Unapproved Commissioner's Meeting Minutes for 09/13/04

September 13, 2004

The Ripley County Board of Commissioners met on Monday, September 13th, 2004 in the Ripley County Annex, Versailles , Indiana .

John Little, Commissioner President called the meeting to order promptly at 8:00AM with Commissioners Chuck Folz & Robert Reiners in attendance.

Mary Ann McCoy, Auditor of Ripley County acted as secretary for the Board of Commissioners.

Neil Comer was present to advise the Board on legal matters.

The Board signed the payroll check and claim register for September 13, 2004.

Barb Folz, President of Amvets  & Bev Miller, 1^st Vice President/Amvets presented a $1100 check to help with the purchase of a new van for the veterans of Ripley County .

Commissioner Folz made the motion to approve the minutes of August 30th, 2004 and seconded by Commissioner Reiners. Motion approved unanimously.

Kelly Vollet, Technology Director was on vacation/no report.

Commissioner Reiners made the motion to approve the Ordinance To Amend Figure 1 Of The Area Zoning Code Of Ripley County, Indiana, 199, As Amended (BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS  OF RIPLEY COUNTY, INDIANA, AND BY THE TOWN COUNCIL OF NAPOLEON, OR OSGOOD, OR MILAN, OR HOLTON OR SUNMAN OR VERSAILLES, INDIANA, UNDER THE AUTHORITY OF THE INDIANA AREA PLANNING LAW (I.C. 36-7-4 ET. SEQ.) AND ALL ACTS AMENDATORY OR SUPPLEMENTAL, THERETO GENERAL ASSEMBLY OF THE STATE OF INDIANA: seconded by Commissioner Folz. Motion approved unanimously.

Jack Kellerman, Attorney appeared in front of the commissioners with concerns about the denial of part of the S.W.  ¼ Section 26, Township 10 North, Range 12 East, Adams Twp. 4.83 acres (Andy Weisenbach property).  Commissioner Reiners advised that this is not designated industrial area in the Comprehensive Plan.

              Scott Melling, EMS Director updated the commissioners on the billing for the EMS .

  David Wrightsman, Energy Systems Group introduced guaranteed energy saving legislation and showed what it can do for Ripley County .

  Katherine Taul, Tourism Director thanked the commissioners for their support in the EDIT Plan for Tourism.

Pam Sander, Economic Development Director advised the Commissioners that Ripley County has been identified as one that can apply for a Community Comeback Grant/”Trade Impact County” and receive up to $25,000 to address the economic hardships that face the county. Commissioner Reiners made a motion to partnership with Ripley County Economic Development for the Community Comeback Grant seconded by Commissioner Folz. Motion approved unanimously.

Ralph Patton advised the commissioners that he is working on the Safety Grant for Commissioner Reiner’s district.

Brian Elson, Apex Insurance advised that their health plan could be a cost savings for the county health plan. Commissioners advised that Insurance Bids would be on Oct. 25^th between 10:00/11:30.

Scott Melling, EMS Director updated the commissioners on the 1^st quarter Revenue Reports.  Melling reported that the reports showed what had been billed but not what had been received.

Commissioner Reiners made the motion to adopt the 2005/2006 EDIT Plan seconded by Commissioner Folz. Motion approved unanimously.

Commissioner Folz made the motion to adjourn until the next regular commissioner meeting on Monday, September 27th, 2004 at the Ripley County Annex; Versailles , Indiana seconded by Commissioner Reiners.
