Commissioner's Meeting Minutes for October 19, 2009

October 19, 2009

Commissioners meeting opened promptly at 7:00AM on Monday, October 19th, 2009 at the Ripley County Highway Department, Osgood, Indiana.

Commissioner Robert Reiners, Gary Stutler and Mark Busching were all in attendance for the Commissioners meeting.

Auditor McCoy was present for the meeting at the Ripley County Highway Garage.

Commissioner Reiners advised that they had met at the Jail to look at the integrator system.

Julie Brancamp, Ripley County Park presented a contract to the Commissioners between the Ripley County and the Town of Osgood for the storm sewer starting in 2010. Burdett Builders will be starting on Building #10 on October 29, 2009 and the concrete in the Junior Leader building needs work done on it. Brancamp also advised that the lighting project at the Ripley County Fairgrounds is now complete.

Commissioners discussed the possible purchase of a culver cleaning machine and two ditchers for the County Highway Department.

Commissioner Reiners advised that the truck that was damaged is being repaired and that the insurance as approved $39,870 minus the deductible.  Ripley County will be sharing the cost of the tanker building with the Town of Osgood for the salt brim.

Superintendent Heaton advised that he had gotten a call from Muscatatuck, offering the county free cinders. Heaton will go look at the cinders for the county.

Commissioner Busching made a motion to recess to the Ripley County Annex seconded by Commissioner Stutler. Motion approved unanimously.

Commissioner Busching made a motion to reconvene the Commissioner meeting at the Ripley County Annex seconded by Commissioner Stutler. Motion approved unanimously.

Commissioners opened the recessed meeting from the Ripley County Highway Garage promptly at 8:00AM, Monday, October 5th, 2009 at the Ripley County Annex, Versailles, Indiana.

Commissioner Robert Reiners, Mark Busching and Gary Stutler were all in attendance.

Auditor McCoy was present for the meeting at the Ripley County Annex and John Ertel was present due to the absent of Neil Comer.

John Lohrum, Maintenance advised that he had received quotes to replace the broken glass at the Probation Department from Johnson Glass $279, Glass Unlimited $423.50 and Halcomb’s $510. Commissioner Busching made a motion to replace the broken window glass at the Probation Department and accept the quote of $279 from Johnson Glass seconded by Commissioner Stutler. Motion approved unanimously. Lohrum also advised that Top Quality had presented a quote of $7,928.26 for new doors (will build doors) and locks for the Courthouse.

Commissioner Stutler made a motion to approve the October 5, 2009 Commissioner Minutes seconded by Commissioner Busching. Motion approved unanimously.

Tad Brinson, Area Planning Commission presented to the Commissioners a builders certification for a sub builders permit to be used if the Building Inspector is sick. Commissioners will have the County Attorney look at the document.

Kelly Vollet, Technology advised the Commissioners that the Weather Emergency System Policy for the Ripley County needs to be gone over before we get into winter conditions. Vollet advised that the inter-graduator needs to be upgraded at the Jail.

Smith Bell & Clock Company would like to check out the Clock in Courthouse tower and will do a free estimate on fixing the clock.

Neil Allen, Hanson Aggregates, Versailles Plant Manager presented a letter to the Commissioners regarding the closing of county road 50 West/Johnson Township, Ripley County, Indiana at the Intersection with County Road 350 South to its Intersection with County Road l450 South and that the county relinquished any further obligation to maintain this section of the roadway.

Commissioner Busching made a motion to continue the contract for payment of taxes on the Internet with AME Group for the Ripley County Treasurer, Earline Copeland seconded by Commissioner Stutler. Motion approved unanimously. President Reiners signed the Service Agreement with Advanced Micro-Electronics, Inc. DBA, The AME Group for the Ripley County Treasurer, Earline Copeland.

Commissioner Busching made a motion to approve additional payment of $5,827.50 for bookbinding in Auditor Office from Bookbinding (Riverboat) and part from Contractual Services (Commissioners Budget) seconded by Commissioner Stutler. Motion approved unanimously.

Commissioners agreed to continue to pay the Task Units and Fire Department from the 2009 budget the same as 2008.

Commissioner Busching made a motion to accept Holman Excavating/Roy Holman’s bid of $28,948.50 for Bridge #72 contingent on County Council approval of funds and bond of Holman Excavating, Commissioners have the authority to execute individually seconded by Commissioner Stutler. Motion approved unanimously.

Julie Brancamp, Ripley County Park presented the sewer water contract between the Town of Osgood and Ripley County for attorney Comer to look over by the next meeting.

Tad Brinson, Area Planning Commission and Ed Fraley advised that no action was taken on an Ordinance to Amend the Unified Zoning Ordinance of Ripley County, Indiana for Part of the N. W. ¼ of Section 13, Township 7 North, Range 12 East, Washington Twp, 35 acres. Commissioner Stutler made a motion to approve 20 acres for Fraley Business I-2 Zone seconded by Commissioner Busching. Motion approved unanimously. Commissioner Stutler made a motion to approve the change of A-2 Agricultural to I-2 Open Industrial for part of the N. W. ¼ of Section 13, Township 7 North, Range 12 East, Washington Twp. (twenty 20 acres) seconded by Commissioner Busching. Motion approved unanimously.

Commissioner Busching made a motion to adjourn the Commissioners meeting until the next meeting on Monday, November 2nd, 2009 @ 7:00AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Stutler. Motion approved unanimously.
