Unapproved Commissioner's Meeting Minutes for 10/23/06

The Ripley County Commissioners met on Monday, October 23rd, 2006 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.
Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Neil Comer, County Attorney was present to advise the commissioners on legal matters.
Commissioner Nickell made a motion to approve the minutes from the Oct. 6th, 2006 meeting seconded by Commissioner Folz. Motion approved unanimously.
Johnnie Lohrum, Maintenance updated the commissioners on work being done and presented a quote from Johnson Glass for $450 for the window in the Ripley County Treasurerís Office.
Andy Clark, Veteran Service advised the commissioners that effective January 1st, 2007 he will be resigning his position as Veteran Service Officer for Ripley County. Commissioners advised that they will need a letter of resignation for it to be effective.
Kelley Vollet, Technology Director advised the commissioners that WTH gave a presentation to the Technology Board concerning the CIS system for Ripley County. Vollet also advised that the Technology Board will be taking a look at whose responsibility it is to maintain the mapping for Ripley County and updated the commissioners that a mock election had been conducted. According to Vollet the Assessor and the Recorder have requested to be connected to the county network.
Larry Montgomery, Regional Director College Cooperative Southeast presented the commissioners with a partnership of College Cooperative Southeast/Ivy Tech Community College-Region 11 (ITCC) with Ripley County for the inmates at the Ripley County Jail. Montgomeryís proposal is to offer postsecondary courses in the Ripley County Jail that may lead to an Associateís Degree, as well as transferable courses inmates could use at Indiana postsecondary institution of choice and that class would begin January 2007 semester. Commissioner Folz made a motion to offer the secondary classes to the inmates at the Ripley County Jail effective January, 2007 seconded by Commissioner Nickell. Motion approved unanimously.
Commissioners gave permission to Cathy May to have the Great American Smoke Out and Carbon Monoxide Testing in Ripley County on Thursday, Nov. 16th, 2006.
Cliff Dickehut, Equipment Marketing Co. presented information on a new Total Patcher T-7500 for the Ripley County Highway Department.
Dave Batta, St. Nicholas Church presented the commissioners with a Petition to Relocate Road from the Roman Catholic Archdiocese of Indianapolis Properties, Inc through St. Nicholas Catholic Church. Commissioners signed the Petition to Relocate Road and set a public hearing for the public to object and for the commissioners to approve on November 20th, 2006 at 10:00AM in the commissioners room.
Karol & Troy Mathis had questions for the commissioners concerning the auction house that they want to start. Tad Brinson, Area Planning, Andy Bryant, Environmental Health Assistant & Wayne Peace, Health Department also appeared with the Mathis concerning the auction house. Mathis advised the commissioners that he needs to know what else he has got to do to get the auction house going. Commissioners advised Mathis that he needs a permit for food (change from mobile to stationary) zoned commercial. Wayne Peace will check the food area when it is finished for the food permit. Brinson advised that they need to acquire their Special Exception from the Area Planning Commission. Commissioners suggested that they work with the Area Planning Commission and apply for the special exception for the auction barn.
Ken Demaree appeared in front of the commissioners for RKJJ, Incorporated with concerns about building a building for processing deer and a slaughter house. They would like to do this in a two stage deal and come back at a later date. Commissioner Reiners advised that it is not the commissionersí decision and that they have no problem with them doing the deer processing and putting up a building. Commissioner Reiners also asked did they understand that when you do go into the retail that they were taking a chance if you put the building up and canít get the rezoning and get through the special exceptions. Demaree agreed that he did understand what the commissioners were advising them.
John Graff presented a change order for the Ripley County Bridge #100 that was a decrease of $5,852.65. Commissioner Nickell made a motion to sign the change order #2 /Deduct on Product on bridge #100 seconded by Commissioner Folz. Motion approved unanimously.
Commissioners agreed to get two (2) appraisals for the Adams property in Osgood that the Commissioners/Council would like to acquire for the Ripley County Fairground.
Mark Klosterkemper, AECON, Inc updated the commissioners on Bridge # 8 and presented a contract from Indiana Department of Transportation-Local Public Agency Construction and Project Management Contract for the commissioner to sign concerning Bridge#8 (Cave Hill Road). Commissioners signed the contract and it will go to back to INDOT for signatures.
Carla Miller presented the commissioners with a copy of a letter that had been sent to the Republican County Chairman, Kenneth Copeland concerning Commissioner Folz.
Earline Copeland, Ripley County Treasurer updated the commissioners on investment for Ripley County.
Commissioner Nickell made a motion to adjourn until the next regular meeting on Monday, November 6th, 2006 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Reiners. Motion approved unanimously.
