Unapproved Commissioner's Meeting Minutes for 09/25/06

The Ripley County Commissioners met on Monday, September 25, 2006 at the Ripley County Annex, Versailles, Indiana.
Commissioner Reiners promptly called the meeting to order at 8:00A.M. All stood for the opening pledge to the flag.
Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.
Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.
Neil Comer, County Attorney was present to advise the Board on legal matters.
Andy Clark advised the commissioners that he had the hand rail installed in the Veterans Van. The cost was less than the first thought.
Johnnie Lohrum, Maintenance advised the commissioners that he is waiting on a quote for working on the building. Lohrum also asked for permission to trim the new trees around the courthouse and updated the commissioners that he has placed the strips on the stairs in the courthouse. Commissioners suggested that he bring quotes to the next meeting for the mower and snow blower
Kelly Vollet, Technology Director advised the commissioners that the technology board and office holders would be meeting with WTH on Oct. 17th, 2006 at 8:15AM concerning the property lines and parceling for Ripley County.
Tad Brinson, Area Planning Commission & Steve Meyer, Building Inspector appeared in front of the commissioners and asked if the assistant building inspector could be on the health insurance. Commissioners will check on this for the building inspector. Brinson and Meyer reported that the county needs to reinforce the building permits process. Meyer advised that buildings are being built without a permit. Commissioners advised the Planning Commission that their attorney should send a letter reinforcing this process. Commissioners will talk to the Planning Commissioner attorney concerning this matter. Brinson advised that they had another problem with the people who had an open inspection and the deposit has already been deposited in the county general. Auditor McCoy will check with the state board accounts concerning this matter. Brinson & Meyer had another concern about people not getting their occupancy permit when they are finished with the building and want this to be reinforced. Commissioners will check with the Planning Commissioner attorney on this matter.
Carol & Troy Mathis and Connie & Tim Carrigan appeared in front of the commissioners with concerns about a permit for a new business (Laundry/Hardware Building) on 129, south of Cross Plains. Mathis and Carrigan advised that they want to open an auction house. Brinson advised Mathis that he has got to get it approved for an auction arena and Mathis advised that they already have benefits auctions planned. Mathis advised the commissioners that the auction that has been planned is a benefit and a one time thing. Commissioners agreed that they could go ahead with this one time benefit auction and they would check with the planning commission on this matter.
Commissioners Reiners signed a letter to Indiana Office of Community and Rural Affairs Grant Support Division for the Hoosier Hills Water Extension Project/ Johnson Township and the Indiana Office of Rural Affairs Standard Subrecipient Agreement for CDBG-Funded Project/ for the Southeastern Regional Foundation.
Herman Strumpf, Frank Thompson & Mary Ann Wise-Castner appeared in front of the commissioners concerning the Southeastern Indiana Regional Airport for Ripley County. Thompson reported that Ripley County and surrounding areas are underserved by general aviation facilities. This would open Ripley County for business, transportation, recreation and low cost agribusiness air services. Thompson asked that the commissioners agree to be the sponsoring political subdivision and accept the support of a developing “Airport Working Group”. Commissioners agreed to a public hearing for this project, that will be a fact finding meeting.
Ted Spurlock, Ripley County Economic Development Board advised the commissioners that they had hired Brad Buening as the new Economic Development Director for the county and his first day is Oct 2nd. Commissioner Folz made a motion to appoint Ted Spurlock to the Redevelopment Board seconded by Commissioner Nickell. Motion approved unanimously.
Commissioners advised Brinson that they had given permission to Mathis & Carrigan to do the one time benefit.
Mark Klosterkemper, AECON, Inc. advised that everything is turned in to the State/INDOT for bridge #8. Commissioner Reiners signed the letter of authorization for Ripley Bridge #9 to the Indiana Department of Natural Resources.
Commissioner Folz made a motion to adopt the National Incident Management System (NIMS) Ordinance for Ripley County seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Nickell made a motion to approve the claims seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Nickell made a motion to approve the minutes from the August 28th & September 11th Commissioner’s meeting seconded by Commissioner Folz. Motion approved unanimously.
Commissioner Reiners signed a letter to the Indiana Department of Homeland Security recognizing the importance of complying with the federal requirement for the National Incident Management System.
Commissioner Folz made a motion to sign the Homeland Security Grant Program Sub-Grant Agreement/ U.S. Department of Homeland Security Homeland Security Grant Program for ten lap top computers for Ripley County seconded by Commissioner Nickell. Motion approved unanimously.
Katherine Taul, Ripley County Tourism updated the commissioners on the recent designation of US 50 as the Indiana Historic Pathway and of farm tours that will take place in Ripley County.
Commissioner Nickell made a motion to adjourn until the next regular meeting on Friday, October 6th, 2006 @ 8:00 AM at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Folz. Motion approved unanimously.
