Unapproved Commissioner's Meeting Minutes for 09/12/05
The Ripley County Board of Commissioners met on Monday, September 12th, 2005 at the Ripley County Annex, Versailles, Indiana. Commissioner Reiners promptly called the meeting to order at 8:00 AM and all stood for the opening pledge to flag. Commissioner Reiners, Chuck Folz and Lawrence Nickell attended the meeting.
Mary Ann McCoy, Auditor of Ripley County acted as secretary for the Board of Commissioners.
Neil Comer, County Attorney was present to advise the Board on legal matters.
The Board signed the payroll check and claim register for September 12th, 2005.
Commissioner Folz made a motion to approve the minutes of August 29th meeting as written seconded by Commissioner Nickell. Motion approved unanimously.
Judy Schebler 911 Director advised the commissioners that she would like the new 911 charge to start on January 1st, 2006. Schebler advised that the batteries will need to be replaced in the new equipment at Cross Plains about every 3 years. Commissioners decided that the Cross Plains Area will be responsible for replacing the batteries.
Andy Clark, Veteran Services updated the commissioners on the van and that he had runs to Cincinnati, Ohio and to Indianapolis, In.
Kelly Vollet, Technology updated the commissioners on the new flat monitor for election returns in the courthouse. Vollet advised that she has the monitor and is in need of someone to hang the monitor on the courthouse hall wall. Vollet also advised the commissioners that the new tech phone lines have been changed to new type of lines with a savings of over $70 per month.
Tad Brinson, Area Planning Commission advised the commissioners that he had received a call about a speed limit sign at 800East. Brinson also advised the commissioners that they need to decide who the attorney for the new Safe Building Ordinance is going to be (Neil Comer or John Ertel).
Bob & Dorothy Kimball advised the commissioners that they have three lots in El Paso, Texas and that they would like to donate the lots to some service men and families. Commissioners will check with Neil Comer/County Attorney on this matter.
Commissioner Folz advised that he had talked to the Dog Warden/Jim Lovins and he doesnít feel that we need a dog cage and if you have one it would have to be checked daily. Bill Davison, Ripley County Sheriff advised the commissioners that he has had several requests for a dog cage and that it would need to be checked only when a dog is caught, not daily. Davison advised that the county had one several years ago but it was crushed.
Donald Dunbar, Council updated the commissioners on the IDEM Project on the Bauer property. Commissioners were advised that IDEM is doing a file review and request for further site investigation on the former dry cleaning facility on 125 First North Street in Versailles. Dunbar advised that there are 7 wells and that IDEM will be back on Thursday at 9:00AM to do some checking on the wells.
Commissioners had concerns about the accident (lady had fallen) at the Ripley County Fairground and wondered when does the insurance move from the county insurance to the 4H Insurance. Osborn advised the commissioners that when someone falls over something it is the county insurance and that anything that is 4H is covered by the 4H. Commissioners would like a copy of Purdueís Insurance to see where we stand on this insurance issue.
Commissioners are OK with Eastern Standard Time and decided to leave the time as it is at the present time.
Commissioners had earlier questioned who would be the attorney for the Unsafe Building Ordinance and after a short discussion decided whoever the planning commissionís attorney is, this will be the attorney for the new Unsafe Building Ordinance. (John Ertel is the attorney at the present time.) Attorney Comer advised that a hearing officer for the Unsafe Building Law should probably be one person who is qualified (single person hearing officer) and you may want someone outside of the county.
Becky Reatherford, Soil & Water and Ripley County Commissioner advised that today is Bill Corning Day and presented a plaque in memory of Bill Corning. Reatherford advised that Corning was dedicated to Soil & Water. Commissioners agreed that the plaque could be placed in the Ripley County Courthouse. Reatherford advised that the board of directors will decide where it will be placed.
Pam Sander, Economic Development Director invited the commissioners to attend at no cost to the county, the ICCA 2005 Fall Workshop in Indianapolis, Indiana. Commissioner Folz will attend this workshop for Ripley County.
Neil Comer, County Attorney advised the commissioners that the three lots from the Kimballs should probably go to the Red Cross or someone in Texas who will take on this project.
Commissioners gave permission to the Ripley County Sheriff to set up on the Courthouse lawn for the Pumpkin Show.
Commissioner Folz made a motion to giv Mary Ann McCoy, Auditor the authority to claim the unclaimed property, seconded by Commissioner Nickell. Motion approved unanimously.
Commissioner Nickell made a motion to give permission to the Robert Vestal/Versailles Lionís Club to use the Courthouse lawn, bathrooms & the main hall of the courthouse (except the bank building) seconded by Commissioner Folz. Motion approved unanimously.
Commissioners discussed the possibility of rolling the 2006 Culvert Bid with CPI. Commissioners decided to take this under advisement.
Commissioner Folz made a motion to adjourn until the next regular meeting on Monday, September 26th, 2005 @ 8:00AM at the Ripley County Annex, Versailles, Indiana seconded by commissioner Nickell. Motion approved unanimously.
