248.35 from Top Quality Building Products, Inc. for the doors on the courthouse.

Kelly Vollet, Technology advised the Commissioners that the Courts, Clerk and Probation are looking at new software costing approximately $78,000 at no cost to the tax payer. Jury fees and 4D monies will be used for the software update.

Ruth Riehle, Donna McCool and Paul Anderson presented concerns to the Commissioners concerning the Sunman Regional Sewer District and requested that the Commissioners send a letter to IDEM appealing Ed Gindling, Adams Township Trustee and Advisory Board Members petition for the Sunman Regional Sewer District. Commissioners will take this under advisement.

Ruth Riehle advised the Commissioners that they had reported a fertilizer spill to IDEM/DNR. Riehle was concerned that they had not received any response from Ripley County about the spill. Wayne Peace, Emergency Management advised that he was not aware of the spill till a later date and  that she needed to call the dispatch, tell them what is going on and then the Fire Departments are in charge of this type of situation.

Donna & Margaret Land presented concerns to the Commissioners and Tad Brinson, Area Planning Commission concerning Mike & Cheryl Richmond grading up to the property line, creek rock in entrance of road. Brinson will call Richmond concerning this problem and the County Highway need to open up the road ditch and put in a new culver. Commissioners advise Land that they need to file a Drainage Petition with the Auditor of Ripley County.

John Gause, Anthem/Apex advised the Commissioners that he is still looking for insurance package for Ripley County. Apex Benefits Group, Inc. renewal rate is up 19.6%. Commissioners were advised if we stay on the current plan it would cost each employee $55.50 a month.

Katherine Taul, Ripley County Tourism presented a list of seven (7) historical bridges in Ripley County and requested that Commissioners put them on the select list. Commissioner Stutler made a motion to put seven (7) bridges (Friendship Stone Arch, Cavehill Road Concrete Arch, Friendship-Metal Thru Truss, Stone Arch/North Fork Big Graham on Co. Rd. 100 S, Finks Road Stone Arch, Stone Arch over Little Otter Creek and Four Stone Arch (on National Register) on Co. Rd. 500N on the Select list for the State seconded by Commissioner Busching. Motion approved unanimously. Commissioners signed a letter to Mary Kennedy, Cultural Resources Section, Office of Environmental Services, Indiana Department of Transportation requesting that the Non-select bridges on the Mead and Hunt list for Ripley County be changed to a Select List.

Pat Thomas, Ripley County Health Department & Wayne Peace, Emergency Management Director requested permission to put a hot line in EMA Office for H1N1 calls to be routed into the EMA office. Commissioners agreed to have the call routed to EMA Office. Thomas requested that the Commissioners wave the portion of the sick days (three day) in the county policy due to H1N1 and someone sick in the family with H1N1. Commissioners advised that the County Policy (sick leave) will stay the same as written in the County Policy.

Roy Holman, Holman Excavating signed the Notice to Proceed for the Bridge #72 construction project and the Contract for Installation of Bridge #72 project in Ripley County.

Commissioner Busching made a motion to approve the minutes from the October 19th, 2009 Commissioner meeting seconded by Commissioner Stutler. Motion approved unanimously.

Tad Brinson, Area Planning Commission reported back to the Commissioners that he had talked to Mike Richmond and he will either put in a culver or clean the ditch out.

Commissioner Busching made a motion to accept the bid of $30,930.49 from E&H for the new bridge#210 on 1000N off 101 contingents on approval of additional appropriation from the Council seconded by Commissioner Stutler. Motion approved unanimously.

President Reiners signed the Grant Agreement and Receipt between Ohio County and Ripley County.

Commissioner Stutler made a motion to adjourn the Commissioners meeting until the next meeting on Monday, November 16th, 2009 @ 7:00AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Busching. Motion approved unanimously.
