Commissioner's Meeting Minutes for October 5, 2009

October 5, 2009
Commissioners meeting opened promptly at 7:00AM on Monday, October 5, 2009 at the Ripley County Highway Department, Osgood, Indiana.
Commissioner Robert Reiners, Gary Stutler and Mark Busching were all in attendance for the Commissioners meeting.
Auditor McCoy was present for the meeting at the Ripley County Highway Garage.
Superintendent Junior Heaton advised the Commissioners that the county has 32 bridges on the Score List per the state.
Pat Kissell advised the Commissioners that the bid for the ditchers is $8,600 a piece and also looking at culvert cleaners.
Superintendent Junior Heaton advised the Commissioners that the County Highway had received a bill for a cut phone line. Commissioners tabled this for the present time.
Commissioner Busching made a motion to recess to the Ripley County Annex seconded by Commissioner Stutler. Motion approved unanimously.
Commissioner Busching made a motion to reconvene the Commissioner meeting at the Ripley County Annex seconded by Commissioner Stutler. Motion approved unanimously.
Commissioners opened the recessed meeting from the Ripley County Highway Garage promptly at 8:00AM, Monday, October 5, 2009 at the Ripley County Annex, Versailles, Indiana.
Commissioner Robert Reiners, Mark Busching and Gary Stutler were all in attendance.
Auditor McCoy was present for the meeting at the Ripley County Annex and Neil Comer was present to answer legal questions.
Commissioner Busching made a motion to purchase two ditchers for the Highway Department from Highway New Equipment, transfer remaining funds needed from Highway Fuel to Highway Equipment for the purchase of the ditchers and purchase a culvert cleaner for Highway Department from Cum Bridge new equipment, transfer remaining funds needed from Cum Bridge Fuel to new equipment for the purchase of culvert cleaner seconded by Commissioner Stutler. Motion approved unanimously.
John Lohrum, Maintenance requested permission from the Commissioners to keep the children off the Memorial at the Pumpkin Show next year. Commissioners agreed that the children should not be playing on the Ripley County Memorial. Commissioner Busching requested that the county employees be notified that they should use the sidewalks instead of the walking on the courthouse yard, due to the pumpkin show traffic damage to the yard.
Lohrum advised the Commissioners that McKrittick recommended Jack Oats to look at the Courthouse doors and he will send a quote to the Commissioners.
Kelly Vollet, Technology Director had nothing to report.
Commissioners agreed to the reduction change in the mileage reimbursement rate from .44 to .40 effective October 1, 2009 per the state.
Shannon Schmaltz, Probation Officer presented a requested upgrade to the Commissioners for 2 new cell phone/blackberries at an extra cost of $20 above the $15monthly cell phone fee. Commissioners didn’t have problem with this as long as the Probation Office picks up the extra cost.
Commissioner Stutler made a motion to approve the minutes from the Commissioner meeting on September 21, 2009 seconded by Commissioner Busching. Motion approved unanimously.
Bid opening for Bridge #72 promptly at 10:00AM:

Commissioners took the bids under advisement for Bridge #72.
Wayne Peace, Emergency Management Director presented the 2008 Homeland Security Grant Program Sub-Agreement for the Commissioners signature. Commissioner Stutler made a motion to sign the Homeland Security Agreement for Reimbursement of Salary seconded by Commissioner Busching. Motion approved unanimously.
Ron May, AECON presented the request for Proposals Notification for Ripley County due by November 27, 2009 and no later than 4:00PM Eastern Standard Time.
Commissioner Busching made a motion to have Ron May, AECON forward to the state the Request for Proposals Notification for 2010- 2012 (Bridge Inspection) seconded by Commissioner Stutler. Motion approved unanimously.
Ron May presented a Scour Plan of Action to the Commissioners for the 32 bridges in Ripley County and that they would work to get the bridges off the Scour Plan.
Commissioner Busching made a motion to adjourn the Commissioners Meeting until the next meet on Monday, October 19, 2009 @ 7:00AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Stutler. Motion approved unanimously.
