Unapproved Commissioner's Meeting Minutes for October 20, 2008

The Ripley County Commissioners opened their meeting promptly at 7:00AM on Monday, October 20th, 2008 at the Ripley County Highway Department, Osgood, Indiana.
Commissioner Reiners promptly called the meeting to order with Robert Reiners, Chuck Folz and Lawrence Nickell was in attendance. Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Julie Brancamp, Park & Recreation requested money from the Commissioners from the endowment fund for the purchase of some trees for the Ripley County Park. Commissioners took this under advisement.
Commissioner Reiners advised that two truck loads of roof shingles had been dumped in the creek and had it blocked; near 600 E South of 48. Commissioner Reiners will talk to the Sheriff’s Department about this problem.
Commissioner Reiners thanked the employees at the Highway garage for working so hard at cleaning up around the Highway Garage.
Junior Heaton, Highway Superintendent advised the Commissioners that O’Mara’s at Seymour, Indiana may have excess of salt. Heaton suggested mixing sand with the salt for the roads this winter. Scott County is getting salt from Jeffersonville (Cargill) at $120 a ton premixed.
Carol Stone, 450 N near Delaware Camp Grounds advised that the road is very narrow, graveled, culvert is not wide enough and that she has had accidents on this road. Bob Deburger, Foreman advised that the county has a new culvert ordered and will be putting it in as soon as possible. Commissioner Folz advised to remove the hill he would have to get permission from the landowner. Stone advised the Commissioners that she thought that the county should take care of her damages to her car. Commissioner Reiners advised Stone that the county can not pay for the damages to her car.
District #2 Foreman, at the Garage, had nothing to report on except that they are working on Bridge #89 finishing the forms for the new bridge.
Commissioner Folz made a motion to recess to the Ripley County Annex, Versailles, In. for the rest of the Commissioners meeting, seconded by Commissioner Nickell. Motion approved unanimously.
Commissioners opened the recessed meeting from the Ripley County Highway Department promptly at 8:00AM, Monday, October 6th, 2008 at the Ripley County Annex, Versailles, In. with the pledge to allegiance.
Commissioners and Auditor were all present for the meeting at the Ripley County Annex.
Commissioner Folz made a motion to approve the minutes from the Oct. 6th Commissioners meeting seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Folz made a motion to reappoint Shirley Bocock’s to the Osgood Public Library Board of Trustees retroactive to August 1st, 2008 with her term ending August 1st, 2012 seconded by Commissioner Nickell. Motion approved unanimously.
Marilyn Hunt, Election Deputy presented the Polling Places for Ripley County. Commissioner Folz made a motion to approve the following polling places for the Fall Election 2009 seconded by Commissioner Nickell. Motion approved unanimously.

Kelly Vollet, Technology advised the Commissioners that the new cooling system is working finds and there will not be a technology meeting this month.
Tad Brinson, Area Planning had nothing to report on at this meeting.
Harry Graves, Franklin County resident had questions for the Commissioners concerning the grants from Lawrenceburg and the Redevelopment Commission. Commissioners advised Mr. Graves to send his questions to the county attorney, Neil Comer.
Commissioner Folz made a motion to sign the Indiana Department of Homeland Security, 2007 Public Safety Interoperable Communications Grant Program, Sub-Grant Agreement, CFDA Number: 11.555, EDS# C44P-9-309A for (not to exceed) $142,002 seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Folz made a motion to sign the 2007 Emergency Management Performance Grant, Sub-Grant Agreement, CFDA #Q97.042, EDS# C44P-8-275A for (not to exceed) $8,254.65 for EMA Salary reimbursement seconded by Commissioner Nickell. Motion approved unanimously.
Carol Monroe, Marketing Representative for John Hancock Financial Network requested to talk to all the employees about financial needs. Commissioner Folz made a motion to give Carol Monroe permission to talk to each employee (county employees at will) about their financial needs seconded by Commissioner Folz. Motion approved unanimously.
Pat Thomas, Health Department presented the Commissioners an Ordinance for a change in the Health Department Fees. Commissioner advised that they would take this under advisement.
Commissioner Nickell made a motion to adjourn until the next Ripley County Commissioners Meeting on Monday, November 3rd, 2008 @ 7:00AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Folz. Motion approved unanimously.
