Unapproved Commissioner's Meeting Minutes for September 22, 2008

September 22, 2008

The Ripley County Commissioners opened their meeting promptly at 7:00AM on Monday, September 22nd, 2008 at the Ripley County Highway Department, Osgood, Indiana.

Commissioner Reiners promptly called the meeting to order with Robert Reiners, Chuck Folz and Lawrence Nickell were in attendance. Mary Ann McCoy, Ripley County Auditor took minutes for the Commissioners.

Commissioner Reiners advised that he had received word that John Graff, Barth and Associates had passed away on Friday. Visitation will be on Tuesday, September 23rd, 2008 at Dover, Indiana.

Commissioner Reiners advised that they are looking at buying salt for the winter weather. Superintendent Heaton advised that the cost of the salt is approx. 3 times higher this year than in the past. Commissioner Folz made a motion to go with Hallís for the new furnace at the Ripley County Highway Garage at a cost of $22,000 (extra furnace will be decided at a later date) seconded by Commissioner Nickell. Motion approve unanimously.

Commissioner Nickell made a motion to recess to the Ripley County Annex, Versailles, In. for the rest of the Commissioners meeting seconded by Commissioner Folz. Motion approved unanimously.

Commissioners opened the recessed meeting from the Ripley County Highway Department at promptly 8:00AM, Monday, September 22nd, 2008 at the Ripley County Annex, Versailles, In. with the pledge to allegiance and a moment of silence in memory of John Graf, Barth & Associates. Commissioners stated that Mr. Graff will be greatly missed in Ripley County.

Commissioners and Auditor were all present for the meeting at the Ripley County Annex.

John Lohrum, Maintenance advised the Commissioners that QPH is working on getting quotes for the automatic flushers for the menís bathroom at the courthouse and air vents for the server room. Lohrum also advised that he had fixed the problem at EMS and trimmed the bushes.

Ginger Bradford, Ripley County Clerk advised the Commissioner that one of her deputies Cathy Sanders had died very suddenly this morning and that she was closing the Clerkís Office for the rest of the day.

Tad Brinson, Area Planning Commission and Jeff French, Ripley County Surveyor updated the Commissioners on the survey problem with Cheryl Shane. Wallpe advised that the road had been closed by the Judge. Highway Department will need to show where the land ends and the surveyor has got to measurer to the property corner and then bring to the Area Planning Commission.

Mike Jeffries, Building Inspector presented new plans for the Auditorís Office new handicap counter. Commissioners asked the Auditor if she had any money for this project. Auditor advised the Commissioners that she had no funds for this project. Commissioners suggested taking this to the budget hearing.

Kelly Vollet, Technology advised the Commissioners that the storm caused a problem with the phone system and that it had been fixed. Also the battery backup went out and that she had ordered a new battery backup and that it would be taken out of contract services.

Prentha Cochran updated the Commissioners on the audits that she had been working on with the phones for the county. Cochran advised that some of the lines were being charged state and federal taxes and that it had been corrected. Features charges were taken off the phone systems. Cochran gave the Commissioners some recommendations and the Commissioners will take this under advisement.

Earline Copeland, Ripley County Treasurer requested (per Council) that the Commissioners purchase a printer from Cum Cap/Riverboat Fund, for the Treasurerís Office. Commissioner Nickell made a motion to order the printer from Cum Cap seconded by Commissioner Folz. Motion approved by Nickell & Folz. (Reiners was not present due to another meeting.)

Commissioner Nickell made a motion to support the Public Safety Interoperable Communication Grant in the amount $475,000 for the installation of a 4 Channel Intellirepeater site in Ripley County seconded by Commissioner Folz. Motion approved by Nickell & Folz.  Commissioners signed a letter in support.

Commissioners agreed to have QPH give a quote for a new exhaust for the server room. Commissioner Nickell made motion to sign the Jail Contract with QPH for $6,804 seconded by Commissioner Folz. Motion approved unanimously.  Commissioners agreed to have QPH look at the Probation Department ventilation problem and get back with the Commissioners.

Commissioner Reiners signed Grant Agreement/Receipt between The City of Rising Sun and Ripley County.

Commissioner Folz made a motion to reimburse Prentha Cochran, PC Recovery System for the services she has rendered seconded by Commissioner Nickell. Motion approved unanimously.

Commissioner Nickell made a motion to approve the minutes from the September 8th, Commissioner meeting seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Folz made a motion to sign the Ripley County Economic Development 2008 Inter-Local Agreement between Ripley County Economic Development Corporation and the Ripley County Commissioners seconded by Commissioner Nickell.

Motion approved unanimously.

Commissioner Nickell made a motion to adjourn until the next Ripley County Commissioners Meeting on Monday, October 6th, 2008 @ 7:00AM at the Ripley County Highway Garage, Osgood, Indiana seconded by Commissioner Folz.  Motion approved unanimously.
