Unapproved Commissioner's Meeting Minutes for September 24, 2007

The Ripley County Commissioners met on Monday, September 24th, 2007 at the Ripley County Annex, Versailles, Indiana.

Commissioner Reiners promptly called the meeting to order at 8:00A.M. all stood for the opening pledge to the flag.

Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance.

Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.

Attorney Neil Comer, County Attorney was present to advise the Commissioners on legal matters.

Johnnie Lohrum, Maintenance advised the commissioner that he had mulched the trees around the courthouse and will put up signs on both sides of the courthouse that states no sitting on courthouse steps.

Jerry Gilpin, Versailles Pumpkin Show Chairman updated the commissioners on the Versailles Pumpkin Show that is set for September 26th thru September 29th, 2007.Commissioners gave Gilpin permission to use the courthouse and grounds for the pumpkin show.

Jerry Gilpin advised the commissioners that he would be interested in serving on the Rising Sun Foundation Board if a vacancy came available as the Ripley County Commissioners appointment.

Wayne Peace, Emergency Management presented to the commissioners a Disaster Emergency Proclamation effective September 24, 2007. The Proclamation declares that an emergency exist in the county and that there is a risk of widespread fire hazards response to fire presented by the current drought conditions. Commissioner Folz made a motion to adopt the Disaster Emergency Proclamation for a burn band effective September 24, 2007 seconded by Commissioner Nickell. Motion approved unanimously.

Kelly Vollet, Technology advised the commissioners that she had Blue River Communication install two additional network lines for the Circuit Court and Superior Court for Internet connections. Vollet also advised that she is working on a grant for the new recording system and has quotes from BIS and Word Systems. Vollet asked for permission for Safe Passage to put a sign in the Courthouse yard due Domestic Violence Awareness week.

Tad Brinson, Area Planning had nothing to report on to the commissioners. Auditor McCoy updated the commissioners on the fact that she had received several calls related to the newspaper article on the piece of ground/trailer in Pierceville. 

Herman Strumpf updated the commissioners on progress of the Vernon Water District.

Cathy May, Chairman of the Ripley County Tobacco Prevention & Cessations Coalition  advised the commissioners that their program for this year is again The Indiana High School Athletic Association Role Model Program and that they select one student athlete from each of the four high schools in Ripley County  to be a Role Model for clean living in his or her school. May advise that this year’s athletes are as follows: Batesville-Michael Lanning-Football, Jac-Cen-Del-David Busch-Baseball, Milan-Deborah Fryer-Track and South Ripley-Kellie Collier- Basketball.

Commissioner Folz made a motion to approve the Commissioner minutes from the August 27th and September 10th meeting seconded by Commissioner Nickell.

Motion approved unanimously.

Ted Spurlock, Ripley County Redevelopment Commission updated the commissioners on the progress of the industrial park. Spurlock advised that they should be fine with their present funds but may need to do a budget for 2009 and that they have several companies looking at the ground.

Jay Schaefer, AFLAC presented the Flex Spending program for Ripley County to the commissioners. Commissioners agreed to Schaefer presenting the program to the employees of the county. Flex spending program money can be used for several expenses incurred by the employee.

Jerry Ison, 800 E presented a question to the commissioners about a fence row that he wants to replace. County Attorney Comer advised Mr. Ison that he should get some legal advice on how to handle this problem.

Commissioner Folz made a motion to sell the new book map for $2 per book and set up a new line item for the money to be deposited into seconded by Commissioner Nickell. Motion approved unanimously. Commissioners agreed to distribute 10 books each to Highway, Towns and City, 20 books each to Sheriff Dept., Police Dept., ECD, Tourism, 15 books for EMS, Fire and 5 books to the Rescue Units.                 .

John Graf updated the commissioners on Bridge #8.

Scott Huffman, EMS Director advised the commissioners that 9 paramedics had taken the test for critical care paramedics.  

Commissioner Reiners signed the claim to pay Treasurer of Jefferson County $9,010.17, Ripley County portion for professional services rendered though August 20th, 2007 concerning the dispute with Pinnacle Entertainment which operates the Belterra Riverboat Casino in Switzerland County.

Commissioner Nickell made a motion to recess until 1:30PM and continue at the Highway Garage seconded by Commissioner Folz. Motion approved unanimously.

Commissioners opened the meeting at the Ripley County Garage promptly at 1:30PM with Robert Reiners and Chuck Folz in attendance.

Commissioner Folz made a motion to transfer from EDIT (Economic Development Fund) $100,000 to Bituminous (EIDT) seconded by Commissioner Reiners. Motion approved by those present. (Reiners/Folz)

Commissioner Folz made a motion to transfer from EDIT (Economic Development Fund) $15,000 to Fairgrounds/Park (EDIT) seconded by Commissioner Reiners. Motion approved by those present.

Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, October 8th, 2007 @ 8:00A.M. at the Ripley County Annex, Versailles, Indiana seconded by Commissioner Reiners.
