Unapproved Commissioner's Meeting Minutes for 10/10/03

October 10, 2003

The Ripley County Board of Commissioners met on Monday, October 10th, 2003 in the Ripley County Annex, Versailles, Indiana.

John Little, Commissioner President called the meeting to order promptly at 8:00AM with Commissioners Chuck Folz & Robert Reiners in attendance.

Mary Ann McCoy, Auditor of Ripley County acted as secretary for the board of commissioners.

Neil Comer, Ripley County Attorney was present to advise the Board on legal matters.

The board read the minutes from the meeting of September 29th, 2003.  A motion to approve the minutes as corrected was made by Commissioner Folz seconded by Commissioner Reiners.  Motion approved unanimously.

The Board signed the payroll check register and claim register for October 10th, 2003.

Gene Bishop, Maintenance advised the commissioners that he is working on the update on the Elevator. Commissioners advised Bishop that they need to get someone to check out the Annex Building.

Kelly Vollet, Technology advised the commissioners that the Inventory update is done and Insurance Specifications are ready. Vollet also advised the commissioners that the Sheriff would pay the balance on the Video Arraignment.

Joe Mejaski & Tom Johnson appeared in front of the Commissioners about the dead-end road on Finks Church Road. Tab Brinson advised the commissioners that an abandoned road is still a county road. Brinson also stated that if a road is closed permanently it then reverts back to the owner. Commissioners will have County Attorney, Neil Comer look at this matter.

Tad Brinson, Planning Commission advised the commissioners on the Subdivision (Delaware-500N). Brinson also advised (Sub-division Road) that 90% of the development is to be done before the county can take over a road. Black top road and maintain for a year. Commissioners signed the designated polling places presented to them by Clerk of the Circuit Court, Ginger Bradford. The following places were designated.  The following is designated handicapped polling places.

City of Batesville

Adams 3/ Knights of Columbus

Laughery 1-1, 1-2, 2-1 /Knights of Columbus

Laughery 3-1, 3-2 /St. Markís Lutheran Hall

 

Town Of Milan

 Commissioners signed the 2004 (6%) Inter-Local Agreement and the revised Economic Development Income Tax Capital Improvement Plan presented to them by Pam Sander, Economic Development Director.

Leo J Rumschlag, P.E., Rumschlag Technical Services advised the commissioners that he is a qualified & experienced bridge engineer. Rumschlag advised the commissioners that he is interested in bridge inspections. Commissioners advised that they would let bids late this year are the first of 2004.

John Kosinski, Plexus Group advised the commissioners that he is just keeping in touch.

Charlene Keck, Health Department (Vital Records) advised the commissioners that in January they will be connecting with the State Health Department and want to know if they would be moving in the near future. Commissioners will advise at a later date.

Commissioners will take a look at Base Rd & 700N and will make a decision on it at a later date.

Commissioner Folz made a motion to pay for an Excel Class for Mary Ann McCoy/Auditor  & Adina Eckstein/ Deputy Auditor and seconded by Commissioners Reiners. Motion approved unanimously.

Bill Reed, Beam, Longest & Neff, LLC & Glenda Seal, INDOT presented the Commissioners with the Agreement between the State Of Indiana, acting by and through its Department of Transportation (referred to as INDOT) and the county of Ripley, acting by and through its Board of Commissioners on the Bridge#8 /Cave Hill Road project, agreement was signed by the commissioners.

John Little, President of the Commissioners signed the Statement of The Basis For Just Compensation & (temporary right of way) from the owners Karen Mae Hilliq & Terry L Brown al for the Bridge#46 projects (Busching Covered Bridge).

Commissionerís signed the Supplement Agreement No.1 on the Ripley County Bridge No.46, County Road 40 South over Laughery Creek (Busching Covered Bridge).

Scott Melling, EMS Director updated the commissioners on projects that were taking place for the EMS. Melling presented the commissioners with counter offer #2 on a piece of ground/house at 3231 500 North in Delaware township. Commissioner Reiners made the motion to accept counter offer #2 of $88,450 and seconded by Commissioner Folz. Motion approved unanimously.  Commissioner president Little signed the acceptance of counter offer #2. Melling also advised the commissioners that billing company training would be taking place soon and that the new truck should be in either on Monday/Tuesday.

Commissioner President, John Little signed the minimum awards to Karen Mae Hillig & Terry L Brown al for the temporary right-of-way for the Bridge #46 Project (Busching Bridge).

Leonard Nobbe appeared in front of the Commissioners and asked that they take a look at 100W/south of 1200 N.

Commissioner Reiners made the motion to receive sealed proposals for Insurance to Cover the Period of January 1st to December 31, 2004 set for Monday, December 1st @ 10:00AM 2003 including the following coverageís: Commercial Property, Inland Marine  & Crime, General Liability, Law enforcement Professional, Public Official Liability, Commercial Auto, Workers Compensation and Commercial Excess Liability seconded by Commissioner Folz. Motion Approved unanimously.

The Board of Commissioners of Ripley County signed/accepted the offer to roll over the CPI Supply 2003 Bid Packages to 2004.

Commissioners received a letter from Carl Taul, Judge, Ripley Circuit Court requesting that the commissioners have Inspectair/ Walton, KY inspect the building currently housing the Ripley County Probation department and make a report to the departments.

Motion to adjourn until the next meeting on Monday, Oct.27th @ 8.00AM in the Ripley County Annex, Versailles, In. made by Commissioner Reiners and seconded by Commissioner Folz. Motion approved unanimously.
