Unapproved Commissioner's Meeting Minutes for 10/24/05

October 24, 2005

    The Ripley County Board of Commissioners met on Monday, October 24th, 2005 at the Ripley County Annex, Versailles, Indiana.

            Commissioner Reiners promptly called the meeting to order at 8:00 AM and all stood for

         the opening pledge to flag. Commissioner Reiners, Chuck Folz and Lawrence

          Nickell were in attendance.

 

  Mary Ann McCoy, Auditor took minutes for the Board of Commissioners.

 Neil Comer, County Attorney was present to advise the Board on legal matters.

Commissioner Nickell made a motion to approve the minutes of October 7th,   meeting seconded by Commissioner Folz. Motion approved unanimously.

Kelly Vollet, Technology presented a recommendation from the Ripley County Technology Board for Gaylan Everheart to do a cost saving analysis for long distance service with the REMC (Transworld) at $3.75 a line per month. Vollet also reported that the Technology Committee recommended the purchase of a shredder under $2,000.00 for the record storage building and take out of Riverboat equipment. Vollet reported that Ginger Bradford, Clerk is purchasing a copier for the clerkís record storage area out of 4D reimbursements.

Tad Brinson, Planning Commission had nothing to report.

Commissioner Nickell reported that the voting place in New Marion have been changed to the Shelby Church and that Elrod, Cross Plains & Shelby voting places are now handicap assessable in third district.

Larry Volz, 150 East Co Rd (Delaware Camp Ground) advised the Commissioners that this road needs to be repaired & blacktopped. Volz also advised that he had turned in petitions/pictures about a junk yard on (450N & 225E/Ernie Brison). Tad Brinson advised that it had been turned over to John Ertel, Attorney for Area Planning. Commissioners requested an update from Attorney Ertel.

Andy Clark, Veteran Service advised the Commissioners that he is in need of volunteer drivers for the County Van for Veteranís appointments.

 Wayne Peaceís, Ripley County Health Department requested the proclamation of the Lead Poisoning Prevention Week be set for Ripley County on October 23-29, 2005. Commissioner Folz made a motion to make October 23rd -29th, 2005 as Lead Prevention Week seconded by Commissioner Nickell. Motion approved unanimously. 

Commissioner Reiners advised that Asphalt Material is going to charge a sur-charge for the hauling contract of 2006. Asphalt Material is coming to the next meeting to explain. Commissioners had rolled contract at the last meeting.

 Commissioner Reiners advised that Gunter is hauling riffraff for $4.00 a ton for Bridge #100.  

Malinowski Consulting updated the Commissioners on the Cost Allocation Plan for 2003 and Auditor McCoy signed the Certificate of Indirect Cost for the year ended December 31st, 2003.

Tom Sullivan, Ripley County Humane Society appeared in front of the Commissioners with an update on the Humane Society. Sullivan requested support from the county and a building for the dog warden. This would be for increased care of animals in Ripley County.   Humane Society is also requesting support from the Commissioners on the Spay/Neuter Law. Commissioners requested that they come back to a later meeting on the decision.

Judy Schebler, 911 Coordinator updated the Commissioners on the new radios and advised that they will be installed by the 1st of November. Commissioner Nickell advised that he would like to place the new siren on the Rosewood Building in Cross Plains, In.

Sam Row, Area Planning Commission had concerns about a situation that exist with the Planning Commission and the Building Inspector. Row advised the commissioners that due to a change in the ordnance in 2003. The Planning Commission was taken out of the control

 

of the Commissioners and put the Building  Inspector in their control. Row requested that the Commissioners give back the control of the building inspector to the Planning Commission or take the Building Inspector out of the Planning Commission budget and office. Commissioner Reiners advised that the Commissioners do not want to give up the control of the Building Inspector. Commissioner Reiners advised that hopefully in the near future they can work out the problems that exist.

Pam Sander, Ripley County Economic Development Director advised that the Inter Local Agreement needs to be signed by the Commissioners due to Economic Development budget hearing in November. Sanderís advised that the budget needs to have an Economic Directorís salary in it if you want a director for the county. Sanderís advised the Commissioners that the City of Batesville is a part of Ripley County Economic Development till the end of 2005. Commissioners advised that they want to wait on signing the agreement until after the next Ripley County Economic Development meeting.

Jerry Vollmer, MainSource Insurance updated the Commissioners on the liability claims for Ripley County. Vollmer advised that the general liability insurance is out to the companies and that it will need to be acted on at one of the December meeting.

Commissioners signed the Ripley County Health Department Memorandum of Understanding between the Ripley County Commissioners and the Ripley County Health Department. Pat Thomas, Ripley County Health Department advised that they are trying to prepare for any health related emergency.

Commissioners approved the payment of Safe Passage Claim from the Prosecutorís Office.

Attorney Comer advised that the Building Inspector (Ron Duebber) answers to the Commissioners and Area Planning Commission Director (Tad Brinson) answers to the Planning Commission.

Commissioner Nickell announced that the grand re-opening of the Busching Bridge is October 28th, 2005 @ 10:00AM at the Versailles State Park.

Commissioners Reiners signed the Grant Agreement and Receipt between The City of Rising Sun and Ripley County.

Mike Farrar, Farrar, Garvey & Associates advised the Commissioners that he is interested in being considered for the Bridge inspections for 2006.

Commissioner Reiners advised that they will be working on updating the Ripley County Handbook, Friday, October 28th, 2005 @1:00 PM.

Commissioner Nickell made a motion to recess till Friday, October 28, 2005 @1:00PM.

Commissioners opened their meeting on Friday, October 28th, 2005 with all commissioners in attendance to work on the handbook.   Auditor McCoy was present to record the minutes and Kelly Vollet, Technology Director was also present to help with the update.

Attorney Comer was present to advise the board on any legal matters.

Commissioners went over the handbook and make a few changes; Commissioners will meet at a later date to finish up the handbook.

            Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, November 7th, 2005 @ 8:00AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Reiners. Motion approved by two (2) commissioners (Reiners & Folz) Commissioner Nickell had to leave early.
